AFFIDAVIT
I, GERONIMO P. MILITANTE, of legal age, married, Filipino, and resident
of Bacolod City, after having sworn to in accordance with law, hereby depose
and state that:
I am a Revenue Collection Officer in the Office of the City Treasurer of
Bacolod City.
I have continuously served the City Government of Bacolod for
__________ years since ___________ to __________;
I am being charged of Grave Misconduct and Dishonesty.
It is impossible that I have committed the allegations made because
the operation of the slaughter house is 24 hours a day and my duty is only
for 8 hours which starts at 8 oclock in the morning until 5 oclock in the
afternoon. During the day, I, as a Revenue Collector, collect from different
slaughter markets and remit the collections to the Office of the City
Treasurer.
I am not the only one assigned in the City Slaughterhouse but there
are two casuals who are also authorized to issue Official Receipts and two
bonded Revenue Collectors for Regulatory Fees Collection.
Whatever collections I have personally collected from Bounty Agro and
AVM Vernardo, Inc. was remitted to the City Treasurers Office.
It is impossible for me to take the collections as alleged since the
Bounty Agro Ventures issues checks payable to the City of Bacolod and the
drawee banks are all located in Metro Manila.
The large deficiency in the amount remitted does not include
collections made by the two (2) Revenue Collectors including the collections
made by the two (2) casual since they are authorized to collect and issue an
Official Receipt.
