TECHNICAL SPECIFICATION FOR SF6 GAS INSULATED METAL ENCLOSED SWITCHGEAR (GIS)

1.1

Introduction

This specification provides for the design, manufacture with approved QAP, factory acceptance testing, packing and transporting to site , installation and commissioning, conducting site performance test as per IEC for S ! gas insulated switchgear "ays complete with all necessary control and instrumentation devices# 1.2 General

The S ! gas insulated metal enclosed switchgear shall "e totally safe against inadvertent touch of any of its live constituent parts# It should "e designed for indoor application with meteorological conditions at site $winter %degC to &' deg C and Summer %& deg C to '! deg C, seismic (one) I*+# All parts of the switchgear should "e three phase enclosed for ,,-k* .IS#

The arrangement of gas sections or compartments shall "e such as to facilitate future e/pansion of incomer "ay with any make on either end without any drilling, cutting or welding on the e/isting e0uipment# To add e0uipment, it shall not "e necessary to move or dislocate the e/isting switchgear "ays#

The design should "e such that all parts su"1ected to wear and tear are easily accessi"le for maintenance purposes# The e0uipment offered shall "e protected against all types of voltage surges and any e0uipment necessary to satisfy this re0uirement shall "e deemed to "e included# The re0uired overall parameters of .IS are as follows)2 Sl. The metal2enclosed gas insulated switchgear, including the operating devices, accessories and au/iliary e0uipment forming integral part thereof, shall "e designed, manufactured, assem"led and tested in accordance with the IEC2 !,,<&2,-%9IEC2!,,<&2,-- pu"lications including their parts and supplements as amended or revised to date#

In case the re0uirements laid down herein differ from those given in a"ove standard in any aspect the switchgear shall comply with the re0uirements indicated herein in regard thereto#

3.0 efinitions 3.1 !ssem"ly Assem"ly refers to the entire completed .IS e0uipment furnished under contract# 3.2 #ay 7ay refers to the area occupied "y one Circuit 7reaker and associated e0uipments used to protect one feeder9line9 in single "us scheme as per the approved single line diagram of the purchaser # 3.3 $om%artment

Ehen used in con1unction with .IS e0uipment, compartment refers to a gas tight volume "ounded "y enclosure walls and gas tight isolating "arriers# 3.& 'nclosure Ehen used in con1unction with .IS e0uipment, enclosure refers to the grounded metal housing or shell which contains and protects internal power system e0uipments $"reaker, disconnecting switch, grounding switch, voltage transformer, current transformer surge arresters, interconnecting "us etc#+ 3.( )anual *%erations Fanual operation means operation "y hand without using any other source of Power# 3.+ )odule Ehen used in con1unction with .IS e0uipment, module refers to a portion of that e0uipment# Each module includes its own enclosure# A module can contain more than one piece of e0uipment, for e/ample, a module can contain a disconnecting switch and a grounding switch# 3., Reser-oir Ehen used in con1unction with .IS e0uipment reservoir refers to a larger gastight volume# &.0 General esi.n / Safety Re0uirement. &.01 The .IS assem"ly shall consist of separate modular compartments e#g# Circuit 7reaker compartment, 7us "ar compartment filled with S ! .as and separated "y gas tight partitions so as to minimi(e risk to human life, allow ease of maintenance and limit the effects of gas leaks failures G internal arcs etc# These compartments shall "e such that maintenance on one "us"ar9 compartment may "e performed without de2 energi(ing the ad1acent "us"ar9 feeders# These compartments shall "e designed to minimi(e the risk of damage to ad1acent sections and protection of personnel in the event of a failure occurring within the compartments# 3upture diaphragms with suita"le deflectors shall "e provided to prevent uncontrolled "ursting of pressures developing within the enclosures under worst operating conditions# &.02 The workmanship shall "e of the highest 0uality and shall conform to the latest modern practices for the manufacture of high technology machinery and electrical switchgear#

