"a# De$%n%t%&n ' The Bharat Scouts & Guide is a Voluntary, non- political, educational Movement for young people, open to all without distinction of orign, race or creed, in accordance with the purpose, principles and method conceived by the founder ord Baden !owell in "#$%& "(# Pur)&!e The purpose of the Movement is to contribute to the development of young people in achieving their full physical, intellectual, social and spritual potentials as individuals,as responsible citi'ens and as members of the local, national and international communities& "*# Pr%*%) e! The Scout( Guide Movement is based on the following principles& Dut+ t& G&d )dherence to spritual principles, loyalty to the religion that e*presses them and acceptance of the duties resulting there from& N&te' The word +,harma+ may be substituted for the word +God + if so desired& Dut+ t& Ot,er! C,ara*ter ' The )ssociation is a Scciety .egistered under the Societies .egistration )ct and is a non-official organisation and is non-political, non- sectarian and non- communal in character& 1. Mem(er!,%) ' 2"3 The Membership of the )ssociation is open to citi'ens of 5ndia, who subscribe to the !urpose and 4b<ects& provided that any citi'en of any other nationality residing for the time being in 5ndia may be admitted as a mamber on the recommendation of the State 7hief 7ommissioner and with the approval of the 8ational 7ommissioner& !rovided further that such person subscribes to the scout or Guide promise as hereunder / 4n my =onour 5 promise that 5 will do my best To do my duty to God 6 and 5ndia To halp other people and To obey the Scout ( Guide aw+ 8ote 6 The word ,harma may be substitued for the word +God+, if so desired, -. Fe &2!. N&te '- 7ategories mentioned in 2a3 2i3 2d3 and 2e3 shll not be eligible to participate in the election of the )ssociation at any level& "$#Term%nat%&n &$ Mem(er!,%) '5f any member is held guilty of criminal offence involving moral turpitude, his(her membership shall be terminated, and any award ( privilege shall be withdrawn & 3. G&4ern%n5 /&d+ ' The Management of the affairs of the Bharat Scouta & Guides vests in the 8ation >*ecutive 7ommittee in accordance with the .ules and .egulations for the time being in force & CHAPTER II

1. T,e Em( em The >mblem of the Bharat Scouts and Guides is the ?leur- de- lis superimposed by the Trefoil with )sho1 7ha1ra in the 7entre of the Trefoil & The ratio of the length and breadth of the >mblem shall be @/:& ?leur- de- lis symbolises Scout 9ing& Trefoil Symbolises Guide 9ing& )sho1 7ha1ra Symbolises 5ndia& =ori'ontal Band Symbolises 9orld Brotherhood& -. "I# Ot,er Em( em!' Besides the >mblem of the Bharat Scouts and Guides thwe other >mblems which may be adopted are / 2i3 8ational >mblem 2ii3 State >mblem 2iii3 ,istrict >mblem 2iv3 ocal )ssociation >mblem 2:3 The 8ational and State >mblems shall be approved by 8attional >*ecutive 7ommittee& 2@3 The ,istrict >mblem, the ocal )ssociation >mblem and the Group >mblem shall be approved by the State >*ecutive 7ommittee & 2;3 The )pplication for approval of the State >mblem shall be made to the 8ational 9*ecutive 7ommittee with a specimen design of the >mblem& The application for the ,istrict >mblem shall be made to the State >*ecutive 7ommittee with the specimen design of the >mnlem&The ocal )ssocition >mblem or Group >mblem shall be submitted to the State >*ecutive 7ommittee together with thew specimen design of the >mblem through proper channel & 2A3 The >mblem may be issued to mar1 special occasion or event such as Bamboree, 7amporee, Seminar, 7onference and .ally& Such >mblem shall be used during the event and for a period of one year after the event& 2C3 The si'e of the >mblem shall not e*ceed A cms& in length or breadth or diameter& The >mblem shall be emblem actic in character and shall not contain the name or initials of any person& 2%3 The >mblem shall be worn in such manner or on such occasion as may be directed & ..T,e 6&r d /ad5e ' 2"3 2a3 The9orld Scout Badge shall be of such design and colour as decided by the 9orld Scout Bureau & 2b The 9orld Scout Badge is a cloth badge or a metal badge& 2c3 The cloth 9orld Scout Badge when worn shall be worn on the uniform in the centre of the right po1et and the metal badge may be worn in mufti& 2d3 >very enrolled member is eliginle to wear the 9orld Scout Badge&

