If that is beyond your means, fast for three days. This is the expiation for the oaths you have sworn, but keep your oaths. In the old days of ignorance, there were no central goverment, ~ no city states, no administration, indiscriminate killing and looting were the order of the day. People, for the sake of mutual dealings will resort to promising or swearing in the name of Allah. Soon "after the advent of Islam when central and provincial governments were established and law-enforcement agencies took over their duties, the practice of promising and swearing came to end.
