range of usage in the construction field, but all too little has been said of the cost of labor for the installa- tion of this important material. It is absurd simply to say that a unit or block of work is worth so many dollars be- cause it cost your company a certain price for the same type of work on a previous project of the same nature. To the limited field of litera t u re on the subject of la- bor units for the placement of concre t e, a compre h e n- s i ve new book has been added: E s t i m a t o rs Ge n e ra l Co n s t ruction Manhour Ma n u a l , compiled by John S. Pa g e, and published by the Gulf Publishing Company of Houston, Te x a s. It cove r s, among other things, the place- ment of concrete in va rious forms and under va ri o u s c o n d i t i o n s. This compre h e n s i ve information prov i d e s an authori t a t i ve source of data on labor units in man- hours that will prove valuable to the general constru c- tion contra c t o r, as well as arc h i t e c t u ral, engineering and plant personnel concerned with construction labor cost. As an estimating tool there are two features which par- ticularly contribute to this book: (1) It covers pra c t i c a l l y e ve ry type of concrete construction that will be encoun- t e red on residential, commercial and industrial build- ing including form s, re i n f o rcing steel, and concre t e placement. (2) Each table of manhour units contains ad- equate explanations of the specific operations cove re d . By special permission of the publishers, Co n c re t e Co n s t ruction is privileged to present a portion of the manhour unit data relating to its field. PRODUCTIVITY FACTORS To intelligently use the manhour unit data pre s e n t e d in these tables, the user must give consideration to sev- e ral factors that tend to affect the pro d u c t i ve efficiency of his crews as compared to the pro d u c t i ve efficiency of the crews upon whose efforts the table units are based. To assist the user in making these adjustments, the au- thor re p o rts that the tables are based upon a pro d u c t i v- ity efficiency rate of 70 percent, which he considers av- e ra g e. As a guide to the basis he used in arriving at this p e rc e n t a g e, he classifies productivity efficiency into five ranges as follow s : 1. Ve ry Low 10- 40% 2. Low 41- 60% 3. Ave ra g e 61- 80% 4. Ve ry Go o d 81- 90% 5. Exc e l l e n t 9 1 - 1 0 0 % Be f o re an ove rall productivity efficiency is obtained, the estimator must first arri ve at estimates of six impor- tant production elements that will affect the efficiency of the crews The six classifications of production elements a re: general economy, project supervision, labor re l a- t i o n s, job conditions, equipment conditions and we a t h- er conditions. Using the scale indicated by the five numbered ra n g e s a b ove, the estimator evaluates each of the six factors in p e rcentages and obtains the ave rage of these six per- centages in order to determine the ove rall pro d u c t i v i t y efficiency of his crews on the particular project under c o n s i d e ra t i o n . As an example let us assume that the estimator ra t e s these six production elements as follow s : 1. Ge n e ral Ec o n o m y 7 5 % 2. Project Su p e rvision 7 0 % 3. Labor Re l a t i o n s 6 5 % 4. Job Conditions 6 0 % 5. Equipment 7 0 % 6. We a t h e r 5 0 % Total 3 9 0 % Since there are six elements invo l ved, we must now di- vide the total percentage by the number of elements to a r ri ve at an ave rage percentage of pro d u c t i v i t y: 390 per- cent 6 = 65 percent ave rage productivity efficiency. As previously mentioned, the manhour tables are based on an ave rage productivity efficiency of 70 per- cent; thus these units would have to be increased 5 per- cent above the tabulated values in order to be applicable to the project under considera t i o n . EVALUATING THE DATA Instead of increasing each of the manhour units by 5 p e rcent and then multiplying by the hourly composite rate of the cre w, it is much simpler to increase the hourly composite pay rate of the crew by 5 percent (that is, mul- tiply it by 1.05) in order to obtain the adjusted ra t e, and then to apply this figure directly to the va rious manhour units which appear in the tables for a given opera t i o n . For example, let us assume that our considered pro- ject has a certain amount of form w o rk and that we will need four (4), eight-man crews and that only one gener- al foreman will be needed to head the four cre w s : Ge n e ral Carpenter Fo reman $3.94 per hour Carpenter Fo reman $3.69 per hour Jo u rneyman Carpenter $3.44 per hour L a b o rer $1.95 per hour Truck Dri ver $2.03 per hour Note: General foreman and foreman are dead weight since they do not work with their tools; however they must be considered and charged to the composite crews. ESTIMATING LABOR UNIT DATA FOR CONCRETE CONSTRUCTION Foot i ng & Heavy Mat Forms MANHOURS PER SQUARE FOOT Footing form manhours are based on using 2-inch by 12-inch material pro p- erly braced and anchored. If footing height is to be greater than one foot, add t we n t y- f i ve percent to manhours for each additional foot or fra c t i o n . Assume heavy mat forms to be made of 2-inch material at least 3 feet high. If mats are to be greater than 3 feet in height, add 10 percent for each addi- tional foot or fra c t i o n . Manhours in all of these tables are for initial set-up of one use. If forms are to be re-used, eliminate manhours for fab- rication and apply Re - Use Factor man- hours on page 5. Simply by multiplying the number of manhours esti- mated for a given block or item of work by the arri ved at composite ra t e, a total estimated direct labor cost, in dollar va l u e, can easily and accurately be obtained, whether it be now or ten years from now and for any ge- o g raphical location in the world. WHAT THE TABLES COVER The author of these manhour tables points out specif- ically what has been taken into account in determ i n i n g these va l u e s. The user should study the notes that ac- company each table. Also, it is to be especially noted that the tables presented include allowances for labor in- vo l ved for handling, hauling and installing where ap- p l i c a b l e, but do not cover the cost of the materials and equipment itself; nor do they include any allowance for ove rhead cost or pro f i t .
