the course material online, reading the textbook, doing the assignments and the homework, but it is still
confusing. What can he do?

Discuss with a teacher, in my opinion, is the best option. To see if the plan would work, you could track
his progress and maybe give him a practice quiz every few weeks to see if he is understanding the course.
