Take the lead in monitoring and facilitating the submission of reports by the DILG Regional office and LGU Assist in the preparation of the monthly physical and financial accomplishment Consolidate and analyze data inputs for the preparation of recommendations requiring technical and policy decisions of the management, Conduct selective research activities and baseline surveys on the profile of the LGUs, other technical policy decisions of the management, Participate in the meetings of the Project Advisory Board (BAB) meeting or prepare status reports for information of the PAB; Undertake other functions as may be required by the OPDS Director. Recovery Assistance on Yolanda (RAY) PMO 2.1 Project Manager il (SG 26) Minimum Qualifications: Must have at least 5-year work experience on managing projects or programs funded by the Goverment or international Funding institutions (Official Development Assistance) Preferably, a graduate of Bachelors of Engineering or Management Courses Must have strong leadership and excellent communications skills Functions: Set the vision and mission and strategies for the development and implementation of the Recovery Assistance on Yolanda (RAY)-affected LGUs Program implementation Take the lead in the overall planning, organizing, and coordination for Program implementation Establish the staffing pattem, work breakdown structures, and overall work and financial plans Ensure that the financial and manpower resources are managed in the most efficient and effective manner towards accomplishing the Program objectives. + Ensure that the physical and financial targets are delivered within time and quality, and the objectives and outcomes are achieved by integrating the inputs of the various program stakeholders * Manage organizational functions related to the preparation and implementation of the projects * Organize the planning and delivery of the program-orientation and workshops on project preparation and implementation. + Ensure the development and implementation of advocacy plans for the Program + Ensure that the Project Advisory Board (PAB) meets on quarterly basis or as needs arise * Collaborate with the DILG Regional PDMUs, DPWH, PARR, NEDA, DBM and Other Agencies in the implementation of the various activities * Establish network with potential donors and other relevant institutions for outsourcing of financial and technical assistance for the LGUs to support the implementation of the Program ‘+ Ensure the establishment of a monitoring and evaluation and management information system for the Program and the preparation of the accomplishment reports for the DILG management and other Goverment Agencies © Undertake other management functions as may be required by the OPDS Director. 2.2 Engineer V(SG-24) Minimum Qualifications: ‘+ Must have at least 5-year work experience on detailed engineering design reparation and construction supervision for vertical infrastructures, preferably from private firms. + Having skills on various engineering software including GIS, AutoCAD, STAD, Primavera, and Microsoft Project Management is an advantage * A registered Civil Engineer © Must have excellent communications skills Functions: * Act as the Assistant Program Manager and the Head of the Technical Services Division of the PMO * Assist in the preparation of the Program Guidelines and Policies, and related documents ‘* Assist in the preparation of the work and financial plan and work breakdown structure + Supervise the technical staff in the following areas: ‘© Conduct of project site validation and confirmation of the suitability of the project sites and the resiliency of the structures 0 Review of program of works and engineering design including the drawing plans, technical specifications, cost estimates. ‘© Provision of advisory services to the DILG Regions and the LGUs in the various processes of equipment from pre-procurement conference, advertisement, bidding, post qualification until the award of the contract to ensure that the processes are in accordance with RA 9184 © Technical assistance to the LGUs in the various aspects of construction supervision and contract administration in terms of materials quality control, workmanship standards, and cost control and schedule «Prepare various LGU guides on operational policies relative to the various stages of project implementation, i.e. from planning, implementation, and operations. ‘+ Cooperate with the DILG Regional PDMUs and DPWH in the preparation for and implementation of the activities «Participate in the meetings of the Project Advisory Board (PAB) meeting or prepare status reports for information of the PAB and or the PARR * Act as resource person and facilitator during the program orientation and similar workshops for the LGU Officials and Functionaries * Assist in the preparation of the new proposals for donors designed to support the program implementation or related endeavors ‘+ Undertake other management functions as may be required by the OPDS Director. 2.3 Engineer Iv (SG-22) Minimum Qualifications: Must have at least 5-year work experience on detailed engineering design preparation and construction supervision for vertical infrastructures, preferably from private firms. + Having skills on various engineering software including GIS, AutoCAD, STAD, Primavera, and Microsoft Project Management is an advantage A registered Civil Engineer Must have excellent communications skills Functions: * Actas the Assistant Chief of the Technical Services Division of the PMO * Assist in the preparation of the Program Guidelines and Policies, and related documents Assist in the preparation of the work and financial plan and work breakdown ‘structure © Supervise the technical staff in the following areas «Establish the procedures and policies and provide technical assistance to the DILG Regions in conducting project site validation and confirmation of the suitability of the project sites and the resiliency of the structures ‘+ Provide technical assistance to DILG Regions in the review of program of works and engineering design including the drawing plans, technical specifications, cost estimates. ‘+ Provide advisory services to the DILG Regions and the LGUs in the various processes of equipment from pre-procurement conference, advertisement, bidding, post qualification until the award of the contract to ensure that the processes are in accordance with RA 9184 ‘* Conduct project inspection on the on-going projects to validate the quality and quality of workmanship and validate whether these conform to engineering standards and practices ‘* Cooperate with the DILG Regional PDMUs and OPWH in the preparation for and implementation of the activities + Participate in the meetings of the Project Advisory Board (PAB) meeting or prepare status reports for information of the PAB + Undertake other management functions as may be required by the OPDS Director. 