&.03 The switchgear, which shall "e of modular design, shall have complete phase isolation for ,,-k* .IS# The conductors and the live parts shall "e mounted on high graded epo/y resin insulators# These insulators shall "e designed to have high structural strength and electrical dielectric properties and shall "e shaped so as to provide uniform field distri"ution and to minimi(e the effects of particle deposition either from migration of foreign particles within the enclosures or from the "y2products of S ! "reakdown under arcing conditions# &.0& .as "arrier insulators and support insulators shall have the same "asis of design# The support insulators shall have holes on "oth sides for proper flow of gas# &.0( .as "arrier insulators shall "e provided so as to divide the .IS into separate compartments# They shall "e suita"ly located in order to minimi(e distur"ance in case of leakage or dismantling# They shall "e designed to withstand any internal fault there"y keeping an internal arc inside the faulty compartment# Bue to safety re0uirement for working on this pressuri(ed e0uipment, whenever the pressure of the ad1acent gas compartment is reduced, it should "e ensured "y the "idder that ad1acent compartment would remain in service with reduced pressure# The gas tight "arriers shall "e clearly marked on the outside of the enclosures# &.0+ The material and thickness of the enclosures shall "e such as to withstand an internal flash over without "urn through for a period of 4-- ms# The material shall "e such that it has no effect of environment as well as from the "yproducts of S ! "reakdown under arcing condition#

&.0, Each section shall have plug2 in or easily remova"le connection pieces to allow for easy replacement of any component with the minimum of distur"ance to the remainder of the e0uipment# &.01 The material used for manufacturing the switchgear e0uipment shall "e of the type, composition and have physical properties "est suited to their particular purposes and in accordance with the latest engineering practices# All the conductors shall "e fa"ricated of electrolytic grade $>>#>; pure+ copper tu"es of cross sectional area suita"le to meet the normal and short circuit current rating re0uirements# The finish of the conductors shall "e smooth so as to prevent any electrical discharge# The conductor ends shall "e silver plated and fitted into finger contacts or tulip contacts# The contacts shall "e of sliding type to allow the conductors to e/pand or contract a/ially due to temperature variation without imposing any mechanical stress on supporting insulators#

&.02 The enclosure shall designed to withstand an e/ternal pressure of one atmosphere $with a &#4 safety factor+ with (ero internal pressure a"solute and "e designed and tested to withstand an internal pressure of &#4 times the design pressure# The enclosures shall "e divided into several compartments or sections separated "y gastight "arriers permitting removal of a section or sections from service for maintenance without affecting ad1acent sections# All the enclosures undergo hydraulic tests and leakage tests and comply with European pressure vessel code $CEAE8EC+# Each pressure filled enclosure shall "e designed and fa"ricated to comply with the re0uirements of the applica"le pressure vessel codes and "ased on the design temperature and design pressures as defined in IEC2!,,<&2,-%# &.10 The manufacturer shall guarantee that the pressure loss within each individual gas2filled compartment shall not "e more than half percent $-#4;+ per year#

&.11 Each gas2filled compartment shall "e e0uipped with static filters, density switches, filling valve and safety diaphragm# The filters shall "e capa"le of a"sor"ing any water vapour which may penetrate into the enclosures as well as the "y2products of S ! during interruption# Each gas compartment shall "e fitted with separate non2return valve connectors for evacuating G filling the gas and checking the gas pressure etc#

&.12 The switchgear line2up when installed and operating under the am"ient conditions shall perform satisfactorily and safely under all normal and fault conditions# Even repeated operations up to the permissi"le servicing intervals under &--; rated and fault conditions shall not diminish the performance or significantly shorten the useful life of the switchgear# Any fault caused "y e/ternal reasons shall "e positively confined to the originating compartment and shall not spread to other parts of the switchgear# The internal components shall "e maintenance free for at least &- years# 3outine replacements of insulating gas shall not "e re0uired in intervals of less than ten years#

&.13 The thermal rating of all current carrying parts shall "e minimum for one sec# for the rated symmetrical short2circuits current# &.1& The switchgear shall "e of the free standing, self2supporting with easy accessi"ility to all the parts during installation G maintenance with all high voltage e0uipment installed inside gas2insulated metallic and earthed enclosures# It shall "e suita"ly su"2divided into individual arc and gas2proof compartments for ,,-k* .IS) a+ 7us "ars "+ Intermediate compartment c+ Circuit "reakers d+ 7us98ine disconnectors e+ *oltage Transformers f+ .as Insulated "us section "etween .IS and H8PE ca"le g+ .as Insulated "us section "etween .IS G Condenser "oosting

