LAKEWOOD Raphael Fuchs remembered Rabbi
Moshe Twersky for his modesty. Fuchs recalled a time
his close friend was tutored by Twersky. The venerated
scholar humbled himself to relate to the teenager as
they discussed laws for making blessings.
He was a great role model for us, Fuchs said.
Twersky was killed in an attack in Jerusalem Tuesday. He died at the hands of two Palestinian cousins
wielding meat cleavers and a gun. They killed five people, leaving blood-smeared prayer books and shawls on
the floor of the synagogue.
Fuchs said Twerskys loss could be understood by
those outside the Orthodox community.
You dont have to be Jewish, Fuchs said. Everybody has somebody that they can respect, that they look
up to as a role model to some extent. And thats who this
person was to many people, even to his peers. Thats
who we lost. Thats who was killed.
The killers came during morning prayers. Police later killed the attackers in a shootout. Four of the dead
were rabbis and one was a police officer who died of his
wounds hours after the attack. Three of the rabbis were
born in the United States.
The attack prompted prayers and sorrow thousands
of miles away at Beth Medrash Govoha in Lakewood,
where the rabbis son, Rafael Twersky, is a student, according to the yeshivas vice president of administration.
Its terrible, just terrible, Moshe Gleiberman said.

African-Americans were arrested at some of the


highest rates in the country in Monmouth and Ocean
counties, according to a review of FBI records.
The statistics for 2011-2012 show that in several
Shore communities, blacks accounted for up to 44 percent of arrests in towns where the black population was
less than 15 percent of total residents, according to the
FBI data compiled by USA Today. Of the 19 local police
departments that self-reported their arrest numbers to
the FBI, the biggest disparities were seen at the Monmouth County Sheriffs Department and the Wall Police
Department in Monmouth, and the Lakewood Police
Department in Ocean.
Arrest rates and race have come into sharper focus
in recent weeks following the shooting death of Michael
Brown, a black, unarmed suspect, by a white police officer in Ferguson, Missouri. But while the FBI statistics
show the racial disparity, a gulf of opinions divide the
reasons. Some people of color will quickly point to the
disparity as racial profiling of African-Americans.
While it could be an underlying factor, police agencies
and others say that there are a number of reasons that
go beyond race.

One police misconduct expert says Brookdale Community College officers were justified in their use of
force, but made other errors in the arrest of a nursing
student.
Brookdale student Jeffrey Jay Michel should have
complied with the officers orders during the arrest on
Nov. 14, said Richard Rivera, a consultant in police
practices, policy and training.
If the man was told from the onset he was under arrest, it doesnt matter whether the arrest is lawful or
not, he cannot resist officers and must comply, Rivera
wrote in an email. The nature of the interaction can be
disputed later in court and through a personnel complaint.
But Michel told the Asbury Park Press he wasnt
thinking about being charged with resisting arrest
when the incident occurred.