2.4 Engineer ili (SG-19) Minimum Qualifications: = Must have at least 2-year work experience on detailed er design preparation and construction supervision for vertical infrastructures, preferably from private firms. * Experience on the procurement of Goverment projects and in the review of the ‘administration and construction contracts would be assets ‘* Having skills on various engineering software including GIS, AutoCAD, STAAD, Primavera, and Microsoft Project Management is an advantage © A registered Civil Engineer + Must have excellent communications skills Functions: ‘Support the activities of the professional and technical team assigned to oversee the technical works of the PMO. ‘Assist in the preparation of the Program Guidelines and Policies, and related documents ‘© Assist in the preparation of the work and financial plan and work breakdown structure Establish the procedures and policies and provide technical assistance to the DILG. Regions in conducting project site validation and confirmation of the suitability of the Project sites and the resiliency of the structures * Provide direct technical assistance to DILG Regions in the review of program of ‘works and engineering design including the drawing plans, technical specifications, Cost estimates, and include revisions for economy and efficiency of the design ‘© As necessary, provide advisory services to the LGUs, and attend to the pre-bid conferences and bid opening. ‘* As necessary, attend the pre-construction conference and monthly coordination meetings to ensure that project updates are discussed and issues are resolved, ‘+ Conduct project inspection on the on-going projects to validate the quality and quality ‘of workmanship and validate whether these conform to engineering standards and practices, and the plans and specifications and provide inputs for the confirmation of work progress * As necessary, make recommendations on matters pertaining to the resolution of project issues including the settlement of works * Cooperate with the DILG Regional PDMUs and DPWH in the preparation for and implementation of the activities * Participate in the meetings of the Project Advisory Board (PAB) meeting or prepare status reports for information of the PAB * Assist with the preparation of the schedule of visits to the LGUs and ensure coordination and supervisory support to the visits to the project sites + Undertake other management functions as may be required by the OPDS Director. 2.6 Engineer til (SG-19) Minimum Qualifications * Must have at least 5-year work experience on project planning, monitoring and valuation of projects, either at the public or private level * With experience in programs involving collaboration with other Govemment Agencies * A graduate of engineering course + Having skills on various IT programs on database is a must ‘+ Must have excellent communications skils Functions: * Assist the Chief of the Monitoring and Evaluation Division in the preparation of the baseline data indicators for monitoring and the establishment of policy Quidelines for Program monitoring and evaluation. ‘+ Take the lead in monitoring and facilitating the submission of reports by the DILG Region and the LGUs and or the DPWH * Act as resource person during workshop on program monitoring and evaluation to familiarize the DILG Regions on the system + Develop simplified reporting system including the formats and protocol of the submission of reports Assist in the preparation of the monthly physical and financial accomplishment * Consolidate and analyze data inputs for the preparation of recommendations requiring technical and policy decisions of the management ‘+ Conduct selective research activities and baseline surveys on the profile of the LGUs, other technical data necessary to support the evaluation of the projects * Assist in organizing program review workshops with the LGUs and the DILG Regions ‘+ Participate in the meetings of the Project Advisory Board (PAB) meeting or prepare status reports for information of the PAB * Undertake other functions as may be required by the OPDS Director. 2.6 Development Communication Officer Ill (SG-18) Minimum Qualifications: * — Must have at least 5-year work experience on development communication, preferably with the private sector * Graduate of Bachelor's Degree in Development Studies, Communications, or related courses * Having skills on database programs and other computer application is an advantage * Must have excellent communications skills Functions: ‘* Develop the framework of the communication and information strategies of the RAY-Program and cary out the communication strategies to promote the initiatives, progress, and the success stories * Produce public relation materials such as brochures, newsletters, information reports/inputs and other promotional materials * Interface with the DILG's OPA for the tri-media publicity on the Program including the conduct of press conferences for newspaper articles and televisionsiradio programs * Develop guidelines for information management, maintain key information contacts with other units within the DILG that are involved in the Yolanda related activities and the PARR * Act as the training coordinator and facilitators of all the capacity building interventions * Provide inputs in the development and implementation of the monitoring and evaluation system and management information system (MIS) including the coordination with the data providers for uploading * Take the lead in the documentation of LGU practices on recovery from the wrath of typhoons * Develop and administer the website, and coordinate with the interested or concemed stakeholders for electronic uploading of knowledge and information * Undertake other functions as may be required by the OPDS Director. 