NOVEMBER 25, 2014
MINUTES
A meeting of the Council of the Village of Greenhills was called to order on Tuesday, November
25, 2014 at 7:00 p.m. by Mayor David Moore. Present were: Mayor Moore, Messrs. Glenn
Drees, Jeff Halter, and Greg Hermes and Ms. Melanie Brokaw. Also present were: Municipal
Manager Evonne Kovach, Law Director Jeff Forbes, and Clerk of Council Kathy Lives.
Mr. Lee and Ms. Waltherr were excused due to schedule conflicts.
PRAYER/MOMENT OF SILENT REFLECTION AND PLEDGE OF ALLEGIANCE
FLAG
With all standing, a prayer was offered by Mr. Halter and the Pledge of Allegiance to the Flag of
the United States of America was recited led by Mayor Moore.
Mr. Halter moved, seconded by Mr. Drees, to amend the agenda to add under New Business
Resolution No. 2014-39-CD dealing with the purchase/sale of real estate. Motion carried by
voice vote.
APPROVAL OF MINUTES
The minutes of the October 28, 2014 regular Council meeting and the November 11, 2014 work
session.
The minutes of the February 4, 2012, February 9, 2013 and February 8, 2014 Council Retreats
were also approved as submitted.
RESIDENTS TO ADDRESS COUNCIL
Mr. Tony Schuler, 20 Ashby, commented on the recent power outages throughout the community
and suggested the Administrative staff inform residents when the traffic signals are not working.
REPORTS OF VILLAGE OFFICIALS
Municipal Manager Evonne Kovach

Indicated the Christmas holiday schedule for office personnel is Christmas Eve and
Christmas Day. The office personnel request a schedule change in 2014 to Christmas Day
and the day after. Mr. Drees moved, seconded by Mr. Halter, to revise the 2014 Christmas
holiday schedule from Christmas Eve and Christmas Day to Christmas Day and the day
after. Motion carried by voice vote.

Informed that an offer to purchase has been received for the structure at 49 Burley Circle.
Mr. Drees moved, seconded by Mr. Halter, to amend the agenda to add under New
Business an Executive Session to discuss the purchase/sale of real estate. Motion carried
by voice vote.

Noted the Golf Course and SwimSafe contracts will appear on the December meeting
agenda for Councils consideration.

Law Director Jeff Forbes No report.

Clerk of Council Kathryn L. Lives

The November 2014 Community Calendar, Ordinance No. 2014-11-F and Resolution
Nos. 2014-34-RC, 35-F, 36-F and 37-CD and notice of the rescheduled Recreation
Commission meeting of November 12, 2014 were posted as required.

Chief of Police Neil Ferdelman

On November 6 and 7, 2014, Lieutenant Ward, Sergeant Lukes and Chief Ferdelman
interviewed eight police officer candidates on November 6 and 7, 2014 with a final
interview completed on November 25, 2014. A part-time officer vacancy exists since
July, and the latest entry level examination was conducted in September.

Due to imminent engine failure because of a cracked engine block and other issues with a
2007 Ford Crown Victoria cruiser, it was necessary to retire the vehicle and order a
replacement. A 2015 Ford Police Interceptor was found nearby with immediate
availability. Funds to replace Car 12 were not budgeted necessitating adjustments on very
short notice. This vehicle will be available for patrol in the near future. The 2014
Chevrolet Caprice is outfitted and is now in service. The 2008 Ford was traded in and the
2007 cruiser will be sold as is at auction. As soon as both new vehicles are placed into
service, the final new digital camera will be installed in the remaining Ford Crown
Victoria cruiser.

On October 31, 2014, Fire Chief Tony Spaeth and Chief Ferdelman met with Jayson
Dunn, Director of the Hamilton County Communications Center to discuss
communications costs for 2015. The Hamilton County Commissioners have not yet
finalized a possible five percent increase in costs. If the rate increase is not passed, 2015
dispatching costs will decrease by $750. If the rate increase is approved, rates will
increase by $466.

