Bolcar is currently the ASAC for counterintel1igence at WFO. At the time of9111, he
was the supervisor for CT-4. He was in charge of all the agents who were covering WFO
leads. As a result, he saw hundreds if not thousands df documents related to the
• PENTIBOMB investigation. :

Bolcar was familiar with all the names on the WFO lisl, but there were some he
remembered as being more notable. One was Anwar Aulagi, since he had contact with
two of the hijackers in San Diego and in Falls Church. I. Js the case
agent.

Bolcar thinks that Aulaqi is suspicious. The label of Aulaqi as "spiritual advisor" to the
hijackers probably comes from San Diego. The cooperation between San Diego and
WFO on this case was good. Bolcar does not think there was any information suggesting
that Aulaqi directed al-Rababah to help the hijackers.

Aulaqi is a well-known, charismatic imam. The Dar al Hijra mosque is very large, and
there were other full time imams there. There is no indication of a connection to a
consulate. Bolcar does not know about how the mosque is funded or controlled. The
mosque is Sunni, but there is no dominant ethnic group.

Saleh al-Hussayen was suspicious because there was nothing wrong with him when
examined at the hospital, and because he left the country so soon after.

Out of all the names on the WFO list, Bolcar finds Aulaqi and al Hussayen to be the most
suspicious. Aulaqi is particularly so because he had contact in two locations at opposite
ends of the country .
