2. SCOPE3
1.1. This specification covers design, manufacture, assembly, testing before supply, inspection,
packing and delivery of outdoor type circuit breakers of rated insulation class of
36KV.The Vacuum Circuit reakers shall be complete !ith all the accessories and
au"iliary e#uipments re#uired for their satisfactory operation in various sub$stations of
the %aharashtra &tate '(ndia)*

1.+. (t is not the intent to specify, completely here in all the details of design and
construction of the circuit breaker. ,o!ever, the breaker shall conform, in all respects to
high standards of engineering, design and !orkmanship as listed in Cl.-... !ith recent
editions. (t shall be capable of performing in continuous commercial operation up to the
supplier/s guaranteed life of e#uipment in a manner acceptable to the purchaser !ho
!ill interpret the meanings of dra!ings and specifications and shall have po!er to re0ect
any !ork or material !hich, in his 0udgment, is not in accordance there!ith. The circuit
breaker offered shall be complete !ith all components necessary for its effective and
trouble free operation. &uch components shall be deemed to be !ithin the scope of
supplier/s supply, irrespective of !hether those are specifically brought out in this
specification and1or in the commercial order or not.
1.3. The e#uipment offered shall be complete !ith all parts necessary for their effective and
trouble$free operation. &uch parts !ill be deemed to be !ithin the scope of the supply
irrespective of !hether they are specifically indicated in the commercial order or not.
1.-. The Tenderer1supplier shall bind himself to abide by these considerations to the entire
satisfaction of the purchaser and !ill be re#uired to ad0ust such details at no e"tra cost to
the purchaser over and above the tendered rates and prices.
1.2. Tolerances*
Tolerances on all the dimensions shall be in accordance !ith provisions made in the
relevant (ndian1(3C standards and in these specifications. 4ther!ise the same !ill be
governed by good engineering practice in conformity !ith re#uired #uality of the product.

The tenderer shall furnish in his offer, a list of recommended spares !ith unit rates for
each circuit breaker that may be necessary for satisfactory operation and maintenance
of the circuit breaker for a period of 2 years. The purchaser reserves the right of
selection of items and #uantities of these spares to be ordered. The cost of such spares
shall not be considered for tender evaluation. The unit prices should be valid for
t!o years from the date of issue of detail 51T.
%.(. Erection and maintenance tools3
The tenderer shall submit a list and unit rates of all the special tools, e#uipments and
instruments re#uired for erection, testing, commissioning and maintenance of the
breaker. The purchaser shall decide the #uantity of tools to be ordered. 8rices of these
tools shall not be considered for tender evaluation. ,o!ever the list of necessary
tools1e#uipments !hich !ill be supplied free of cost !ith each C may be furnished
separately.

3#uipments meeting !ith the stipulations of e#uivalent (3C,59C(,C&5,?(9 standards,
!hich ensure e#ual or better #uality than the standards listed belo!, shall also be acceptable. (n
such case the tenderer should submit along !ith his offer, t!o copies of such standards in

2.1. 5ccording to its function, the same part may belong to several categories as listed in table.
(n this case the permissible ma"imum value of temperature and temperature rise to be
considered are the lo!est among therelevant categories.
2.+. 7or vacuum s!itching devices the values of temperatureand temperature rise limits are not
applicable for parts in vacuum. The remaining parts shall not e"ceed the values of
temperature and temperature rise given in table.
2.3. Care shall be taken to ensure that no damage is caused to the surrounding insulating
material.
2.-. Ihen contact parts have different coating, the permissible temperature < temperature rises
shall be those of the part having the lo!er value permitted in table.
2.2. The #uality of the coated contacts shall be such that a layer of coating material remains at
the contact area*

2.=. Ihen connection parts have different coatings, the permissible temperature rises shall be
those of the parts having the higher value permitted in table.
2.>. Ihen materials other than those given in table are used, their properties shall be
considered, notably in order to determine the ma"imum permissible temperature rises.
2.B. The values of temperature and temperature rise are valid even if the conductor connected
to the terminals is bare.