&.1( The arrangement of the individual switchgear "ays shall "e such as to achieve optimum space2 saving, neat and logical arrangement and ade0uate accessi"ility to all e/ternal components#

&.1+ It is re0uired that the three phases of each switchgear "ay "e arranged side "y side# The arrangement of the e0uipment offered must provide ade0uate access for operation, testing and maintenance $applica"le for ,,-k* .IS+#

Separate control cubicle including gas monitoring kiosk shall be provided for each bay which shall be installed near the switchgear for local control & monitoring of respective switchgear bay. Local control cubicle for GIS shall be equipped with suitable hardware & software for remote control operation and conform to the bay level controller as detailed in Section: Substation utomation System.

&.11 All the elements shall "e accessi"le without removing support structures for routine inspections and possi"le repairs# The removal of individual enclosure parts or entire "reaker "ays shall "e possi"le without distur"ing the enclosures of neigh"oring "ays#

&.12 It should "e impossi"le to unwillingly touch live parts of the switchgear or to perform operations that lead to arcing faults without the use of tools or "rute force# &.20 &.21 All interlocks that prevent potentially dangerous mal2operations shall "e constructed such that they can not "e operated easily, i#e# the operator must use tools or "rute force to over2ride them# &.22 In general the contours of energi(ed metal parts of the .IS and any other accessory shall "e such, so as to eliminate areas or points of high electrostatic flu/ concentrations# or ,,-k* .IS, the surfaces shall "e smooth with no pro1ection or irregularities which may cause visi"le corona# Ao corona shall "e visi"le in complete darkness which the e0uipment is su"1ected to specified test voltage# There shall "e no radio interference from the energi(ed switchgear at rated voltage#

&.23 The enclosure shall "e of continuous design and shall meet the re0uirement as specified in clause no# &- $special considerations for .IS+ of IEEE2 =-, ?ear2 ,---# The enclosure shall "e si(ed for carrying induced current e0ual to the rated current of the 7us# The conductor and the enclosure shall form the concentric pair with effective shielding of the field internal to the enclosure# &.2& The fa"ricated metal enclosures shall "e of Aluminium alloy having high resistance to corrosion, low electrical loses and negligi"le magnetic losses# All 1oint surfaces shall "e machined and all castings shall "e spot faced for all "olt heads or nuts and washers# All screws, "olts, studs and nuts shall conform to metric system# The other type of non2magnetic enclosures may "e considered# &.2( The "reaker enclosure shall have provision for easy withdrawal of the interrupter assem"lies# The removed interrupter assem"ly must "e easily and safely accessi"le for inspection and possi"le repairs# &.2+ The enclosure shall "e designed to practically eliminate the e/ternal electromagnetic field and there"y electro2dynamic stresses even under short circuit conditions# &.2, The el"ows, "ends, cross and T2sections of interconnections shall include the insulators "earing the conductor when the direction changes take place in order to ensure that live parts remain perfectly centered and the electrical field is not increased at such points# &.21 The Average Intensity of electromagnetic field shall not "e more than 4-- micro Tesla# The contractor shall furnish all calculations and documents in support of the a"ove during detailed engineering#

