Russel and Scott,

John Ferguson asked me to take a look at the "fish in/fish out" two
pager. I've attached a version of the document that includes my
suggested edits. My edits were aimed at helping to motivate the
write-up a bit more and to try to be a bit more responsive to the
panel's suggestions. I also agree with Scott that we should be more
clear about how much new funding should be directed at this. Email me