if by e"perience or accepted tests they can sho!n to be capable of operation at Class 5
temperatures.
Class 3 * (nsulation consists of materials !hich by e"perience or accepted tests can be sho!n to
be capable of operation at Class 3 temperatures.
Class * (nsulation consisting of materials or combinations of materials such as mica, glass
fibre,asbestos, etc. !ith suitable bonding substances. 4ther materials or combinations
of materials, not necessarily inorganic, may be included in this class if by e"perience
or accepted tests they can be sho!n to be capable of operation at Class temperatures.
Class 7 * (nsulation consists of materials or combination of materials such as mica, glass fibre,

capable of operation at Class , temperatures.
Class C *(nsulation consists of materials or combination of materials such as mica, porcelain,
glass and #uartA !ith or !ithout an inorganic binder. 4ther materials or combinations
of materials may be included in this class if by e"perience or accepted tests they can
be sho!n to be capable of operation at temperatures above the Class , limit. &pecific
materials or combinations of materials in this class !ill have a temperature limit !hich
is dependent upon their physical, chemical and electrical properties.

6.1. Circuit breakers shall be Vacuum type. 8orcelain clad breakers !ill be accepted.
6.+. The circuit breakers offered shall be 3$pole mechanically coupled gang operated Vacuum
circuit breakers having rating +2 k5 for 3 seconds. Vacuum Circuit reaker shall have
16.. 5mps continuous current rating.
6.3. 7irst pole to clear factor shall be 1.2.
6.-. &imilar parts of the breaker, especially the removable ones, shall be freely
interchangeable !ithout the necessity of any modification at site.

6.2.1. %ain contacts shall have ample area and contact pressure for carrying the rated
continuous and short time currents of the breaker !ithout e"cessive temperature
rise !hich may cause pitting or !elding. %ain contacts shall be the first to open

and the last to close so that there !ill be little contact burning and !ear.
6.2.+. The inside operating rod or insulated fiber glass connecting rods !herever used,
shall be sturdy and shall not break during the entire life period of the breaker. The
insulated rods shall have anti tracking #uality to!ards electrical stresses.

6.6.1. The circuit breaker shall be designed for electrical local as !ell as remote
control. (n addition there shall be provision for local mechanical control .
6.6.+. The operating mechanism shall be of spring charging type by electrical
control under normal operation. The mechanism shall be ade#uately designed for
the specified tripping and reclosing duty. The entire operating mechanism control
circuitry, spring charging motor etc., as re#uired, shall be housed in an outdoor
type, steel enclosure processed as per cl.no.6.=.
6.6.3. 5ll metal parts in the mechanism shall be of corrosion resistant material. 5ll
bearings !hich re#uire greasing, shall be e#uipped !ith pressure grease fittings.
6.6.-. The design of the operating mechanism shall be such that it shall be practically
maintenance free. The guaranteed number of years of maintenance free operation,
the number of possible full load and full rated short circuit current breaking
operations !ithout re#uiring any maintenance or overhauling shall be clearly
stated in the tender bid. 5s far as possible, the need for lubricating the operating
mechanism shall be kept to the minimum and eliminated altogether, if possible.
6.6.2. The operating mechanism shall be anti$pumping and trip free There shall be no
rebounds in the mechanism and it shall not re#uire any critical ad0ustments at
site. 4peration of the po!er operated closing device, !hen the circuit breaker is
already closed, shall not cause damage to the circuit breaker or endanger the
operator. 8rovision shall be made for attaching an operation analyser to facilitate
testing of breaker at site.
6.6.6. The circuit breaker shall be provided !ith motor operated spring charged closing.
&pring charging motor shall be suitable for +-.V, 2. ,A, single phase 5C.
Suitable ratin8 starter shall be pro9ided :or Motor protection. &pring release
coil for closing shall be suitable for 3.V ?C. 8rovision shall be available for
charging the springs manually as !ell, and to close C mechanically.
6.6.=. Tripping of the circuit breakers shall be through G&hunt tripG coils rated for 3.V
?C operation. (t shall be possible to trip the breaker manually in case of necessity.
6.6.>. (n circuit breaker, one potential free contact of the limit s!itch of spring charging
motor shall be provided for remote indication of spring charged. This contact
shall be !ired up and brought to the terminal block.

6.6.B. The technical re#uirement of spring type operating mechanism shall be as belo!.

