The Commission on Revenue Allocaton is a new insttuton created by the Consttuton of Kenya.
The principal functon of the Commission is to make recommendatons on the basis of equitable sharing of
revenue raised natonally between the natonal government and the county governments and among the county
governments. It has other several functons enumerated in Artcle 216 of the Consttuton.
Reliable data is the cornerstone of frm policy decisions. We take this opportunity to launch this frst editon of the
County Facts Sheets. At a glance, the Fact Sheets provide important summary informaton of each county, such as,
populaton, health, educaton and infrastructure.
This document carries vital data on each of the 47 countes which should be useful to many stakeholders,
including those who are aspiring to join the countes either in electve or appointve ofces. It will also be useful to
development partners, academic insttutons and the civil servants in both natonal and county governments.
This document is part of a series of other publicatons which are being launched by our Commission. The objectve
of the publicatons is to educate Kenyans on the role of the Commission, and the funding arrangements for Kenyas
new system of devolved government.
Every efort has been made to ensure the facts in this document are accurate. We would however, request anyone

CRA acknowledges the contributon and support of several key partners in the preparaton of this inaugural
version of the Kenya County Fact Sheets.
First, the Commission acknowledges the contributon of the Kenya Natonal Bureau of Statstcs (KNBS),
which is the ofcial source of most data appearing in these Fact Sheets. Contributons from KNBS signal the
beginning of a long term partnership in the generaton and disseminaton of comprehensive county-level
data, and its applicaton towards the formulaton of sound policy decisions not only by the CRA, but also by
other government and non-governmental organizatons.
Secondly, CRA acknowledges support from the World Banks Fiscal Decentralizaton Knowledge Program
(FDKP). Launched in November 2010 with fnancial assistance from the Australian Agency for Internatonal
Development (AusAid), FDKP is supportng the Kenyas Government to develop and implement the public
fnance provisions of the new Consttuton. FDKPs main objectve is to share evidence-based knowledge with
Kenyan policy makers, consistng of internatonal experiences with decentralizaton and also of data analysis
on Kenya.

Immediately afer the next General Electons, forty-seven County Governments will replace the Provincial
and Local Government administraton systems, which were created at independence. However, most of the
data that is collected and compiled in Kenya today can be mapped to either districts or provinces, and very
litle has been done to date to re-map these data to the county level.
The Kenya County Fact Sheets seek precisely to fll this void and to start feshing out the demographic, socio-
economic and administratve contours of Kenyas future countes.
Antcipated users of these Fact Sheets include:
a) Public sector organizatons that are now acceleratng their planning for the transiton and formulaton of
post-devoluton policies;
b) Civil society organizatonsthe public, media, businesseswho need to engage knowledgeably with the
Natonal and the County Governments; and,
c) Development partners who will need to refocus their strategies and programs to the new administratve
and service delivery environment.
Among other uses, the Fact Sheets will enable readers to (i) get a full picture of the main characteristcs of
each of Kenyas countes, and (ii) compare their performance across a wide range of indicators to the natonal
average, or to the situaton in other countes. This knowledge, ideally will guide policy, from the targetng of
policies across space and interventons to laying the foundatons of a county performance monitoring system.
The reader will fnd that the Fact Sheets reveal signifcant disparites across countes on many frontshealth
and educaton outcomes, funding per capita and access to infrastructure and to services. In highlightng
these disparites, the Fact Sheets might help to identfy each countys immediate-, medium- and longer-term
priorites for economic development and poverty reducton. They also consttute a useful baseline against
which progress can be measured, as Countes come into existence and start taking increasing responsibility
for service delivery at the local level.
Obviously, from the point of view of the CRA, this informaton will be a key input into our recommendatons
to Parliament on a revenue sharing formula, which will need to be transparent, rule-based and grounded into
a solid assessment of county needs.

It is our hope that the Fact Sheets will inform public discourse and contribute to improved policy coordinaton
between Natonal and County Governments, among county governments and with non-governmental stake
holders.

The data on populaton and number of households are from the 2009 Kenya
Populaton and Housing Census Report published in August 2010, by the
Kenya Natonal Bureau of Statstcs (KNBS).
Each Fact Sheet contains a map showing populaton density variatons within
each county, based on the number of districts in existence in December
2008. The informaton on density is based on the 2009 Census.

County poverty data have been computed based on the Kenya Integrated
Household Baseline Survey (KIHBS) district poverty estmates of 2005/06.
County poverty rates are derived simply by dividing the total number of
poor people in each county in 2005/06 by the total populaton in each
county.
This informaton is based on 2009 Census data and includes core urban
and peri-urban residents within towns having at least 2,000 inhabitants.