The 9orld Guide Badge shall be of such design and colour as decided by the 9orld Bureau of the Girl Guides and Girl Scouts& 2b3 The 9orld Guide Badge is a metal badge blue in colour with a golden Trefoil at the center& 7. T,e F a5! ' "1# T,e Nat%&na F a5 'The 8ational flag is a tricolour rectangular panel, made up of three rectangular panels of e0ual width D the colour of the top panel is saffron 21esari3and of the bottom panel is green, the middle panel is white, having in the centre the design of the )sho1a 7ha1ra in navy blue& The 7ha1ra shall be screen printed or otherwise printed on both sides of the ?lag or stenciled or suitably embroidered on both sides in all cases& Saffron colour denotes renunciation and sacrificeD the white in the centre denotes purity, the path of truth to guide our conductD the green shows prospertyD )sho1a 7ha1ra in the centre of the panel is the wheel of the law of ,harmaD it ,enotes progress& "-# T,e 6&r d S*&ut F a5 ' The 9orld Scout ?lag consists of the 9orld Scout Badge in white encircled by a white cord, the ends of which are tied with a reef 1not, set on purple bac1 groundD the si'e of the flag will be in the ratio of @/:& ".# T,e 6&r d Gu%de F a5 ' The 9orld Scout ?lag consists of the Golden 9orld Trefoil on the left upper corner on a bright blue field & The three leaves represent the three fold promise as originally laid down by the ?ounder& The flame represents flame of the love for humanity& The vein pointing upwards represents the compass needle pointing the way& The two stars represent the promise and aw& The outer circle represent our world wide association& The golden yellow Trefoil on a bright blue bac1ground represent the Sun shining over the children of the world& ) bla'e of white on the lower righhand corner represents peace that Girl Guides and Girl Scouts of the world over are striving to achieve& The white bla'e is crowned by three golden s0uares symbolic of three fold Guide !romise& The si'e of the flag will be in the ratio @/:& "7# T,e /,arat S*&ut! and Gu%de! F a5 ' The Bharat Scouts and Guides flag shall be in dar1 blue colour, the >mblem in yellow colour shall be in the centre of the flag with )sho1a 7ha1ra in blue colour D the si'e of the ?lag shall be "E$ cm & in length and ":$ cms& in width D the >mblem shall be ;Acms * @$ cms& "0# Gr&u) F a5 ' The Group ?lag which is the same as about shall be ":$ cms * E$ cms& The >mblem shall be @$ cm * :$cms D the name of the Group shall be written in yellow colour below the emblem in staright line and the name of the State shall be written in yellow below the name of the group & 2C3 The Scouts and Guides may use the 8ational flag, the Bharat Scouts and Guides flag, the 9orld Scout flag, the 9orld Guide ?lag, the Group flag and !atrol flag& 2%3 The 8ational flag shall be used on such occasion and in such manner as are in accordance with the rules made by the Govermment & 2E3 The 9orld Scout or the 9orld Guide flag may be used on appropriate occasions and when used they shall fly at lower levwl than the 8ational flag at its laft and at higher level than the Bharat Scouts and Guides flag at its right& 9hen the 8ational flag and the Bharat Scouts and Guides flag are flown simultaneously, the Bharat Scouts and