&.22 The 7idder shall furnish the following information regarding the loosely distri"uted metallic particles within the .IS encapsulation# a+ Calculations of critical field strength for specific particles of defined mass and geometry# "+ The methodology and all the e0uipment for electrical partial discharge $PB+ detection and9or acoustic detection methods, including that mentioned in the specification else2where# &.30 The switchgear shall have provision for connection with ground mat risers# This provision shall consist of grounding pads to "e connected to the ground mat riser in the vicinity of the e0uipment# &.31 The ladders and walkways shall "e provided wherever necessary for access to the e0uipment# A porta"le ladder with ad1usta"le height may also "e supplied to access to the e0uipment# &.32 Eherever re0uired, the heaters shall "e provided for the e0uipment in order to ensure the proper functioning of the switchgear at specified am"ient temperatures# The heaters shall "e rated for ,%-* AC supply and shall "e complete with thermostat, control switches and fuses, connected as a "alanced %2phase '2wire load# The possi"ility of using heaters without thermostats in order to achieve the higher relia"ility may "e e/amined "y the "idder and accordingly included in the offer "ut it shall "e ensured "y the "idder that the temperature rise of different enclosures where heating is provided should "e within safe limits as per relevant standards# Ine copy of the relevant e/tract of standard to which the a"ove arrangement conforms along with cost reduction in offer# If any, shall also "e furnished along with the offer# The heaters shall "e so arranged and protected as to create no ha(ard to ad1acent e0uipment from the heat produced# &.33 The enclosure G support structure shall "e designed that a mechanic &<=- mm in height and >-@g in weight is a"le to clim" on the e0uipment for maintenance# &.3& The sealing provided "etween flanges of two modules 9 enclosures shall "e such that long term tightness is achieved# &.3( Alarm circuit shall not respond to faults for momentary conditions# The following indications including those re0uired elsewhere in the specifications shall "e generally provided in the alarm and indication circuits# &.3(.1 Gas Insulatin. &.3, Temperature rise of current carrying parts shall "e limited to the values stipulated in IEC2!>', under rated current and the climatic conditions at site# The temperature rise for accessi"le enclosure shall not

e/ceed ,- degree C a"ove the am"ient temperature of 4- degree C# In the case of enclosures, which are accessi"le "ut need not "e touched during normal operation, the temperature rise limit may "e permitted up to %- degree C a"ove the am"ient of 4- degree C# &.31 In case of any internal arc fault regardless whether it occurs in a "us "ar section, a "us "ar isolator or the circuit "reaker, repair works should "e possi"le without shutting down the su"stationD at least one "us section and the undistur"ed feeder should remain in operation# It should "e possi"le to remove and replace a fully assem"led circuit "reaker without interfering the operation of the ad1acent feeder# All circuit "reakers should "e interchangea"le# &.32 The .IS e0uipments shall "e arranged in such a manner that in case of maintenance works on any of the e0uipment, at least one "us section should "e availa"le for operation# &.&0 The inter "ay width shall "e sufficient to allow access to all drive mechanisms and other termination "o/es without the need of dismantling other apparatuses# These conditions shall "e taken into account "y the supplier in the design of the e0uipment# (.0 #ello6s or $om%ensatin. 7nits45

"ushings# +.0 Indication and Verification of S6itch Positions Indicators shall "e provided on all circuit "reakers, isolators and earth switches, which shall clearly show whether the switches are open or closed# The indicators shall "e mechanically coupled directly to the main contact operating drive rod or linkages and shall "e mounted in a position where they are clearly visi"le through glass windows# ,.0 Pressure Relief45 Pressure relief devices shall "e provided in the gas sections to protect the main gas enclosures from damage or distortion during the occurrence of a"normal pressure increase or shock waves generated "y internal electrical fault arcs $prefera"ly in downward direction+# Pressure relief shall "e achieved either "y means of diaphragms or plugs venting directly into the atmosphere in a controlled direction# If the pressure relief devices vent directly into the atmosphere, suita"le guards and deflectors shall "e provided# Contractor shall su"mit to the Employer the de2tailed criteria design regarding location of pressure relief devices9rupture diaphragms#

