IT USUALLY RAINS WHENEVER the City of Clearwater holds its annual spring clean-up day. But last Saturday was just overcast after a steady
rain on Friday. Things got busy early, and cars and pickups lined up along Co. Rd. 75 before 8 a.m. waiting their turn to unload trash, tires, electronics
and appliances. Above, left, some exercise equipment finally got used for exercise - for the last time. Above, right, Councilman Kris Crandall directs

Council approves Lions Park upgrade

By Ken Francis
Staff Writer
The Clearwater City
last
week
Council
approved an expenditure of
just over $200,000 for a
facelift at Lions Park.
Shannon Essler-Petty of
Clearwater
Park
the
Commission discussed the
upgrades and timeline of
the project with members
of the council.
One of the issues in the
past regarding park and
trail improvements has
been whether or not the
council would approve a
project without using grant
money to supplement the
cost.
Petty said that is also the
case with Lions Park.
In the fall we came to
the council and asked for
approval of the design and
got approval, she said,
and a recommendation
that we would move forward with Lions Park if
we pursued grants. Weve
done that.
Petty said the two grants,
which could bring the city
up to $50,000 each, are
scheduled to be awarded in
late May or early June.
The design is ready to
go. What were looking for
right now is whether or not
we have approval to move
forward with Lions Park
for sure this summer, she
said. Last fall it was said
we would wait to see what
we hear from the grants
and then we bring it back
to the council.
The problem, said Petty,
is that the designer of the
park
improvements,

Flagship,
needed
an
answer immediately or
they would have difficulty
getting the equipment on
time. But the grants wont
be awarded for another
month.
We cant move forward
with ordering the materials, which we would have
to do tomorrow if we wanted to get it done in June,
she said.
That includes hiring the
people who need to be at
the scene during construction.
Petty said one idea for
doing the construction was
having a community build,
where members of different organizations and
neighborhoods could do
some of the work to save
labor costs.
Administrator
Kevin
Kress said he wasnt convinced a community build
was the best option.
Id be more in favor of
doing the project with the
construction taking place
with Flagship basically
doing it, rather than putting
some of the residents
onboard and trying to get
that whole thing put
together, he said. I think
it will take longer to do
that. It might be more beneficial to have it put together professionally.
I think the construction
of this stuff should be done
by
professionals, said
Councilman Rollie Lange.
We want to make sure its
done right for safety issues
and liability. We dont
want people to get hurt.
Petty said originally, the

park commission wanted

to get the community
involved to prevent vandalism. But members of
the commission debated
whether they could organize 20 to 25 people for up
to four days in late June
Last meeting we went
back and forth on it, she

last summer, said Petty

We had three different
companies that gave us
their designs and bids.
The most recent proposed dollar amount to buy
the
equipment
was
$155,986 said Kress. The
quote with Flagship doing
the labor is $207,000.

If the city was awarded

any of the grants, it would
pay a portion of that cost.
But the council had to
decide whether to give the
okay to purchase the equipment without knowing if
the city would get any
grant money.
Can we start this project

or do we have to wait for

the award and then start
it? asked
Edmonson,
otherwise were not eligible for it?
As far as I understand
from the two grants, I dont
think we can break ground
before, said Petty.

said.
Mayor Pete Edmonson
asked whether the city had
to bid out the purchase of
the equipment.
Kress
said
since
Flagship is a state contract,
the city could purchase the
park equipment without
putting out an official bid.
We had a couple of
companies that came in

The boys of summer

Its baseball season once

again, and most fans are
focusing on their favorite
Major League team.
I do the same thing each
year. I usually do my best
to follow the New York
Mets, who just happen to
be having a very good start.
Come September, Im hoping theyre still on top of
their division.
But theres more to baseball than just the professionals. In fact, Ill bet millions of kids and teens
around the world are
involved in the game at one
level or another.
Last week I happened to
be passing by a baseball
field in Monticello and saw
a team practicing. The kids
looked to be about nine or
10 years old, and that
reminded me of my earliest
days in organized baseball.
I
say
organized
because I actually started
playing ball at about seven
years old with the kids on
my block in Jersey City. It
was more like streetball
than baseball. We had to
use a rubberized ball so we
didnt break any windows.
We still broke a
few.
But my first experience
with a real baseball league
started at age nine in Little
League. My father signed
me up to play that year
with dozens of other kids
my age.
I remember
practice
started when the temperature was still too cold to
play outside. So all the kids
gathered in the gym at