Guidesflag shall fly at lower level than the 8ational flag at its left& 9hen the Group flag is flown it shall be flown separately by the Group& 2#3 The !atrol flag shall be traingular in shape white in colour with !atrol >mblem in red colour, the length of the base shall be :$ cms& and the length of the two sides shall be @$cms & each&5t may be carried by the !atrol eader& 2"$3 The flag must be treated with reverence at all times& 2""3 The flag pole shall be sloped over the right shoulder and the flag gathered in& 5n March !ast it shall be held vertically and the fly end must be held with the right hand& The flag must fly freely at the saluting base & 2":3 The Bharat Scouts and Guides flag shall be dipped to the !resident of the 5ndian .epublic D it shall be dipped when the 8ational )nthem is played e*cept when the !resident of the 5ndia .epublic is present & The Bharat Scouts and Guides ?lag or the Group ?lag may be dipped to the !resident or the 8ational 7ommissioner of the Bharat Scouts and Guides& 0. Re %5%&u! and M&ra P& %*+ &$ t,e S*&ut and Gu%de M&4ement. 2"3 The .eligious and the Moral !olicy of theScout and Guide Movement is based on reverence to God or ,harma, as the case may be& 2:3 The Bharat Scouts and Guides Movement is noncommunal and sectarian in character& 2@3 each Scout and Guide is free to profess and practise his or her religion & 2;3 >ach Scout and Guide is entitled to freedon of conscience& 2A3 >ach Scout and Guide shall practise to lerence and respect the faith of the other Scouts and Guides& 2C3 9here a Group consists of members of one particular religious, the Group eader may arrange if so desired for such religious observance and provide for such religious instruction as are common to the members of the Group & 2%3 9here a Group consists of Scouts ( Guides who profess different faiths the Group eader may encourage and prpvide facilities for the observation of the respective practicesD but shall not hold any common religious service or practice& 2E3 5n a camp or at any rally or in other function any form of daily prayer must be simple and non denomintional and attendance must be voluntary & 1. S*&ut!8 O2n and Gu%de!8 O2n. Scuots- 4wn and Guides- own are held for full realisation of the Scouts- and Guides- ,uty to God or ,harma and the !romise and the law & 3. F%nan*%a P& %*+ ' 2"3 The Bharat Scouts and Guides )ssociation is voluntary and non-official in character & 2:3 The income of the 8ational )ssociation shall consist of income from the properties of the )ssociation, if any& )ffiliation ?ees and individual .egistration ?ees, subscription from the Members, donation and contributions from the public, special funds

raised from time to time and grants from the Goverment,7entral and state and 7ontri butions from local authorities and other sources& 2@3 The 5ncome of the State )ssociation shall consist of income from the properties of the State )ssociation, if any , registration ?ees, 5ndividual .egistration ?ees,subscriptions, donations, contributions, special funds raised from time to time, grantsn from the State Goverment and the 8ational )ssociation and contributions from distrct or local authorities and other sources& 2;3 The income of the ,istrict or ,ivisional )ssociation as the case may be shall consist of income from the properties of the ,istrict or ,ivisional )ssociation, if any, subscriptions, donattions and contributions, special funds raised from time to time , .egistration ?ees, .enewal ?ees, and 5ndividual .egistration ?ees, and other sources, if any& 2A3 The 5ncome of the ocasl )ssociation shall consist of income from the properties of the ocal )ssociation, if any ,subscriptions,donations and contributions, special funds raiased from time to time, .egistration ?ees, .enewal ?ees and 5ndividual .egistration ?ees, and other sources, if any& 2C3 The Group mincome shall consist of income from properties, if any, subscription, donations and contributions, special funds nraised from time to time and other sources, if any& 2%3 The State )ssociation, the ,istrict or ,ivisional )ssociation or the ocal )ssociation or the Groiup shall raise funds only within their respecttive areas& 2E3 5t is the cardinal1 principle of the Scout and Guide Movementthat a Scout or a Guide shall earn momey, but shall not solicit money& ) Scout or Guide shall not engage himself or herself or participate in street sales or collection e*cept with thw permission of the State 7hief 7ommissioner and under the supervision of the concerned ocal or ,istrct or ,ivisional )ssociation& 9 T,e S*&ut 6%n5 T,e Gu%de 6%n5 ' 2"3 9henever and