Safety Officer Responsibilities

COMMON RESPONSIBILITIES
The following responsibilities apply to all ICS personnel:
a. Receive assignment, notification, reporting location, reporting time, and travel instructions from your
home agency.
b. pon arrival at the incident, chec! in at designated chec!"in locations. Chec!"in locations may be
found at: Incident Command #ost, $ase or Camps, Staging %reas, &elibases, 'ivision Supervisors (for
direct line assignments).
c. %gency representatives from assisting or cooperating agencies report to *iaison Officer at
theCommand #ost after chec!ing in.
d. %ll radio communications to Incident Communications Center will be addressed: +(Incident ,ame)
Communications+.
e. se clear te-t and ICS terminology (no codes) in all radio transmissions.
f. Receive briefing from immediate supervisor.
g. %c.uire wor! materials.
h. Organi/e, assign, and brief subordinates.
i. Complete forms and reports re.uired of the assigned position and send material through supervisor to
'ocumentation nit.
i. 0nsure continuity using in1out briefings.
2. Respond to demobili/ation orders.
!. $rief subordinates regarding demobili/ation.
SPECIFIC RESPONSIBILITIES
The Safety Officer is responsible for monitoring and assessing ha/ardous and unsafe situations and
developing measures to assure personnel safety.
The Safety Officer will correct unsafe acts or conditions through the regular line of authority, although the
Safety Officer may exercise emergency authority to preent or stop unsafe acts when immediate
action is re.uired.
The Safety Officer maintains awareness of active and developing situations.
The Safety Officer ensures the Site Safety and &ealth #lan is prepared and implemented.
The Safety Officer ensures there are safety messages in each Incident %ction #lan.
On!y one Safety Officer will be assigned for each incident, including incidents operating under nified
Command and multi"2urisdiction incidents. The Safety Officer may have assistants, as necessary, and the
assistants may also represent assisting agencies or 2urisdictions.
a. 'uring initial response, document the ha/ard analysis process, ha/ard identification, e-posure
assessment and controls.
b. #articipate in planning meetings to identify any health and safety concerns inherent in the operations
daily wor!plan.
c. Review the Incident %ction #lan for safety implications.
d. 0-ercise emergency authority to prevent or stop unsafe acts.
e. Investigate accidents that have occurred within incident areas.
f. 0nsure preparation and implementation of Site Safety and &ealth #lan (SS&#)
g. %ssign assistants and manage the incident safety organi/ation.
h. Review and approve the 3edical #lan (ICS 456).

a. #rovide assistance to the Safety Officer. 0nsure all Safety functions continue when the Safety Officer
is attending meetings.

b. Conduct air monitoring and sampling of spilled oil on scene.
c. #rovide continuous air monitoring if necessary.
d. 0nsure wor!ers are safely monitored by use of passive dosimeters.
e. #rovide heat or cold stress monitoring, using <$=T or other measuring device.
f. #rovide on scene fatigue monitoring for wor!"rest regimen recommendations.
Site Safety #lan
a. 'raft initial emergency response site safety plan. 0nsure copies get distributed as soon as possible to
staging areas and field personnel.
b. Receive reports from Site Safety 0nforcement %ssistant and incorporate changes into the site safety
plan.
c. 0nsure site safety plan is completed in time to be incorporated into Incident %ction #lan.
d. #rovide safety messages for ICS form458, prior to the planning meeting. If site safety plan is
completed, consider inserting: >%ll personnel shall review site safety plan prior to commencement of
operations.?
e. Review 3edical #lan 456 and forward to the Safety Officer for signature.
f. Review Incident %ction #lan. 0nsure plan provisions are in compliance with 4@ C9R 7@75.745.
Review &%A<O#0R Compliance Chec!list to ensure re.uirements met.
Site Safety 0nforcement:
a. 0nforce site safety plan on scene.
b. se site safety enforcement log and ensure completion in time for updating new site safety plan for
ne-t operational period.
c. Terminate all imminently dangerous operations immediately. 9or other non"time critical safety
ha/ards contact the Safety Officer for termination guidance.
d. %ttend morning field safety briefings at Staging %reas and assembly points to ensure site safety plan
was covered.
e. Beep wor!ers, supervisors and the Safety Officer informed often.
