A Kingdom View for Africa

Beauty abounds. Resources are plentiful. People are warm and welcoming. Generosity is
received enthusiastically. Yet much of Africa remains stuck in a cycle of dependency stem-
ming from a legacy of poverty, polygamy, witchcraft and corruption. How can Christians
make an immediate and eternal difference beyond humanitarian aid?

KINGDOM VIEW EXECUTIVE SUMMARY
Purpose

To make disciples and role models in East Africa by using Jesus' model of mentoring potential leaders to reach many.

Impact
Endemic corruption, economic dependency and witchcraft in East Africa will be countered by leaders mentored
at Kingdom View who demonstrate their identity in Jesus through faithfulness and competence.
Billions spent by the West in East Africa will become more effective.
The good news of freedom, acceptance, significance and security in Jesus will be evident to many more and
disciples will multiply.

Facilities

Kingdom View will be a welcoming haven near Uganda Christian University, "a center of excellence in the heart of
Africa." Ideal for quiet time, one-on-one mentoring or small group Bible study. Open to students, faculty, pastors,
missionaries and anyone wishing to grow in their Christian faith. Guest house and dining will aid sustainability. Media
center, relaxed interactive teaching area, outdoor meeting pavilion, retail training center and student retreat facilities
included.

Leadership

Mark and Margaret Noblin have ministered in Africa since 2003, living there all of 2005, when Dan Vick first visited and
later became chairman of the board. Opened three orphanages, started seven AWANA clubs for kids, established
Christian business training at three churches, partnered in agriculture program and developed discipleship scholarship
program with Uganda Christian University. Guided church men's and women's ministries and taught freedom and
identity in Jesus to other ministries. The Noblins will oversee start up of Kingdom View on site. Long-term we expect
other missionaries and/or nationals to participate in management.

Structure

The Rock Outreach, Inc. is a Christian 501(c)(3) tax exempt U.S. organization registered in Texas. Dan, Margaret and Earl
Fain III are the board members. Mark is president. Dan and Margaret, along with two longtime Ugandan associates, are
board members of a similar organization, Rock Kingdom LTD, registered in Uganda to enable ownership of land there.
Mark also serves as president of the Uganda organization.

MINISTRY ENVIRONMENT

Ugandas population is 35.9 million, with 48.7 percent under the age of 14 and 21.2 percent ages 15-24.
Uganda had the second highest fertility rate and the fifth highest population growth rate in the world in
2012.
About 8,000 East African students attend Uganda Christian
University from Uganda, Rwanda, Congo, Kenya, Tanzania and
Burundi. A few exchange students attend from the U.S, UK,
Australia, New Zealand and Canada. Kingdom View is located
across the road from the UCU campus and is adjacent to two UCU
hostels currently under construction which will house 300 female
students. UCU is located in Mukono, about 45 minutes from
Kampala and 1.5 hours from Entebbe Airport (40 miles).
Kingdom Views proximity to and relationship with UCU provides
an ideal location and environment to raise up disciples, mentors
and leaders to impact the culture for Jesus from a cross-section of
society focusing on -- but not limited to -- university students.

Kingdom View has received the endorsements of LIFE Ministry Uganda
(formerly Campus Crusade for Christ), Navigators of Uganda, the UCU
director of student affairs, the UCU chaplain and the managing director
of UCU Holdings LTD. (Letters attached to proposal).
About 86 percent of Ugandans consider themselves Christians, with
about 12.1 percent being Muslims, 1 percent other and .9 percent
none. Among those identifying as Christians, 35.9 percent are
Anglican (Church of Uganda), 41.9 percent are Catholic, 4.6 percent are Pentecostal and 1.5 percent are
Seventh Day Adventists. A strong tradition of animism, witchcraft and ancestral worship maintains an
impact across all sectors.
Anglicans are informally divided between evangelicals and the more traditional church. UCU has a
strong Bible-based conservative evangelical tradition which closely parallels doctrines of Northwest
Bible Church. Its objective is integrating faith into all aspects of life. UCU was the first African
university to be affiliated with the Council for Christian Colleges and Universities (CCCU).

Our ministry also works closely with churches categorized as Pentecostal, while in fact they more
closely represent what Americans would consider to be evangelical with slightly more emphasis on
spiritual gifts.

