GUIDELINES FOR THE SGC ELECTIONS


1. Only the bona fide students of Cainta Catholic College will be allowed to cast their votes. For
the list of students eligible to vote, please refer to the Official Class List released by the
Registrar’s Office. Only one vote per student will be counted.
2. The Election for the Student Government Council will be held on a date and time set by the
Commission on Election upon the approval of the SGC Advisers, Student Services Head, and the
Principals/Dean. It will be done face to face inside the voters’ respective classrooms which will
serve as their Polling Precincts. No students will be allowed to cast their votes outside the
polling precincts. The specified time for voting must be followed unless for a grave reason which
is subject to COMELEC Approval.
3. Being absent on the day of the election will lose the voter’s right to vote. This is in
consideration of the strict implementation of health protocols and the tedious conduct of the
election.
4. The student-electors will be using an official ballot crafted and approved by the Commission
on Elections. No other ballot will be honored except for the printed ballot by the COMELEC.
Replication of the ballot by any of the parties and/or student-electors is strictly prohibited.
5. The election will be using both electronic and hand-written tabulating sheets. Official
Tabulating sheets will be released by the Commission on Election. No copying/replication of
tabulating sheets are allowed. Tabulating Sheets submitted to the COMELEC duly signed by the
Polling Precinct Election Officers and COMELEC will serve as the determinants of the winners
of the election.
6. We will follow the procedures below for the smooth flow of the election process:
6.1. The class adviser, the President, Vice President, and the Secretary will serve as the
Polling Precinct Election Officers serving the following roles respectively:
Adviser – Chairman;
President - Vice Chairman;
Vice President – Election Scrutineer 1
Secretary - Election Scrutineer 2

Should in any case, one officer of the classroom is absent/candidate/COMELEC


member, the adviser may delegate any of the class officers that were not made part of the
Polling Precinct Election Officers.

6.2. The Chairman of the Election Officers will check the election paraphernalia to
ensure that the materials are complete and free from any marks and unwanted signs of
fraudulent initiatives. The materials include:
a. Election Envelope (will serve as the Election Box)
b. Printed Tabulation Sheet
c. Electronic Tabulation Sheet (Excel File)
d. Official Election Ballots (number will be based on the class list)
e. Official Student-Electors List

6.3. Election must begin with a Prayer for Election to be led by the Vice Chairman of the
Polling Precinct’s Election Officers.

6.4. To begin with the election, distribution of the Ballots will be facilitated by the
Election Scrutineers. The Chairman is requested to ensure the organized distribution of
ballots. The ballots will be handed by the Election Scrutineers to the student-elector one
by one. Student-electors are requested to stay in their seats and wait for the Election
Scrutineers.

6.5. Student-electors are highly encouraged to wait for the Chairman of the Election
Officers to give the go signal before casting their votes. After they have cast their votes,
student-electors are to fold the ballots in 4 parts (2 folds) crosswise. Afterward, student-
electors are requested to come in front per row to insert their accomplished ballots
personally in the election envelope. He/She also must sign the class list after handing the
ballot to the election officers.

6.6. After all student-electors submitted their accomplished ballots, canvassing may
begin. The Chairman will serve as the overseer of the proceedings. He/She must ensure
the credibility of the processes and the results of the election. He/She will be responsible
to announce the individual votes cast. Scrutineer 1 will verify the validity of the ballot
before it will be given to the Chairman for the announcement. Vice Chairman will take
charge of the electronic tabulation of votes and the Scrutineer 2 will take charge of the
hand-written tabulation sheet.

6.7. When the canvassing is done, the total number of votes per candidate is encircled.
Then, all forms must be signed by the Polling Precincts election officers. They will ask
the assigned COMELEC member on their floors to check the accomplished
paraphernalia. After checking, the envelope will be sealed by the Chairman and then
handed to the COMELEC member. The electronic tabulation sheet will be saved in the
official flash drive of the COMELEC Member in the respective floors with the file name
following the format: (Grade – Section e.g. 10 – St. Aloysius Gonzaga)

6.8. The COMELEC member assigned to each floor will then bring the election envelope
to the COMELEC Officers for verification and departmental canvassing.

6.9. Once verified, the COMELEC Officers will encode the number of votes to the Official
Tabulation Sheets for the Department. It will be added to the number of votes garnered
by the candidate from the other polling precincts.

6.10. Once all votes are included, the COMELEC officers are required to accomplish the
necessary forms including the list of winners and the tabulation sheets. All forms must
be signed by the COMELEC Officers.
7. No candidates should roam around the different precincts. It is also prohibited to distribute
sample ballots/replicated official ballots. Any of the candidates who will be caught doing such
will be disqualified automatically.
8. COMELEC officers and members will cast their votes 30 minutes-1-hour earlier than the
scheduled time of election.
9. It is highly encouraged to practice honesty in all the affairs of the election. We are reminded
that our roles should lead us to the truth and for the voice of the people to be heard.
