Try this (with Windows XP):

Click the Start->Control Panel menu item.

Click Printers and other hardware.
Click Mouse.
Click the Pointer Options tab.
Adjust the slider for Pointer Speed
Click Apply to try it.
When you're satisfied, click OK.

Go to the control panel and click on the mouse icon.

you can modify the speed through these options
Go to control panel>mouse. There is a section on speed.