1. &8:(9J 483:5T(9J %3C,59(&%*
1.1. The spring operating mechanism shall have ade#uate energy stored in the
operating spring to close and latch the circuit breaker against the rated making
current and also to provide re#uired energy for the tripping mechanism in case
the tripping energy is derived from the operating mechanism. The mechanism
shall be capable of performing the rated operating duty cycle of 4$..3 &ec $ C4 $ 3
min $ C4. The spring charging motor shall not take more than 3. secs for fully
charging the closing springs and provision shall be made for automatic charging
of the closing springs as soon as they are discharged in a closing operation.
7or this, the mechanism shall be such that the charging of the springs by the
motor does not interfere !ith the operation of the breaker.
1.+. The motor shall be ade#uately rated to carry out a minimum of 1. close and open
operations continuously. 5lso provision shall be made to protect the motor
against overloads.
1.3. (n case of failure of po!er supply to the spring charging motor, the mechanism
shall be capable of performing one se#uence of . $ ..3 &ec $ C4.
1.-. %echanical interlocks shall be provided in the operating mechanism to prevent
discharging of the closing springs !hen the breaker is already in the closed
position. 8rovision &hall also be made to prevent a closing operation to be
carried out !ith the spring partially charged.
1.2. 7acility shall be provided for manual charging of the closing springs. The
actuating force re#uired for manually charging the spring shall be less than +2.9.
(n support of this re#uirement the tenderer shall furnish the test report for actual
re#uirement of force based on actual measurement.

1. The specification covers the re#uirements of control cabinets and associated
control and e#uipment. Cabinets shall preferably be of the free standing floor
mounting type for ,V Cs.
+. Control cabinets shall be sheet steel enclosed and shall be dust, !ater and vermin
proof. &heet steel shall be at least 3.. mm thick !hen control cabinets are intended
for outdoor operation. There shall be sufficient reinforcement to provide level
surfaces, resistance to vibrations and rigidity during transportation and installation.
Control cabinets shall be provided !ith double hinged door and padlocking
arrangement. The door hinges shall be of union 0oint type to facilitate easy
removal and the distance bet!een hinges shall not e"ceed 32. mm. ?oor shall
be properly braced to prevent !obbling. (t shall be painted !hite on the interior
and ?ark 5dmiralty Jrey to shade no 63+ of (&$2 on e"terior surface. The
enclosures shall be dust, moisture and vermin proof, to provide a ?egree of
protection to (8 22 in accordance !ith (&*13B-=. 12mm thick neoprene or better
type of gaskets shall be provided to ensure degree of protection of at least (822 as
per (&*13B-= (t shall have back!ards slanting rain hood of + mm thick '1- &IJ)
sheet for protection against rain !ater.

3. 3#uipment and devices shall be suitable for operation on specified au"iliary
5.C. supply system.
-. %otors !ould be suitable for operation on a +-.V, 18hase, t!o pole 2. ,A 5.C.
supply system, !ith one pole grounded.
2. 8ush button shall be rated for not less than KK 5mps, +-. Volts a.c or KKK 5mp,
3. V d.c. and shall be flush mounted on the cabinet door and provided !ith
appropriate name plates. :ed, green and amber indicating lamps shall be flush
mounted and provided !ith series resistors to eliminate the possibility of
short circuiting of control supply in the event of fusing of lamps.
6. Contactor shall be provided !ith a three element, positive acting ambient
temperature compensated, time lagged, hand reset type thermal over load relay
!ith ad0ustable setting. ,and reset button shall be flush !ith the front door of the
cabinet and suitable for resetting !ith starter compartment door closed. :elays
shall be direct connected .
=. &ingle phasing protection shall be built in the thermal over load protection.
>. 8urchaser/s po!er cables !ill be of 11.. Volt grade stranded aluminum conductor,
8VC insulated 8VC sheathed single steel !ire armoured and 8VC 0acketed. 5ll
necessary cable terminating accessories such as glands, crimp type tinned copper
lugs etc. for po!er as !ell as control cables shall be included in tenderer/s
scope of supply. &uitable brass cable glands shall be provided for cable entry.
B. Iiring for all control circuits shall be carried out !ith 11.. Volts grade 8VC
insulated tinned copper stranded conductors of siAes not smaller than +.2 mm.
5tleast 1.@ spare terminal blocks for control !ire terminations shall be
provided on each panel. The terminal blocks shall be similar to 36%3L type
C5T$%-. 5ll terminals shall be provided !ith ferrules indelibly marked or
numbered and these identifications shall correspond to the designations on the
relevant !iring diagrams. The terminals shall be rated for ade#uate capacity
!hich shall not be less than 1. 5mps. Terminals for receiving purchaser/s
cables should be marked as per purchaser/s standard.

