GUIDELINES FOR GRID OPERATION DURING WINTER MONTHS

All the work related to insulator cleaning at all vulnerable locations shall be completed within 1st week of December 2 12. !"#$%&%'D shall forward the initial results obtained from pollution mapping pro(ect to help the utilities in identifying the vulnerable locations. All utilities would also give respective line network diagram showing the sections of lines with polymer insulators. b. !lanned shutdown of $)* transmission lines on a continuous basis shall be avoided during the period from December+ ,ebruary. -he transmission licensees shall plan and forward their requests for planned outage to the "... c. /ingle phase Auto reclose in all $)* lines at 22 k* and above shall be kept in service d. Availability of alternate path for incoming0outgoing feeder shall be ensured in substation having breaker and half scheme particularly after opening or tripping of feeder in the same dia. e. &enerating /tations shall monitor the power flow on the transmission lines emanating from their station. 'n case of tripping 0 overloading1 generation backing down shall be carried out without waiting for operation code from the N%2D.0/2D. f. $fforts shall be made to create adequate margins in the system in the system to be able to sustain the ne3t credible N+1 contingency in real+time even when the antecedent network is depleted. 4nder depleted network conditions the power flow on the remaining tie lines of a control area shall be maintained at a level such that the subsystem is able to survive the loss of the tie line. 2. *oltage control related a. /-4s0/2D. shall coordinate to switch off shunt capacitor banks during high voltages. -he clear directions would be issued to all field stations immediately. -hey shall particularly e3amine the reactive energy account to identify the locations where reactive power is being in(ected at more than 1 56 of the nominal voltage. b. /-4s0/2D.s shall optimi7e the transformer tap position at 22 0152 k*1 22 088 k* level such that the voltage at $)* level is controlled. c. #herever possible1 the line reactor may be used as a bus reactor when the line is not in service. -he utilities shall e3amine the feasibility of providing line side isolator to facilitate utili7ation of the line reactor as bus reactor. d. &enerating /tations shall absorb reactive power as per their capability curve to the e3tent possible. &as !ower /tations shall e3amine the possibility of operating the gas turbine as synchronous condenser by de+clutching generator from the turbine.

e. /2D.s shall monitor the reactive power absorption0generation by generating units within their control area. f. )ydro stations having synchronous condenser facility 9vi7 !ong1 -ehri1 2ar(i1 4ri1 %/D: shall carry out a trial operation before 1;th December 2 12 and shall inform the respective /2D.s0N%2D.. -he readiness of the facility and availability of the competent staff shall be ensured round the clock particularly during the night shift. g. ,ilter banks of )*D. %ihand+Dadri <ipole1 <alia+<hiwadi and =undra+=ahendragarh shall be switched off for voltage control to the e3tent possible. h. /2D.s0N%2D. shall send operational feedback to system planners with regard to providing the line side isolators to facilitate utili7ation of line reactor as bus reactor when line is out of service. 2ikewise feedback shall also be sent with regard to the requirement of synchronous condenser facility at all hydro power stations coming up in future. 5. ,requency control related a. All /2D.s0/-4s shall ensure that 4,% and df0dt relays at the designated substations are functional and the load shedding through these relays is adequate. b. /2D.s0/-4s shall ensure that the drawal is maintained close to the schedule and the deviation shall be minimi7ed. c. &enerating /tations may be given standing instructions to back down generation immediately after receipt of message from the N%2D.0/2D.s. d. !rimary response from the generating stations should be available. 't will help in normal operation and increase the probability of survival of islands if formed. >. /.ADA0$=/ related a. -he weather data available in the N%+/.ADA0$=/ and the precipitation0fog forecasts available from 'ndian =etrological Department shall be utili7ed to monitor the weather status. b. /-4s would also install weather stations 9temperature0humidity transducers: in their system and monitor these parameters for fog monitoring. -hese parameters can also be used for demand forecasting purposes as well. c. )ealthiness of Au3iliary power supply0battery back+up for communication and /.ADA0$=/ shall be ensured at all the stations. D& sets shall be kept operational as well as adequate fuel reserves would be kept. d. Availability of real+time data at the control room shall be ensured for stations that have been integrated. =anual substitution may be done if required. -he telemetry of correct digital status shall also be ensured.

A ready reckoner of -elephone and =obile numbers of all key personnel shall be prepared and kept readily available at all control centres+ substations1 generating stations1 /2D.s1 N%2D.. 8. %eporting of an event a. Any grid incident0disturbance shall be intimated by the concerned utility0/2D. to N%2D. immediately say within 1 minutes of the event in line with the '$&.. b. Analysis report of the event supported by D%0$20relay flags shall be forwarded to N%2D.0N%!. within 2> hours of the incident in line with the amended '$&.. c. $very grid incident shall be analysed by the entities and suitable corrective actions would be taken promptly. ?. <lack start related a. &enerating /tations having black start facility shall ensure healthiness of D& set with adequate fuel reserves. b. $very shift at the generating station control room shall have at least one person who is well conversant to coordinate the activities related to black start of the unit. c. -he e3ercise for mock black start shall be conducted by generating stations as per the schedule approved by the N%!..