1.0 Pressure Vessel Re0uirements The enclosure shall "e designed for the mechanical and thermal loads to which it is su"1ected in service# The enclosure shall "e manufactured and tested according to the pressure vessel code $ASFE9CEAE8EC code for pressure *essel#+ Each enclosure has to "e tested as a routine test at &#4 time the design pressure for one minute# The "ursting strength of Aluminium castings has to "e at least 4 times the design pressure# A "ursting pressure test shall "e carried out at 4 times the design pressure as a type test on each type of enclosure# 2.0 Groundin. The grounding system shall "e designed and provided as per IEEE2=-2,--- and CI.3E2'' to protect operating staff against any ha(ardous touch voltages and electro2magnetic interferences# As the area involved is small, Supplier has to take special measures for the same# The .IS supplier shall define clearly what constitutes the main grounding "us of the .IS# The .IS supplier must supply the entire material for grounding "us of .IS vi(# conductor, clamps, 1oints, operating and safety platforms etc# The .IS supplier is also re0uired to supply all the earthing conductors and associated hardware material for the following) &+ Connecting all .IS e0uipment, enclosures, control ca"inets, supporting structure etc# to the ground "us of .IS# ,+ .rounding of transformer and other outdoor switchyard e0uipments9 structures etc# The enclosure of the .IS may "e grounded at several points so that there shall "e grounded cage around all the live parts# A minimum of two nos# of grounding connections should "e provided for each of circuit "reaker, disconnect switches, ca"le terminals, surge arrestors, earth switches and at each end of the "us "ars# Su"assem"ly to su"assem"ly "onding shall "e provided to provide gap G safe voltage gradients "etween all intentionally grounded parts of the .IS assem"ly G "etween those parts and the main grounding "us of the .IS# Each marshalling "o/, local control panel, power and control ca"le sheaths and other non current carrying metallic structures shall "e connected to the grounding system of .IS via connections that are separated from .IS enclosures#

The grounding connector shall "e of sufficient mechanical strength to withstand electromagnetic forces as well as capa"le of carrying the anticipated ma/imum fault current without overheating# At least two grounding paths shall "e provided to connect each point to the main grounding "us# Aecessary precautions should "e under taken to prevent e/cessive currents from "eing induced into ad1acent frames, structures of reinforcing steel and to avoid esta"lishment of current loops via other station e0uipment# All fle/i"le "onding leads shall "e tinned copper# All connectors, for attaching fle/i"le "onding leads to grounding conductors and grounding conductors to support structures shall "e tinned "ron(e with stainless steel or tinned "ron(e hardware# The contractor shall provide suita"le measure to mitigate transient enclosure voltage caused "y high fre0uency currents caused "y lightning strikes, operation of surge arrestor, phase9earth fault and discharges "etween contacts during switching operation# The grounding system shall ensure safe touch G step voltages in all the enclosures# The contractor shall provide suita"le "arrier of non2linear resistor9 counter discontinued S !9 Air termination, S !9 Transformer termination, S !9 5* ca"le "ushing etc# to mitigate transient enclosure voltage# Any provision to "e made in the "uilding design to take care of earthing re0uirement shall also "e clearly spelt2out#

10 $ircuit #reakers General S ! gas insulated metal enclosed circuit "reakers shall comply with the latest revisions of IEC2 !,,<&2&-- G relevant IEC e/cept to the e/tent e/plicitly modified in the specification and shall meet with re0uirements specified# Circuit "reakers shall "e e0uipped with the operating mechanism# ,,-k* S ! GENERAL $he equipment shall be used for detecting different types of defects in Gas Insulated Stations+GIS! such as 2articles' Loose shields and 2artial 4ischarges as well as for detection of 2artial discharges in other types of equipment such as %able Boints' %$s and 2$s. ;.; It shall be capable for measuring 24 in charged GIS environment as "A6 which shall have bandwidth in order of ;: CA( , >:: CA( with possibility to select a wide range of intermediate bandwidths for best measurement results. $he principal of operation shall be on acoustic technique and the method of measurement shall be non=intrusive. $he instrument is able to detect partial discharges in cable 1oints' terminations' %$s and 2$s etc.' with the hot sticks. ;.9 4etection and measurement of 24 and bouncing particles shall be displayed on built in large L%4 display and the measurement shall be stored in the instrument and further downloadable to a 2% for further analysis to locate actual source of 24 such as free conducting particles' floating components' voids in spacers' particle on spacer surfaces etc.

2.0 TECHNICAL SPECIFICATION) 8easurement shall be possible in noisy environment. Stable reading shall be possible in presence of vibrations within comple) GIS assemblies' which can produce signals similar to 24.
