Small Scale Project Funding GUIDELI NES

The German Government provides funds for small-scale development assistance projects. This
funding scheme is called the Small Scale Project Funding. Applications should be addressed to the
German Embassy.
Please note:
Projects have to be implemented ithin one year only!

Every project can be funded ith a ma'imum of Euro (%.%%%)--
The project has to aim at poverty alleviation.
Applications have to be ritten in German or English language. &nly government *+",-,"&.
letters are accepted in /epali. A detailed financial plan and timetable are re0uired.
1t has to be stated clearly in the application if the proposed project has been submitted to other
possible funding sources or is funded through other sources.
Projects have to be sustainable and provide positive impact on the community.
Who can apply
2ocal community groups or /G&s ho plan a small-scale project. The community must
contribute itself to the project. 1ts share has to be mentioned in detail in the financial plan. Total
funding only by this Embassy is not possible.
Earlier projects underta3en by the organisation and assistance received from other donors have to
be mentioned.
Follo up costs have to be covered by the community or /G&. Please state ho follo up costs
are going to be covered.
Where to !ind the project
Staff of this Embassy must be able to visit the project in person. Please hand in an e'act road map
of the location *only mentioning the district is not enough..
Who shall "ene!it !rom the project
Special attention shall be given to the needs of omen) children) handicapped people) and other
disadvantaged groups. Projects concerning health) gender) disadvantaged groups) income generating
activities and environmental sustainability can be funded.

Sanitation
ssential environmental conservation
4ural development
Small-scale infrastructure *for e.g. bridges) irrigation canals) drin3ing ater supply) energy
programmes *solar) biogas) small hydro poer plants.
,ooperative buildings *e.g. for income generating measures..
Follo#ing projects cannot "e !unded :
Events-conferences at home-abroad.
&verseas study tours-scholarships.
Academic training in Germany-/epal.
1tems of a recurrent nature) staff salaries) office rental and utility costs) spare parts) supplies)
refreshments etc.

Funding arrangements
A grant agreement ill be negotiated beteen the German Embassy and the community or /G&
before funding. Funding is only provided after original invoices are presented. The invoices must
tally ith the financial plan. Funding can only be used for the activities outlined in the agreement.
Any e'cess funds through savings or other means) including interest earned on funds aaiting use)
must be used for activities in line ith those outlined in the proposal or refunded to the German
Embassy. 1f) for hatever reason) the project cannot proceed as planned ithin the agreed
timeframe) the agreed funds must be refunded to the German Embassy) or) ith prior approval of the
Embassy) redirected to other related activities. 5oever) the recipient must fulfil the reporting
re0uirements for the used fund.
$eporting re%uirements
The organisation receiving funds is responsible for project monitoring. 5oever) the German
Embassy reserves the right to visit and revie projects to evaluate its progress and success. +isits to
the project ill be conducted by German Embassy staff. 1f the project does not sho satisfactory
progress) the Embassy ill discuss its concerns ith the implementing agency and if these concerns
are not addressed to its satisfaction immediately) the German Embassy ill discontinue the support
and recall all project funds.
The implementing agency must submit a final project report ith photographs describing the
achievements of the project in relation to its planned objectives. Also performance indicators must
be addressed.
Please note:
The German Embassy ill notify all applicants in riting hether their project is selected or
rejected. Please refrain from chec3-up phone calls and visits during the screening and selection
period as these ill have no bearing on the final decision.
Please note that screening and approval of grants ta3e time. 1f your proposal has been accepted you
ill be contacted during the first months of the folloing year. The competition for funds is high)
the proposals for funding received e'ceed by far the available funds. Applicants cannot anticipate
funding before notification of the final decision made by the German Embassy.
