entrusted to regulate the engineering profession in Pakistan$ %t has carried out
standardization of Ccountr specificD documents to regulate and streamline hiring of
engineering consultanc services and procurement of works$ Standard Form of
2idding -ocuments for Procurements of Borks (For Smaller Contracts) is one such
document prepared b a team of experts comprising emploers' constructors and
consultants in line with the advice b Planning Commission' &overnment of Pakistan in

5hese -ocuments have been prepared as a global document intended to be used b different
agencies>users according to their re;uirements$ 5his document is envisaged for +ocal
Competitive 2idding (+C2)' meant for use for Borks costing not more than 0s$ ,8 #illion$
5hese documents ma be tailored according to the scope of works as well as in case of
contracts on %nternational Competitive 2idding (%C2) basis' funded b international financial
institutions>donors' with paments in foreign currencies$ 5he users are then to tailor the
relevant clauses to suit their re;uirements including appropriate modifications in the relevant
sections of the documents in the light of PEC 2idding -ocuments for +arge Borks$
5he Emploer is expected to manage the Contract himself$ 5he role of Engineer ma be added
b the 6sers' if the Emploer wishes to engage a consultant$ 5he role of the Engineer with
specific delegated powers under various clauses of %nstructions to 2idders such as
clarifications of 2id -ocuments' )mendment of 2id -ocuments' evaluation of 2ids etc$ and to
administer the Contract under various clauses of Conditions of Contract should have been
specified$ 5he Emploer will be re;uired to set out in the Specifications and -rawings the full

F$ %f the venue of receipt of bids and the opening of bids is the same' the times for receipt and
opening of bids are to be entered in last Para of the %nvitation to 2idders' otherwise

of the Certificate of Completion carr out' at no cost to the Emploer' repair and

is so identified b the Emploer>Engineer in writing within the said period$ 6pon

reasonable time shall entitle the Emploer to carr out all necessar works at the

must be drafted to permit the widest possible competition and' at the same time' present a
clear statement of the re;uired standards of workmanship' materials' performance of the
works$ Gnl if this is done ob/ectives of econom' efficienc' and fairness in procurement will
be realized and responsiveness of 2ids can be ensured' and the subse;uent task of bid
evaluation can be facilitated$ 5he specifications should re;uire that materials to be
incorporated in the works be new' unused' and of the most recent or current models' and
incorporated all recent improvements in design and materials unless provided for otherwise in
the contract$
Samples of specifications from similar to previous procurements are useful in this respect$ 5he
use of metric units is encouraged$ -epending on the complexit of the works and the
repetitiveness of the tpe of procurement' it ma be advantageous to standardize the 5echnical
Specifications that should cover all classes of workmanship' materials and e;uipment although
not necessaril to be used in a particular procurement$
Care must be taken in drafting specifications to ensure that the are not restrictive$ %n the
specification of standards for e;uipment' materials' and workmanship' recognized international
standards should be used as much as possible$ 5he specifications shall consider all conditions
but not limited to seismic conditions' weather conditions and environmental impact$ 5he