Ken
Francis
Public School No. 5 to
work out.
Baseball practice to me
back then was a foreign
concept. Until that first
practice, I didnt know
coaches wanted their players to do exercises and
stretching. I couldnt
understand why we were
wasting time running laps
and doing jumping jacks
when I had a perfectly
good glove to play catch
with.
Eventually the coaches
paired up the kids to play
catch, and I could tell pretty quickly that lots of kids
were either new at the
game, or not too coordinated. Some couldnt catch.
Others couldnt throw or
catch.
I learned later than some
kids didnt event want to be
there. Their parents made
them join. I couldnt understand how anyone wouldnt want to play baseball.
But that didnt stop me
from having fun. And once
we got out on the field, I
was ready to play the
game. I didnt realize at
the time that we were all
trying out for teams. All the
coaches who were working
with us were also looking
to build their rosters. So
everyone had a chance to
pitch, play infield, outfield
and take some swings at
the plate, so the coaches

could see which kids could

play each position.
A few weeks into the
practice season, I was
picked to play for a team
called Niebanks. It was the
company that sponsored
the team, but I never knew
what type of business it
was. We all got purple caps
and a white tee-shirt with
the name printed across the
front and a number on the
back.
My first baseball uniform!
I cant remember many
of my teammates, except
Mike OConnor, who went
to school with my older
sister. I do remember we

She said the park commission

recommended
doing the project the third
weekend in June. By then,
the city would know if
there was any grant money
coming.
We
talked
with
Flagship. They thought by
then if we got the parts
ordered we could get
everything set up and be
ready to break ground, take
out the existing equipment
and put the new stuff in,
she said.
She asked the council
whether they could move
forward with the project,
which meant ordering the
equipment immediately.
Edmonson said the
council had to decide
whether the project was
contingent on receiving

grant money.
There are two different
roads we can take. Either
we say the project is going
forward and if we get
grants, thats great, he
said. Or some cities are in
a position where they
wont do the project unless
theres help with grants.
Weve got to make that distinction on one of those.
I thought we already
made that distinction, said
Councilman Chris Ritzer.
My interpretation was
that it was not dependent
on grants when we made
our original decision in
November.
Kris
Councilmen
Crandall and Mike Ranum
agreed.
We talked about it at
last meeting, too, said

Guide

Ranum.
I thought what we had
agreed on was they
(grants) were nice but not
necessary, said Crandall.
Kress said he felt comfortable with purchasing
the
equipment
from
Flagship, but not authorizing who would do the
labor.
I need to look into the
building of the project
itself - whether or not it
would be beneficial to bid
that portion out or just to
go with Flagship, he said.
The other issue with that
is if we can do labor - laying concrete and digging.
He said the citys maintenance crew could do
some of the work and save
the city money.
It depends on what the
city wants staff to do as
part of the project, he
said. If we dont do any of
it, it would be right around
$207,000.
Members of the council
voted unanimously to
move forward with the
purchase of the park equipment and authorized
spending of up to
$207,000.

members of different

collective efforts to build a
Habitat home for a local
low-income family. This
year, the gift from the
anonymous donor will be
used specifically to challenge the Catholic community to collectively contribute their time, talent
and treasures to the project
to achieve a true partnership for the Pope Francis
Home Building Project.
In early March, members
of the CMHFH staff met
with Bishop Kettler to discuss the project. Bishop
Kettler was very excited
about the opportunity and
gave his whole-hearted
support. CMHFH hopes to
host the Bishop during one
of the upcoming milestone
events on the site of the
project.
The house is located at
157 24th Avenue South in
Saint Cloud.
It was
acquired earlier this year
out of foreclosure and will
be torn down before building a new home on the
existing foundation.
This will be the 27th
property
we
have
revamped either by renovation or tear down and
rebuild. In our 26 year history, about 1/3 of the
homes weve sold to lowincome families have been
renovations or rebuilds,
said Johnson. We are
always glad to have the
opportunity to revitalize a
blighted property in a
neighborhood while transforming the life of a family through affordable
home ownership.
There will be a number
of milestone events surrounding the project. The
wall-raising is planned for
mid-June and a dedication
ceremony will be held
when the home is completed this fall.
There will be a number
of opportunities for members of the community to
volunteer and financially
support the project.

We had a pretty good team,

made a big difference.
I think we won just four

of the six teams in the division, we were younger than
most of the other players. I

The next year we grew

one game and won the

probably learned more
about baseball playing

season than I had learned

I went on to play in

Letter to the Editor

TO THE EDITOR:
I am a high school junior
from Albertville and Im
taking a Sociology class
this semester at Hennepin
Technical College in
Brooklyn Park. As part
of my class, I had to do a
Civic Engagement Project
of my choice.
Knowing that spring
time was approaching, I
figured there would be a
lot of work to be done
cleaning up roadsides and
parks after the long winter.
I contacted Clearwater
Masonic Lodge to see if
they would be interested in
supplying members to help
clean up the parks, ball
fields and roadways in the
Clearwater area.
The people that I spoke
to at the Lodge were anxious and happy to help me
with my project.
On Saturday, April 25,
the members of Clearwater
Masonic Lodge helped me
clean up the waterways,
parks and ball fields in
Clearwater. John Schmidt,
the Public Works Supv.
was supportive of my
effort, and helped equip
me with what I needed to
get the job done.