wherever the 8ational )ssociation the State )ssociation, the ,istridt or ,ivisional )ssociation and the ocal )ssociation consists of Scouts anbd Guides, there shall be a Scout 9ing and a Guide 9ing& 2:3 There shall be no common membership of boys and girls in !ac1 , ?loc1, Troop , 7ompany, 7rew, Team and Group, in other words !ac1, Troop and 7rew are meant for boys, whereas ?loc1, 7ompany and Team shall consist of girls and there shall be a separate Group for !ac1, Troop and 7rew and a separate Group for ?loc1, company and Team & 2@3 Though separate, perfect co-operation, harmony and cordiality shall prevail between the Scout 9ing and the Guide 9ing& 2;3 Training shall be separate for boys girls all levelsD training of 7ommissioners may be separate or commonD training Scouters and Guiders shall be- separate e*eept in the case of special courses for which special permission of the 8ational 7ommissioner or the State 7hief 7ommissioner as the case may be is necessaryD boys and girls may, however, be brought together at .allies and at other special functions with the permission

of the concerned ,7s, >*change of Scout and Guide instructirs is also permissible with the approval of the concernad 7ommissioners& :. E;terna Re at%&n! ' 2"3 The 8ational )ssociation is affiliated to the 9orld 4rganisation of Scout Movement and the 9orld )ssociation of Girl Guides and Girl Scouts& 2:3 The 8ational )ssociation maintains friendly and cordial relations with other 8ational 4rgenisations of similar character and purpose & 1<. Re5%!trat%&n &$ Ind%an Gr&u)!= A!!&*%at%&n! ' )ny unit or )ssociation of 5ndian 7ubs, Scouts, .overs(Bulbuls, Guide, .angers functioning outside 5ndia may be registered as such with the 8ational =ead0uarters on the recommendation of the 8ational 7ommissioner either as a lone unit or as an 4verseas ,istrict )ssociation& CHAPTER III "& The 8ational )ssociation is a Society registered under the Societies .egistrtion )ct FF5 of "EC$ & :& The State )ssociation is affiliated to the 8ational, )ssociationD the State )ssociation shall pay the prescribed )ffiliation ?ee and )nnual .enewal ?ee& @& The ,istrict or ,ivisional and the ocal )ssociation shall be registered with the State )ssociation& The ,istrict or ,ivisional )ssociation and ocal )ssociation shall pay prescribed .egistration ?ee and the )nnual .enewal ?ee& 7. Re5%!trt%&n &$ a Gr&u) ' ) Group is registered with the State )ssociation through the ocal )ssociation( ,istrict )ssociationDthe Group shall pay the .egistration and .enewal fees as fi*ed by the respective )ssociation and the 5ndividual .egistration ?ees as fi*ed by the State )ssociation & 0. Re5%!trat%&n &$ a L&n5 Gr&u) ' ) one Group may, for special reasons, be registered directly with the State )ssociation, on the recommendation of the concerned ,istrict 7ommissioner& The one Group shall pay the registrtion ?ee, 5ndividual .egistrtion ?ee and )nnual .enewal ?ee& 1. Can*e at%&n &$ Re5%!rat%&n ' 2a3 The State 7hief 7ommissioner may, either suo moto or on the recommendation of the concerned ocal )ssociation or ,istrict or ,ivisional )ssociation or the ,istrict or ,ivisional 7ommissioner& suspend the registration of a GroupD on such suspension an en0uiry by such person and on such line as may be directed shall be consductedD the Group shall be given an opportunity to be heard and to ma1e representation at such en0uiryD on commissioner may either withdraw the suspension or for reasons to be recorded cecel the registrtion of the Group& 2b3 The concerned ,istrict 7ommissioer or the ,ivisional or ,istrict )ssociation or ocal )ssociation may suspend the registration of a Group D on such nsuspension an en0uiry by such person and on such lines as may be directed shall be conductedD at such en0uiry the Group shall be given an opportunity to be heard and ma1e representationD on completion of such en0uiry the concerned ,istrict 7ommissionar may ma1e recommendation to the State 7hief 7ommissioner for cancallation of registation of the Group and the State 7hief 7ommissioner may on perusal of the papers or on such
