benefits derived from them are often so
taken for granted that their importance
is not appreciated until problems
arise, perhaps as a result of incomplete
standardization.

TC 56 publications
Standards for dependability and the benefits derived from them are often
taken for granted, their importance is not appreciated until problems
arise. Through the International Electrotechnical Commission's Technical
Committee 56 (Dependability), experts from manufacturing, professional
institutions, government, academia, test labs, and so forth, prepare
standards on this topic.
The standards prepared by IEC TC56 have been organized into
three levels: management, process, and tools or supporting standards.
IEC 60300, entitled Dependability Management, is the focal point.
IEC 60300-1: Dependability management. Part 1: Dependability
programme management. Intended for contracts, this standard covers
requirements on dependability assurance and on programme elements,
and supplies the links between the supplier's and customers'
organizations. It is possible to use this document separately or in
conjunction with ISO 9001.
IEC 60300-2: Dependability management. Part 2: Dependability
programme elements and tasks. This publication contains provisions for
establishing dependability programmes covering reliability, maintainability
and maintenance support. It gives guidance on tailoring the design,
development and production processes to meet varied requirements and
contractual conditions. It also provides a link between programme
elements and tasks.
IEC 60300-3: Dependability management. Part 3: Application guide.
A series of standards designed to help users to choose and apply the
proper tools for a particular situation.
Tools are freely numbered, self-contained documents. Experienced users
can apply them without assistance from an application guide. A tool is
normally a specification for a procedure or a statistical method, or a
design analysis method.

The insert that accompanies this brochure contains a list of TC56
standards, both published and under development. This list is laid out in a
logical structure where various documents are grouped together in
concept. Each concept contains an application guide. Beneath the
application guide appears a list of "tools" (or standards) that relate
directly to the application guide.
It is worth noting that a tool standard might be used in several different
applications. For instance, failure mode and effects analysis might be
used either to analyze the reliability of an item of equipment, to help
technical risk management, or to help software reliability management.
For clarity, each tool is shown only once in the list that follows. It should
also be noted that no sharp distinction exists between application guide
standards and tool standards. Some application guide standards contain
their own tools.
An essential aspect of all IEC standardization is vocabulary.
IEC 60050(191): Dependability and quality of service is the standard
that defines many terms in the dependability field.
International standards on dependability
The International Electrotechnical Commission has been publishing
standards for this topic since the early 1970s through the work of TC56,
which has prepared more than 50 international standards concerning
many aspects of dependability.
IEC TC 56
Technical Committee 56 is termed a "horizontal" technical committee
of the IEC meaning that its standards are of direct interest to other
IEC TCs and to all who are concerned with reliability, maintainability and
maintenance support. By agreement with ISO, the International
Organization for Standardization, the standards prepared by TC56 apply
equally to general technology and are not restricted to electrotechnology.
Thus, reliability is an important factor contributing to product quality and
is recognized in ISO 9000 quality management systems.

Current work
Other documents under discussion at present cover aspects of
maintainability, reliability, testing and statistical applications, stress
screening, and system aspects of dependability.
Numerous additional tools on specific topics are also being prepared,
including several dealing with technical risk management and hazard
and operability studies. Some of this work is being carried out jointly with
other IEC and ISO technical committees.
The IEC
The IEC has served the world's electrical and electronic industries since
1906, developing international standards to promote quality, safety,
performance, reproducibility and environmental compatibility of materials,
products and systems.
The worldwide use of IEC standards supports the transfer of
electrotechnology, assists certification and promotes international trade of
uniformly high-quality products and services. International standards
establish objective specifications that both buyer and seller can rely on. For
buyers, they widen the range of choices and lower costs, primarily because
they often increase the number of competitors. For sellers, global standards
broaden the number of potential customers and reduce the cost of meeting
their needs. In short, for everyone in society, international standards raise
the overall efficiency and productivity of the economy.
The IEC membership, which now comprises more than 60 countries,
includes all the world's major trading nations. This membership
collectively represents about 85 percent of the world's population and
95 percent of the world's electrical generating capacity.