KINGDOM VIEW PHASED CONSTRUCTION
Overview

As the Lord provides we are developing Kingdom View step by step. Purchasing all the land is the critical first step
because of the limited land availability close to the university within walking distance along with rising prices of land.
Also to protect the current plots we own, we think it is wise to purchase all the land or at the same time we begin
construction in Phase One. The Church of Uganda is building a hostel for 300-400 female students next door to the
Kingdom View land and will be managed by Uganda Christian University. The Rock Board of Directors voted that the
Noblins oversee all the construction of the three phases to insure good stewardship and excellence. Currently we have
surveyed and fenced the upper plots.


Phase One-Remaining Land, Priscilla and Aquila House, Pavilion (See Priscilla and Aquila concept below)

The plan for Phase One is to purchase the remaining land so we own the full 1.25 acres. The first building we would like
to construct is the Priscilla and Aquila House (missionary home) and the small pavilion for 150 people with a kitchen.
The missionary home would provide housing for the Noblins while they oversee the project and also provide for on-
going discipling/mentoring in the home. The small pavilion would provide meeting space which is badly needed for
fellowships and teaching by Navigators, Life Ministries and the UCU Chaplains fellowship groups. The kitchen would be
the first step in offering limited food service to the groups using the pavilion and helping Kingdom View to be self-
sustainable. As the guest bandas are added in Phase Two this will be the dining area for guests staying in the bandas.

INSPIRATION FOR PRISCILLA AND AQUILA HOUSE


The missionary house will be a center of Christian hospitality and godly influence across the road from
the respected Uganda Christian University in the heart of Africa.
Mark and Margaret will lay out the welcome mat for students and others to drop by for tea, friendship,
discussion, encouragement, prayer, teaching and biblical guidance as needed.
The missionary house is the first step in developing the Kingdom View vision. It not only will provide a
ministry home for teaching and fellowship, but also serve as home for the Noblins as they oversee
development of the entire Kingdom View plan.
The ministry of Priscilla and Aquila, whose lives and ministry are summarized below, is the model.
(From the NIV Study Bible):
Some couples know how to make the most of life. They complement each other, capitalize on each
others strengths, and form an effective team. Their united efforts affect those around them. Aquila and
Priscilla was such a couple. They are never mentioned separately in the Bible. In marriage and ministry,
they operated as one.
Priscilla and Aquila met Paul in Corinth during his second missionary journey. They had just been
expelled from Rome by Emperor Claudiuss decree against Jews. Their home was as movable as the
tents they made to support themselves. They opened their home to Paul, and he joined them in tent
making. He shared with them his wealth of spiritual wisdom. Priscilla and Aquila made the most of their
spiritual education. They listened carefully to sermons and evaluated what they heard.

When they heard Apollos speak, they were impressed by his ability but realized that his information was
not complete. Instead of open confrontation, the couple quietly took Apollos home and shared with him
what he needed to know. Until then, Apollos had only been aware of John the Baptists message about
Christ. Priscilla and Aquila told him about Jesus life, death, and resurrection, and the reality of Gods
indwelling Spirit. He continued to preach powerfullybut now with the full story.
As for Priscilla and Aquila, they went on using their home as a warm place for training and worship. Back
in Rome years later, they hosted one of the house churches that developed. In an age when the focus is
mostly on what happens between husband and wife, Aquila and Priscilla are an example of what can
happen through husband and wife. Their effectiveness together is the result of their good relationship
with each other. Their hospitality opened the doorway of salvation to many.
The Christian home is still one of the best tools for spreading the gospel.
Strengths and accomplishments:
Outstanding husband/wife team who ministered in the early church.
Supported themselves by tent making while serving Christ.
Close friends of Paul.
Explained to Apollos the full message of Christ.
Lessons from their lives:
Couples can have an effective ministry together.
The home is a valuable tool for evangelism.
Every believer needs to be well educated in the faith, whatever his or her role in the church.

Phase Two-Bandas (3), Retail Training Shops, Larger Pavilion, Platform Tent Area

Phase Two includes the construction of three guest bandas, several retail training shops, a larger pavilion for 250 people
and a platform tent area for overnight retreats. Each duplex banda will have the capacity to sleep 8 guests, four on each
side with self-contained bathrooms with showers in each unit. The total guest capacity for the bandas is 24 guests.
Guests will have meals in the small pavilion. The small retail training shops will provide practical experience for students
taking the course Doing Business Gods Way. With student hostels on either side, Kingdom View will have built in
needs for basic items and services. The plan is to have a small walk up caf for takeout snacks, covered area with
seating, a two chair salon, a shoe repair and alteration shop, stationery/printing Internet cafe and a small walk up quick
shop with a window having such items as soap, toilet paper, airtime, tea and other items all university students purchase
on a weekly basis. The larger pavilion will be available for seminars, prayer retreats and university staff functions.
Navigators and Life Ministries have shared with us a need for meeting space close to the university. The vision for the
platform tent area came from the chaplains office recommendation to have a facility which didnt require
transportation of students wanting to go on retreats. There are 35 student fellowship groups on campus, each of which
normally has one retreat per month. The design would handle 60 students at a time with 10 tents each with three sets
of bunk beds. In addition there would be two bathroom/shower houses one for ladies and one for men with a central
meeting area and a fire pit.

