1.600 B.C. Etruscan became King of Rome

Rome grew from hilltop villages to a city


covered 500 square miles.
Various Kings ordered construction of Romes
first temples and public centers.

Plebeians could vote but barred by law from


holding most important government
decisions.
Romes leaders allowed plebeians to form their
own assembly called tribunes.

5.The twelve tables established the idea that all free citizens had the right to the
protection of the law.

An important victory for the plebeians was to


force the creation of a written law code.
In 451 B.C group of 10 officials began writing
down Romes laws which were carved onto
twelve tablets.
