CHAPTER 17: EXTERNALITIES AND THE ENVIRONMENT

Accordingly, there are some laws in the Philippines that protects are environment such as R.A.
8749 (Philippine Clean Air Act of 1999), R.A. 9275 (Philippine Clean Water Act of 2004), R.A. 9003
(Ecological Solid Waste Management Act of 2000) and etc. Because it is costly and hard to enforce laws,
our environment is still in danger when it comes to special interest businessmen possessed. Some
environmentalists argue that plastic bag bans in the Philippines doesnt help in reducing environment
problems at all. This is truer because plastic bag ban means more paper bags to produce that result to
more cutting of trees. Plastic bag bans could be effective only if the policy of DENR of 1:10 ratio in
cutting trees is properly enforced. Government intervention in regulating the laws imposed is needed
always to ensure the public safety.
There are some programs the government has for education. As we can observe the governments
effort in allocating resources and reaching more deserving students for their program is still not enough.
Somehow those who have more, gets more nowadays.