Data on immunizaton and on diseases i.e. malaria, TB and HIV have been
obtained from the Division of Health Management Informaton Systems
(HMIS). The data includes routne informaton collected on a monthly and
annual basis from health facilites throughout the country. Health statstcs
shown in these Fact Sheets have been computed as follows:
Fully-immunized populaton under 1 year This is the number of fully
immunized children below the age of 1 year as a proporton of the overall
populaton of children below the age of 1 year.
Malaria (as % of all frst outpatent visits) This computaton refects the
malaria burden. It is based on confrmed malaria cases (not clinical
malaria) as a percentage of total frst out-patent diseases (OPD)
atendances at health facilites.
TB in every 10,000 people This fgure is the record of new cases of
tuberculosis (TB) detected in every 10,000 people.
HIV-positve ante-natal care clients This is the percentage of ante-natal
care (ANC) clients tested for HIV at designated testng sites, whose results
turn out to be positve.
The proporton of populaton with primary and secondary educaton is
based on the 2009 Census.
These data are CDF actual allocatons (2003/04 2008/09) and estmates
(2009/10) for each of the 210 consttuencies, which in turn are mapped
to county boundaries. The data have been obtained from the CDF Board
Website htp://www.cdf.go.ke/ . Informaton on actual CDF spending or
audited fnancial data was not available.
These data have been obtained from LATF Annual Report and Review of
Local Authority Financial Performance for the fscal years 2007/08 and
2008/09. Taken together, LATF, SBP and Property taxes have consttuted
the lions share of resources available to Kenyas Local Authorites. While
the later two might be taken as a rough indicator of the core of future

county own-source revenue streams, LATF might be used as an indicator of
future needs of urban areas, and of the partal costs that could be faced by
countes in delivering services.
Data come from the Rural Electrifcaton Authority (REA) and relate to
approved (not actual) spending on rural electrifcaton programmes for the
period 2003/04 2008/09.
These data are generated from the 2009 Census, and present the proporton
of Kenya households with access. Defnitons for access to improved water
and sanitaton are based on the Joint Monitoring Programme (JMP) for
Water Supply and Sanitaton by the World Health Organizaton (WHO) and
UNICEF. Accordingly, improved water sources include well/borehole, piped
and rain-harvested water; while, improved sanitaton includes connecton
to a main sewer, septc tank and cesspool as well as ventlated improved pit
(VIP) latrine and covered pit latrine.
This data is generated from District Development Plans (DDP), and refects
the proporton of Kenyas classifed road network that is paved, and in good
or fair maintenance conditon.
These estmates are generated based on the Kenya Integrated Household
Budget Survey (KIHBS). 2005/06.
Delivered in a health centre This is the proporton of children between
the ages of 0 60 months who were reported to have been born in a
health center i.e. hospital, clinic or maternity home.
Qualifed medical assistant during birth This is the proporton of
children between the ages of 0 60 months whose births were assisted
by a qualifed medical personnel i.e. a doctor, midwife or nurse.
Had all vaccinatons This is the proporton of children between
the ages of 12 60 months who had had all necessary vaccinatons,
specifcally BCG, any dose of polio, any dose of DPT and measles.
Adequate height for age This is the proporton of children between
the ages of 6 60 months who were not below the adequate or
recommended height for their respectve ages.
Can read & write This is the proporton of children between the ages
of 10 14 years who could read and write.
Atending School, 15-18 years This is the proporton of children
between the ages of 15 18 years who were atending school
(irrespectve of the level) at the tme of the survey.
Following promulgaton of the current Consttuton, the number of
consttuencies is to increase from 210 to 290. Since the process of
distributng the 290 consttuencies among the 47 countes has not been
fnalized, the consttuency distributon shown in these Fact Sheets is based
on the current 210 consttuencies. Consttuency populatons are based on
the 2009 Census, while county proportons of natonally registered voters is
based on Independent Electoral and Boundaries Commission (IEBC) records
as per the 2010 Consttutonal Referendum.

