Background


Holley said he joined the FBI in 1995, after serving 9 years as an infantry officer
with the U.S. Army. Before entering the Army 1986, he worked as food broker and with
the Muncie, IN Police Dept. He graduated from Ball State University with a degree in
criminal justice in 1981. With the FBI, Holley has worked IT in Chicago since June
1996, having previously served on a new agent squad. He became an SSA in January
2003, supervising CT -1, which had the BIF and GRF intelligence cases (but not the
criminal case by then). (U)

Role in BIF/GRF

Holley had no involvement whatsoever in the BIF and GRF investigations before
