Two way Inter Freq between F1,F2 and F3 for the same sector [ As mentioned for S1] Intra Freq two way neighbors between neighboring sites F1 < - > F1; F2 < - > F2 and F3 < - >F3 should be created [As between S1 and Sy ]. Ideally all cells with in the sector should have same Intra Freq Neighbors. For F2 and F3 where enough neighboring Intra Freq Neighbors are not available, define necessary additional one-way Inter freq neighbor towards F1 consider SIB limitation.