Planning and executing

this project took the help of
Clearwater Masonic Lodge
and John at the Public

My thanks to all of them.

Greetings from the
Capitol.
New transportation plan
invests $7 billion in roads
without a gas tax!
Minnesotans count on
safe roads to get to and
from school and work each
day, but spending in recent
years has been too focused
on trains in the city instead
of roads and bridges
throughout the entire state.
A new Republican plan
will put the focus back on
our basic transportation
infrastructure to fill potholes, repair bridges, and
alleviate congestion all
without raising taxes.
Ultimately, our plan will
invest $7 billion over ten
years to repair or replace
15,500 miles of roads and
330 bridges statewide.
This is a long-term,
future-oriented approach
that puts real dollars
toward improving our
roads and bridges right
now. Our plan focuses on
needs
of
all
the
Minnesotans, including
those in Greater Minnesota
and in small cities with
populations less than
5,000. One way this is
done is by creating a new
Transportation Stability
Fund using existing sales
tax revenue from auto parts
purchases. Minnesotans
tend to agree with us that
when you buy new tires for
your car, the sales tax for
those types of purchases
should go toward maintaining roads.
In contrast, all of the
plans
introduced
by
Democrats thus far depend
on new taxes, including an
additional gas tax of $0.16

Sen. Bruce Andersons column

cents per gallon, higher

license tab fees, and higher
sales taxes. Not only are
these unpopular ideas, but
the gas tax is an antiquated
tax that will bring in less
revenue each year as vehicles become more fuel efficient. Before long, well be
back to square one talking
about another tax increase.
Id encourage gas tax
advocates to take another
look at the Republican
transportation plan I
think theyll be pleasantly
surprised to find out just
how much we can improve
our transportation infrastructure without raising
taxes.
Status of Republican
bills in the Senate
I recapped the major initiatives Republicans have
introduced this session.
Now that our first two legislative policy deadlines
have passed, I thought it
would be a good time to go
over the status of some of
these bills. Its important to
remember that things
remain very fluid, and
nothing is certain until the
legislature adjourns.
SCHOOL,
YOUR
YOUR NEEDS This is
our education package.
Senate File 1185, which
requires student teachers to
be placed with the best
teachers, has been included
in the Senate omnibus
Education bill, SF 1495.
SF 429, which emphasizes
the rigor of PSEO courses,
was heard and may be
included in the Higher
Education bill. SF 1173,
the bill which increases
funding outside of the formula and provides man-

Bruce
Anderson
State
Senator

date relief, could get hearings as we get closer to the

deadline for finance bills.
The rest of them remain
alive in various stages of
progress. We will know
more about these bills in
the coming weeks.
TAX RELIEF: The
Saluting Service bills
(SF40, SF 199, and SF365)
have received hearings in
various committees and
may be included in
omnibus bills. The Retire
in Minnesota Act(SF 123)
was heard in the Senate
Tax Reform Division and
also may be included in
their omnibus bill. The
Toddler Tax Credit has not
yet received any hearings.
Again, well know more
about the status of these
bills as we get closer to
final committee deadlines,
and we will continue to
push for their approval.
MNSURE SOLUTIONS
SF 810 to restructure
MNsure into a nonprofit
and SF 153 to implement
oversight changes have not
yet received hearings.
MNsure remains a major
subject, and we are hopeful these bills may still
come up this session.
MY LIFE, MY DATA
SF 32 would put a constitutional amendment question on the 2016 ballot to
protect your electronic
data. It has been passed by
two House committees and
awaits action in a third

committee. Sen. Latz has

not yet heard it in the
Senate.
MET
COUNCIL
ACCOUNTABILITY - SF
71 and SF 127 would bring
accountability to the Met
Council by requiring nominees to get support from
their city councils, and by
granting
legislative
approval over the Met
Council budget. The
Senate State and Local
Government Committee
chose instead to pursue a
bill creating a task force to
further study these issues.
The House has been working on separate bills to
improve Met Council
accountability.
Keep in Touch
I believe strongly in constituent services so please
contact me with questions
or comments or if you
need any assistance on a
state government issue.