These Fact Sheets testfy to inter-county variatons
on several fronts, and it is important for the reader
to consider implicatons of these diferences. For
example, the demographic data presented in the frst
part of the Fact Sheets reveal extensive variatons in
county populatons and densites. Both populaton
and density will determine the cost of delivering
services in the countes and therefore should drive
the allocaton of future transfers from the center to
the sub-natonal units.
The socio-economic profle of these populatons and
hence, the social fabric of Kenyas countes is also
heterogeneous. While Kenya is urbanizing rapidly --
much faster than the overall populaton growth rate
-- the Fact Sheets show that most countes are stll
predominantly rural. Only fve countes are more than
50% urban and majority of countes have at least 80%
of their populatons residing in rural areas. (See fgure
1). This is important from a politcal economy point
of view. In Kenyas future County Assemblies, most
members will be representng rural consttuencies: the
challenge will be to protect service delivery in urban
areas, which are poles of economic development
(thanks to agglomeratons efects) and will generate
the bulk of future county own revenues.
Like urbanizaton, the distributon of poverty will
have important implicatons for the design of fscal
transfers to countes. Besides highlightng the wide
disparites in the distributon of poverty across Kenya,
the Fact Sheets point to a connecton between county
poverty rates and other variables such as access
to social services, urbanizaton or infrastructure
development. To assess the performance of Kenyas
countes in meetng the service and development
needs of their populaton, it will be vital to develop
systems for tracking the evoluton of these key
indicators at the county level over tme.
A major limitaton in preparing the Fact Sheets has
been the absence of current fscal informaton
revenues and expendituresat sub natonal level. In
partcular it has been impossible to date to assess the
geographic allocaton of deconcentrated spending by
the central government, and therefore to develop a
complete and clear picture of fnancial fows at the
local level. Stll, the Local Authority data displayed

in the Fact Sheets provide some interestng insights
into, the types of urban service and infrastructure
development costs that countes will be inheritng ,as
well as the own-revenue sources that countes will
require to fnance them.
With specifc reference to Local Authorites,
transfers from the central government previously
comprised of approximately 40% of local incomes,
with property rates and business permits making up
the biggest components of own-source revenues,
especially for urban authorites. Rural authorites
generally relied almost 50% on transfers, except in
regions with touristc resources (e.g. game parks).
The important point here is that, depending on their
characteristcs, countes will have varying capacity
to generate revenue from their own resources (see
fgure 2). With county functons increasing vastly
over the next years, county own revenue sources are
likely to remain comparable to what LAs collected,
the importance of transfers will be major. Designing
them in a way that provides appropriate funding for
countes to meet their functons while taking into
account own-revenue potental is a key challenge.
Consistent with its mandate, the CRA will work
with county governments to identfy and enhance
own source revenues. This is essental to minimize
dependence by countes on transfers. The focus of
county governments should therefore be on wealth
creaton, which will no doubt have multplier efects
within and across countes.
The data on educaton and health, water and
sanitaton, access to electricity and the road
network all tell the story of historical inequites and
to some extent of the failure of the state to equalize
opportunites for all Kenyans (see fgure 3). Kenyans
have embraced devoluton with such passion because
they expect that it will help fll these service delivery
gaps. Again, tracking county performance over tme
on these indicators will provide a good measure of the
extent to which the consttutonal promise has been
met. In additon identfying good performers among
Kenyas countes will generate lessons for others to
emulate. Identfying good performance requires
credible county-level statstcs, a major motvaton
for these Fact Sheets.

As stated in the Foreword, data is the cornerstone
of frm policy decisions, and the CRA will work
with all relevant agencies, partcularly the Kenya
Natonal Bureau of Statstcs (KNBS) to ensure that
under Kenyas new system of devolved government,
decisions on the equitable sharing of revenue are
evidence-based, objectve, trusted and predictable.
In collaboraton with the KNBS and other agencies,
the CRA will also ensure that data defnitons and
norms are standardized, and that data collecton
and reportng mechanisms are synchronized across
all countes. Especially, it will be the goal of the CRA
to establish consensus around baseline data. To this
end, data that will be used by the CRA in formulatng
its revenue-sharing recommendatons will need to be
accurate, regularly updated, independent and free of
any local manipulaton.
These Fact Sheets are obviously incomplete. Perhaps
the most glaring omission is informaton on county
contributons to Kenyas Gross Domestc Product
(GDP), which to date has not been disaggregated
below the natonal level. Nonetheless, the CRA
has setled on the opton of quickly releasing this
work-in-progress version of the Fact Sheets, so
that the informaton therein might contribute to
the fnalizaton of critcal devoluton-related policy
decisions and public debate. The Kenya County Fact
Sheets will be updated periodically, as part of what
must become a regular exercise of data collecton
and performance tracking at the local level. The CRA
invites all readers to submit their suggestons for
future publicatons.