comments1approval on the dra!ings to the supplier !ithin reasonable period. The
supplier shall, if necessary, modify the dra!ings and resubmit four copies of the
modified dra!ings for purchaser/s approval !ithin t!o !eeks from the date of
purchaser/s comments. 5fter receipt of purchaser/s approval, the supplier shall, !ithin

11.2. The successful tenderer shall furnish in the form of nicely bound volumes, the
manuals covering erection, commissioning, operation and maintenance instructions and

dra!ings and no deviation shall be permitted !ithout the !ritten approval of the
purchaser. 5ll manufacturing and fabrication !ork in connection !ith the e#uipment
prior to the approval of the dra!ings shall be at the supplier/s risk.
11.=. 5pproval of dra!ings1!ork by the purchaser shall not relieve the supplier of any of his
responsibility and liability for ensuring correctness and correct interpretation of the
dra!ings for meeting the re#uirements of the latest revisions of applicable standards, rules

charges as !ell as allo!ances for out of pocket e"penses in respect of the trainees, shall
be borne by the purchaser. ,o!ever, the supplier shall provide for suitable facilities for
lodging and boarding as !ell as to and fro transport to place of training.

material properly perform in accordance !ith the intent of this specification. The
representative shall also instruct the plant operators in the operation and maintenance of
e#uipment furnished. &killed !orkers, all the ordinary tools, e#uipment and cranes
re#uired for breaker erection, shall be provided by the purchaser. 5part from the above,
the purchaser shall not be responsible for any other e"penses incurred by the tenderer
and e"penses such as 3rector/s salary,insurance against personal in0uries to the 3rector
etc., shall be to tenderer/s account. &pecial tools, if re#uired for erection and

responsible for any damage to the breaker on commissioning, if it results from faulty or
improper assembly unless the erector can conclusively prove that the damage has

12.1. The bidder should have proven e"perience of not less than 2 years in design manufacture
< testing at !ork for e#uipment or material offered for 36KV breaker. The
e#uipment1material offered by tenderer should be in successful operation, at least for &i"
months as on the date of submission of the tender.
12.+. The idders not meeting the re#uirement at Clause no. 12.1 can also participate
provided, they have valid ongoing collaboration !ith a manufacturer !ho has at least 1.
years e"perience in the ?esign, %anufacture and Testing of the e#uipment of the type
and class offered !hich have been in satisfactory service for a period of at least =
years. (n such an event the bidder shall furnish along !ith the bid the documentary
evidence for the same and undertaking from the bidder and collaborator accepting 0oint
and several liability for all obligations under the contract.
12.3. The bidder should have ade#uate inhouse testing facilities for conducting acceptance
tests in accordance !ith relevant (&.
12.-. The bidder should have a minimum turnover of 6. @ of the value of the material offered in
any one financial year during the previous 3 years.
12.2. The bidder should furnish all the relevant documentary evidence to establish the
fulfillment of the above re#uirements.
12.6. The idder !ho does not meet the above Fualifying :e#uirement of e"perience
'Clause 9os.126.1 < 12.+) may be considered for a GTrialG order sub0ect to fulfilling
the follo!ing re#uirements along !ith Clauses 12.3 to12.2*
a. The idder should have type tested the e#uipment offered as per
re#uirement of clause no.=..
b. The idder shall have the basic infrastructure for the design,
manufacture and supply of the items offered, like machinery, technical
kno!$ho!, capacity etc.
c. The purchaser is satisfied !ith the designing, manufacturing, supplying
and financial capacities of the bidder after inspecting the supplier/s !ork.