The military makes surplus materials available to law enforcement agencies through the
Defense Reutilization and Marketing Office (DRMO). On October 31, 2014, Notification
was received that over 200 office chairs in very good condition were going to be
available at no cost in November. We applied for 20 of these chairs for use throughout

our municipal offices, and Service Department Foreman Mike Caster and his crew
retrieved the chairs on November 24, 2014.

On November 12, 2014, Lieutenant Ward and Chief Ferdelman, along with Municipal
Manager Evonne Kovach and Council Member Jeff Halter, met with Jon Rarick of the
Alois Alzheimers Center to review the Run for Good that occurred during the Harvest
Fest. Plans for next years run were discussed.

Last Friday, a Greenhills resident in the "I" section reported that she answered her door to
find a tall slender white male with very dark hair who asked for help with his towing bill
by telling her his truck was broke down and he needed a few extra dollars to cover the
bill. He showed her a flyer of his landscaping business, indicating he was a good guy that
just needed some help. The con man actually made entry into the residents home by
pointing out she dropped a five and a one dollar bill and asking if he could come in to
pick it up for her. She let him in and eventually gave him $30.00. He took the flyer back,
telling her it was his only flyer, then left saying he would return to pay her back. When
she looked to the side of her house, he was gone and there was no truck in sight.
Residents were advised through the website to call 911 immediately if this man is seen.

Last Thanksgiving, 43 million Americans drove 50 miles or more to carve the turkey with
their friends and family. Also last year, 30 percent of Americans traveled 50 miles or
more from home during the year-end holiday season. To address the potential threat of
burglary and theft to those who are traveling this holiday season, a simple checklist has
been posted on the website that is designed to ensure that our citizens homes are secure
while they are away. All urge anyone traveling this holiday season to check the Greenhills
website and use this public safety resource.

During the month of October, the department investigated seven accidents (up from four
in October of 2013), eight crimes (compared to four last October), and 166 other
incidents (up from 139 last October). Of a total of 841 contacts (488 last October), 208
were dispatched or received by telephone as compared to 111 last October, and 633 were
self-initiated by police officers as compared to 377 last October. The department provided
assistance to the public in 94 instances (79 times last October), assisted other agencies 57
times (up from 24 times last October), and made 27 criminal arrests (compared to 61 last
October) and 56 traffic arrests (71 last October). Each crime was analyzed for
geographic, temporal, and other factors.

Audited Court receipts for November 2014 Village of Greenhills - $8,179.00; State of
Ohio - $1,837.25; Hamilton County $63.75; total $10,080.00.
Reported receipt of a thank you card from a resident, Mrs. Marie Pressler, for proclaiming
November as Pancreatic Cancer month in the Village of Greenhills.

COMMITTEE REPORTS
Traffic & Safety Brokaw

The Traffic and Safety Committee met earlier in the evening to discuss new Police
Department cruisers and candidate interviews for part-time Police Department positions;
both subjects were addressed in the Police Chiefs report. The December 2014 Traffic
and Safety Committee is cancelled due to holiday schedules. In 2015, this committee will
meet on the fourth Monday of the month at 4:30 p.m.

Finance & Audit Drees

A temporary appropriations ordinance will be placed on the December Council meeting

agenda; the permanent appropriations ordinance will be considered in January, 2015.

The amount of the 2014 General Fund contains a significant decrease due to payments of
non-voted debt; in 2015, there will be less or no transfer to the non-voted debt because of
the sale of properties in 2014. In 2016 and 2017, a concern remains regarding payments
to the non-voted service debt fund; this matter will be monitored continually and
carefully throughout the coming year.

