ViolSynopsis
It is alleged Officer failed to activate his PDRD as required by the Operations Plan.
It is alleged Officer failed to have his PDRD charged and in use during his shift.
There is no video recording of the incident from the officer's PDRD on the PDRD
servers. It appears the officer did not use the PDRD to capture the use of force
incident.
