desi gned by t he Phi l adel phi a f i rm of Geddes Brecher Qual l s
and Cunni ngham ( GBQC) and t he noted st ruct ural engi neer,
August Komendant i n 1960 to accommodate t he headquarter
needs of Phi l adel phi as pol i ce depart ment . The bui l di ng was
desi gned substant i al l y out of archi tect ural /st ruct ural precast
concrete and si ted i n one of Ed Bacons t hree urban renewal
areas of cent ral Phi l adel phi a. The proj ect exami nes t he tec-
toni c characteri st i cs of and expl ori ng t he reuse opt i ons for
t hi s i mportant mi d- cent ur y st ruct ure t hrough t he bui l di ng i t-
sel f as wel l as creat i ng new devel opment i n t he empt y parki ng
l ot behi nd t he Roundhouse.
My proposal i s a backdrop, wi t h t he resi dent i al towers deri v-
i ng i t s shape f rom t he Roundhouses di mensi ons and propor-
t i ons. The basement l evel feat ures an underground grocer y
store t hat connect s t he ol d and t he new. The new program-
mat i c qual i t i es of t he si te creates a nei ghborhood on si te,
i nst i l l i ng a sense of communi t y bet ween t he new resi dent i al
tower and t he Roundhouse and revi t i l i zi ng t he surroundi ng
communi t y as wel l .

One of the darkest chapters i n the hi stor y of the New South
i s the system of convi ct l abor ( the l easi ng of pri soners to
farmers and busi nesses) , thanks to whi ch ri ght up to the mi d-
dl e of the twenti eth centur y hundreds of thousands of ( most-
l y bl ack men and boys) were sol d i nto sl aver y. I t provi ded the
l abor force to bui l d much of the i nf rastructure of Atl anta,
i ncl udi ng the Bel tl i ne.
My proposal takes the el emental system of rai l way construc-
ti on and extends i t archi tectural l y, pyschol ogi cal l y, and cul -
tural l y. The resul ti ng structure i s to ser ve as a memori al and
exhi bi ti on space bel ow ground, and as a permanentt resarch
documentati on center above. Wooden f rames encl osi ng the
research area above ground fal l i nto concrete tombstones
bel ow ground, each bei ng i nscri bed wi th deceased sl aves
f rom the ol d south. The tombs cut out a voi d f rom the earth
di rectl y across the corri dor l i t up by the state the respecti ve
sl aves were f rom. The purpose of the center, strategi cal l y
pl aced to redi rect the Bel tl i ne towards i ts conti nuati on on
the other si de of Dekal b Avenue, i s to support hi stori cal and
cul tural studi es of the convi ct l abor system i n the South of
the Ci vi l War to the present. An i ntended user i s the South-
ern Poverty Law Center.

l ocated i n rural Oxford, GA, has started a new art s program
and has commi ssi oned a new art s and medi a center for t he
campus. The bui l di ng s si te i s l ocated on t he west end of t he
campus quad i n f ront of t he campuss nat ure preser ve, and i t
i s centered bet ween t he l i brar y and campus chapel ( known to
t he campus as t he templ e bui l di ngs) .
The proposed bui l di ng separates t he program vert i cal l y, wi t h
art spaces ( gal l eri es, st udi es) on t he nort h si de and academ-
i c spaces ( cl assrooms, l i brar y) on t he sout h si de. A hol l ow
core separates t hem, but al so act s as a dynami c space where
art and academi c come toget her. Bri ck encl oses t he pri ma-
r y programmat i c spaces, f l oat i ng avore t he concrete base. A
meshed, punched out bri ck facade i ndi cates t he t ransi t i on
f rom art to academi c. A new promenade connect s t he bui l d-
i ng back to t he reset of campus, creat i ng a new quad bet ween
t he medi a center and t he gym.
