The cause traffic congestion in HN is overpopulated. So, Why overpopulated city? Because in Hanoi there are a lot of schools and in stitutions, In peak hours such as 8:00 am and 5:00pm. At this time all people hasten to go home, school, institutions, this is causing traffic congestion. So, government can reduce demand by realocate university and institution to other city. In short, there are two solution for the progrem traffic congestion: strengthen traffic law and reduce demand.