Recreation & Cable Television Hermes

The Recreation Commission met on November 12, 2014 to discuss the location numbers
for the walking pathways which will open in March/April, 2015. Also discussed was
Pioneer Day recommendations which will be made in the near future, recommendations
for Burley Park including new sidewalks, and door hangers containing a calendar of
events for 2015 and coupons.

Recommended Mr. Jonathan Palmer to fill the vacancy on the Community Programming
Board and CPB Holdings, Inc. Mr. Palmer is a Greenhills resident, Winton Woods High
School and Miami University graduate and a volunteer at Waycross Community Media
since 2011. He is strongly recommended by Waycross Executive Director Chip
Bergquist. Mr. Hermes moved, seconded by Mr. Drees, to appoint Jonathan Palmer to the
Community Programming Board and CPB Holdings, Inc. for the term expiring March 31,
2015.

Community Development - Halter
The I Love Greenhills Dinner/Dance event is under review due to budgetary and
volunteer issues. Feedback is welcome on this and other events taking place throughout

the year. Mr. Hermes commented on the amount of time and effort put forth by Mr. Halter
on the 75th Anniversary events, including the I Love Greenhills Dinner/Dance. He noted
the dinner/dance was actually a part of the 75th celebration and not an annual event.
UNFINISHED BUSINESS AND GENERAL ORDERS
1. ORDINANCE NO. 2014-12-F
An Ordinance Amending Chapter 191 (Income Tax) of the Village of Greenhills Codified
Ordinances was read in full by Mr. Drees.
Mr. Drees moved to adopt, seconded by Ms. Brokaw.

Drees - Called attention to a recent Greenhills Journal article regarding said ordinance,
which caused confusion among some residents. The village is not adding pensions to the
list of items to be taxed. A definition of a pension is needed as the result of recent court
cases in the State of Ohio regarding a rare type of compensation plan entitled:
Supplemental Executive Retirement Plan (SERP) which, per the Internal Revenue
Service is a non-qualified deferred compensation plan in which the local tax codes did
not define pension adequately to make it clear if these plans are taxed or not. The
ordinance does not change what is being taxed in Greenhills; it merely adds a clarifying
definition in Section 191.02 of the Greenhills Tax Code. Clarification of the issue has
been forwarded to the Greenhills Journal, is posted on the website and Junedale.com, and
through email replies.

NEW BUSINESS
1. ORDINANCE NO. 2014-13-F
Ordinance Making Supplemental Appropriations was read in full by Mr. Drees.
Mr. Drees moved, seconded by Mr. Halter, to suspend the rules requiring reading the
ordinance two times on two separate occasions. Motion carried by voice vote.
Mr. Drees moved to adopt, seconded by Mr. Halter.
Drees This ordinance allows for the purchase of a replacement police cruiser.

2. RESOLUTION NO. 2014-38-F
Adopting an Annual Fee Schedule for the Village of Greenhills was read in full by Mr.
Drees.
Mr. Drees moved to adopt, seconded by Mr. Halter.
Drees - explained the modifications to the fee schedule as follows:
o Late rent fee increased from $4.00 a day to $10.00; $5.00 a day late charge for
garages.
o Pool rates eliminate early discount rate for non-resident; non-resident pool
membership increase from $225.00 to $250.00 for up to five (5) persons, then $10.00
a person for additional family members; increase babysitter membership from $10.00
to $25.00 a year; single non-resident membership rate increase from $100.00 to
$120.00 a year; and eliminate Golden Buckeye discount and increase senior 65 and
over non-resident rate from $75.00 to $90.00 a year.
o Golf Course fees have been rounded off to the nearest dollar.

3. RESOLUTION NO. 2014-39-CD
Authorizing the Municipal Manager to Enter Into a Contract for Purchase and Sale of
Real Estate Located at 9 Chalmers Lane was read in full by Mr. Halter.
Mr. Halter moved to adopt, seconded by Ms. Brokaw.
Kovach The buyer of 5 Chalmers Lane is also purchasing this property; the tenant plans
to stay.
