Step 4 : List all the forces driving the change in the desired situation

Step 5 : List all the forces resisting the change to the desired situation. Step 6 : Discuss and interrogate all the forces : Are they valid ? Can they be changed ? Which ones are critical?

Step 7 : Allocate a score to each of the forces using a numerical scale Eg 1 : Extremely Weak 10 : Extremely Strong

Step 8 : Strategies for moving the the equilibrium from the current state to the desired state. Developing Action plans

Step 9 : Implementing Action Plan. Step 10 : Describe what actions must be taken to stabilize the equilibrium
