(UHSMAA) ELECTION GUIDELINES FOR 2014

A. General Provisions: The Alumni body shall elect fifteen (15) members to the UHSMAA Board of Trustees, who will serve from the day they take their oath of office. The election shall be conducted and the rules enforced by a Committee on Election (COMELEC) appointed by the current UHSMAA Board. B. Committee on Elections The Committee on Elections (COMELEC) shall have the authority to: 1. 2. 3. conduct the 2014 elections for the fifteen (15) members of the UHSMAA Board of Trustees; enforce rules related to the said election; proclaim the winners of the election.

The COMELEC shall be composed of a Chairperson and two (2) members. The Chairperson shall be the Alumni Coordinator. The Committee members can either be a UHSM Faculty member or UHSM alumni. Anyone who participates in this 2014 election accepts the conditions and the election guidelines set by the COMELEC.

Election Notice Election notice must be circulated by the Alumni Secretariat through email, online postings on UHSM alumni forums and social networks, text messages, and other means possible several weeks before the Election date. D. Nomination Requirements 1. All nominees to the BOT should be members of the Association, as defined by the By laws: a. have at least one year residency at UHSM and b. subscribes to the objectives of the UHSMAA 2. Nominees should preferably be residing in the Philippines, or if not, should express in writing his or her commitment to become available during the regular meetings of the BOT. Nominations may be done online, email, fax or SMS to the UHSMAA Secretariat. (Please see contact information below) Nominees should have the heart to serve and should be willing to abide by the objectives of the UHSMAA. All nominations must be accepted by the person being nominated. Acceptance may be sent via email, fax or text messages. Members are allowed to nominate herself/himself. The nominee who accepts his or her nomination must personally appear during the UHSMAA Election on March 1, 2014. Failure to appear during Election day shall mean disqualification and removal from the Official List of BOT Nominees. Each group of alumni who graduate on the same year (referred to as a batch) is allowed to nominate a maximum of three (3) nominees.

8. All nominations should be made on or before February 27, 2014, 12:00 midnight, Manila time. If the nominees are less than 15, the COMELEC shall advise the moderator to allow nominations on the floor. E. List of Official Nominees The list of qualified nominees shall be announced and posted on the bulletin board by the COMELEC.

F. Establishing a Quorum A quorum is considered established once a minimum of thirty (30) qualified alumni members are present during the election, and at least ten (10) batch years are represented. The COMELEC shall first determine if a quorum is established and shall notify the Alumni President/Secretary/OIC of such. Voting immediately starts once a quorum has been established. If no quorum is reached during election day, elections will be rescheduled 30 days after the original election date. Notifications will be sent to alumni members via email, text messages, fax or through posts on Alumni forums and social networks. G. Ballot forms duly endorsed by the COMELEC shall be numbered to prevent double voting. The serial number shall start from 001. Voters may vote for a minimum of 1 to a maximum of 15 candidates. Erasures must be countersigned by the voting member. Ballots with more than 15 names or which contain illegible markings or appearance of tampering, shall be declared invalid by the COMELEC.

I. Counting of Ballots

Only votes cast within the prescribed voting period shall be counted. Counting must immediately follow after the closing of polls which is at 12 noon, March 1, 2014. A COMELEC officer will read out the contents of each ballot and two canvassers shall tally the votes simultaneously one on a big screen/board in front of the assembly and another on an official tally sheet. If a voter writes a nominees name or nickname twice or more on the ballot, entries will only be considered as one (1) vote for the nominee. In the event of any discrepancy, a re-count of the ballots will be conducted.

J. Declaration of Winners The top 15 nominees who receive the most number of votes shall be declared the new members of the 2014 BOT. Announcement of winners by the COMELEC shall follow immediately after the counting of votes. K. Disputes All disputes regarding the election shall be settled by the COMELEC. The decision of the COMELEC shall be FINAL and BINDING.