Phase Three-Guest House and Fellowship Center

Phase Three will be the construction of the guest house and fellowship center. The vision is that it will be ideal for quiet
times, one-on-one mentoring or small group Bible study. Currently there is a shortage of guest facilities and apartments
for visitors to the campus. Frequently visiting lecturers need apartments for the 4 month term and the guest house
would help meet this demand. The facilities will be open to students, faculty, pastors, missionaries and anyone wishing
to grow in their Christian faith. The guest house and dining area will aid sustainability of the facility. Included on the first
floor of the facility is a media center for movies and seminars, including a relaxed interactive teaching area with sofas
and small conversation areas.

Michael has 20 years of experience as practicing architecture and teaching archi-
tectural design, planning and project management. Currently, Michael is a mission-
ary at Uganda Christian University supporting UCUs vision of creating Christian
leaders for Uganda and East Africa. At UCU, he splits his time between teaching in
the Civil and Environmental Engineering Department, and working in the Planning
Offce at UCU; where he is responsible for planning, design and implementation of
building and infrastructure projects for UCUs fve campuses. In addition to his work

planning and architectural design for laboratory and classroom buildings, health
science facilities, student centers, dormitories and libraries. Michael also has broad
experience in designing primary and secondary schools, multi-family housing, com-
mercial/retail mixed-use projects, entertainment facilities and private residences.

Dear Mark and Margaret:
It was refreshing to talk to you and listen to all the stories of how the Lord has used you over the years to make such a
significant contribution to the advancement of the gospel and the Kingdom of God in the areas of discipleship and
mentoring young men and women in our country. We certainly share the same passion and it is encouraging to know
that there is many other groups of people, organisations and individual committed to the same things as we in the
NavigatorsEvangelism, Establishing new believers and Equipping them for fruitful labor.
I therefore with no doubt as I shared with you would like to let the members of your board know that the idea of the
ministry house is good news to our ministry here at Uganda Christian University. Over the years we have had to drive
over 50km towards Entebbe or Jinja to find a place to retreat for a weekend of prayer, time alone with God and
conference.
This would be perfect for our one on one meeting which holds throughout the week depending on the availability and
the needs of our key students involved in discipleship, small group meeting; usually, 7-15 students twice a week, and our
large group meetings once or twice a semester which may involve 20-150 students. On the weekends we have games or
movie night. So often a student will come to me wanting to talk privately and we need a place for these types of
conversations over a good cup of tea or coffee. On occasion Navigators has leadership training or regional meetings and
including accommodations, and depending on the suitability this would be a good option. The meetings take place
several times in the year, some on a regular basis and others whenever deemed necessary. I am sure we would utilize
Kingdom View and support the vision.
We pray and believe that, that he who began a good work in you will bring it to completion at the day of Jesus Christ.

Dear Mark and Margaret:

It was lovely to dine with you last week when were both in Mukono. Thanks for your
hospitality.

I thought I would take this opportunity both as former Vice Chancellor of Uganda Christian
University (2000-2010) and as Managing Director of UCU Holdings, Ltd. to express
solidarity with your mission of opening a Kingdom View Ministry House near the campus.

I have found over the years that partnerships between Ugandan institutions, especially the
University, and mission-oriented groups like yours is one of the most fruitful ways to
advance the Kingdom. I found this to be true in the partnership we had with The Rock on the
Ntawo farm.

Further, when expatriates are willing to come and offer their lives, their expertise, their
experience, it can make a great difference. I have seen this happen over and over in a variety
of settings. I know in your vision, simply providing a good place for students to meet, have
fellowship and receive teaching is the focus, and that is much needed.

Forming Christian leaders for mission and ministry has been my passion over these past
years, and I want to commend you and your supporters in the getting the Ministry House up
and running.

I look forward to seeing you again and working alongside in service of His Great
Commission.