2.7 Financial Analyst tll (SG-18) Minimum Qualifications * With at least 5-year experience in the financial management of Govemment projects * Graduate of Bachelor of Science in Commerce or related courses © Must be familiar with the Goverment Accounting and Auditing System + Must have high literacy in computer applications Functions: ‘+ Supervise the over-all financial aspect/concems of the Program + Prepare the annual budget and the work and financial plan * Provide directions to the DILG Regions and the LGUs in the areas of planning ‘and budgeting of water and sanitation-related activities of the program; * Prepare all necessary Financial Reports and requests to Donor /Partner agencies like PARR and DPWH for the release of funds and conduct dialogue with the officers and staff when necessary + Facilitate timely release of funds to the DILG Regions, monitor its judicious utlization and ensure its timely liquidation * Act as resource person on all finance-related concems/orientationworkshop the Program and prepares budget forms and requests for submission to Be Planning, Budget, Accounting (FMS) Divisions and DBM * Attend to all meetings and provide solutions to financial issues and concems of the Program + Perform other functions as maybe assigned. 2.8 Information System Analyst lll (SG 18) Minimum Qualifications: * Minimum of 3 year experience as information systems analyst ‘* Graduate of any 4-5 year Bachelors Course on Information Technology Courses Must be excellent in database programs Functions: Prepare and manage data files for the RAY for Affected LGUs Program ‘* Produce data information requires for the projects/program using Microsoft Excel, ‘Access and/or other analytic tools to extrapolate data «Examine the sufficiency and correctness of data received from field offices and reports and relay to field offices concemed the observation upon instructions * Prepare and manage data files and other relevant data and linkages to other datasets, carry out statistical analyses and design reports * Maintain database structure and integrity by working collaboratively with WSSU team * Evaluate and implement software solutions for data compilation and management «Undertake troubleshooting related to software functionality, application server set up and system configuration of the IT systems for office operations, and report to ‘advice or further inspection‘technical assistance Implement numerous backup and recovery plans based on data availability and in case of database and system failures * Maintain all electronics and computers including Software, Hardware troubleshooting for computers, repair printers and other problems * Undertake routine maintenance of the computer and the website facilities and connections. ‘+ Provide expertise and support in all aspects of data analysis. 2.9 Administrative Officer ili (SG-18) Minimum Qualifications: + Must have work experience as the administrative officer of a Goverment Agency + A graduate of any 4-year Bachelor's Degree, preferably on Social Sciences and Management and Finance ‘Must have experience in the procurement of personnel and logistics under the ‘Government Procurement System ‘+ Excellent in oral and written communications Functions: + Perform the secretarial, administrative and operational support services of the PMO ‘+ In coordination with the Finance Division, provide inputs in the preparation of the works and financial plan and the work breakdown structures of the PMO ‘+ Responsible in the preparation of documents for the hiring of personnel, preparation of the programs for staff capacity development, and institute new systems for personnel performance management, develop personnel growth opportunities + Ensure staff accomplishment results, planning, monitoring, and appraising job results, initiating coordination and enforce administrative system and procedures as being prescribed by the Civil Service Commission (CSC) and the Commission ‘on Audit (COA) + Review the daily time records and the personne! accomplishment reports as requirements for the monthly salaries of the personnel * Ensure the effective coordination of the staff schedule of visits to the project sites or participation to various meetings, and maintaining diaries of appointment of the Project Manager ‘* Supervise staff functions in the following undertakings: © Personnel Records Management © Procurement of Logistics © Staff Travel Schedule and Mobility of Personnel © Physical Arrangements © Records Keeping and Recording © Reproduction of Documents © Messenger Services * Ensure that the processing of the vouchers/request for obligations and related documents are on schedule * Perform other functions as may be required by the Project Manager. 2.40 Administrative Officer | (SG 11) Minimum Qualifications: + Graduate of at least 2-year course preferably related to human resource development, social science or information technology ‘* Must have at least 2-year work experience on administrative operations. Functions: * Provide messengerial and driving services to support the administrative operations of the PMO. * Record incoming and outgoing communications and other documents being ‘submitted by or sent to the LGUs and Agencies ‘+ Manage the filing, storage, and security of the documents * Respond or answer telephone calls and personal inquiries, and other client services regarding the Program + Follow-up and electronically track the flow of documents within the Department to include the vouchers, checks, and related documents: * Assist in the inventory of the properties and other logistics of the PMO.
