IT USUALLY RAINS WHENEVER the City of Clearwater holds its annual spring clean-up day. But last Saturday was just overcast after a steady
rain on Friday. Things got busy early, and cars and pickups lined up along Co. Rd. 75 before 8 a.m. waiting their turn to unload trash, tires, electronics
and appliances. Above, left, some exercise equipment finally got used for exercise - for the last time. Above, right, Councilman Kris Crandall directs

The Clearwater City
last
week
Council
approved an expenditure of
just over $200,000 for a
facelift at Lions Park.
Shannon Essler-Petty of
Clearwater
Park
the
Commission discussed the
upgrades and timeline of
the project with members
of the council.
One of the issues in the
past regarding park and
trail improvements has
been whether or not the
council would approve a
project without using grant
money to supplement the
cost.
Petty said that is also the
case with Lions Park.
In the fall we came to
the council and asked for
approval of the design and
got approval, she said,
and a recommendation
that we would move forward with Lions Park if
we pursued grants. Weve
done that.
Petty said the two grants,
which could bring the city
up to $50,000 each, are
scheduled to be awarded in
late May or early June.
The design is ready to
go. What were looking for
right now is whether or not
we have approval to move
forward with Lions Park
for sure this summer, she
said. Last fall it was said
we would wait to see what
we hear from the grants
and then we bring it back
to the council.
The problem, said Petty,
is that the designer of the
park
improvements,
Flagship,
needed
an
answer immediately or
they would have difficulty
getting the equipment on
time. But the grants wont
be awarded for another
month.
We cant move forward
with ordering the materials, which we would have
to do tomorrow if we wanted to get it done in June,
she said.
That includes hiring the
people who need to be at
the scene during construction.
Petty said one idea for
doing the construction was
having a community build,
where members of different organizations and
neighborhoods could do
some of the work to save
labor costs.
Administrator
Kevin
Kress said he wasnt convinced a community build
was the best option.
Id be more in favor of
doing the project with the
construction taking place
with Flagship basically
doing it, rather than putting
some of the residents
onboard and trying to get
that whole thing put
together, he said. I think
it will take longer to do
that. It might be more beneficial to have it put together professionally.
I think the construction
of this stuff should be done
by
professionals, said
Councilman Rollie Lange.
We want to make sure its
done right for safety issues
and liability. We dont
want people to get hurt.
Petty said originally, the

like. The expected construction date is tentatively set for the third weekend in June.
said.
Mayor Pete Edmonson
asked whether the city had
to bid out the purchase of
the equipment.
Kress
said
since
Flagship is a state contract,
the city could purchase the
park equipment without
putting out an official bid.
We had a couple of
companies that came in
Ken
Francis
Public School No. 5 to
work out.
Baseball practice to me
back then was a foreign
concept. Until that first
practice, I didnt know
coaches wanted their players to do exercises and
stretching. I couldnt
understand why we were
wasting time running laps
and doing jumping jacks
when I had a perfectly
good glove to play catch
with.
Eventually the coaches
paired up the kids to play
catch, and I could tell pretty quickly that lots of kids
were either new at the
game, or not too coordinated. Some couldnt catch.
Others couldnt throw or
catch.
I learned later than some
kids didnt event want to be
there. Their parents made
them join. I couldnt understand how anyone wouldnt want to play baseball.
But that didnt stop me
from having fun. And once
we got out on the field, I
was ready to play the
game. I didnt realize at
the time that we were all
trying out for teams. All the
coaches who were working
with us were also looking
to build their rosters. So
everyone had a chance to
pitch, play infield, outfield
and take some swings at
the plate, so the coaches

grant money.
There are two different
roads we can take. Either
we say the project is going
forward and if we get
grants, thats great, he
said. Or some cities are in
a position where they
wont do the project unless
theres help with grants.
Weve got to make that distinction on one of those.
I thought we already
made that distinction, said
Councilman Chris Ritzer.
My interpretation was
that it was not dependent
on grants when we made
our original decision in
November.
Kris
Councilmen
Crandall and Mike Ranum
agreed.
We talked about it at
last meeting, too, said
Clearwater/
Clear Lake
Communities
Guide
Ranum.
I thought what we had
agreed on was they
(grants) were nice but not
necessary, said Crandall.
Kress said he felt comfortable with purchasing
the
equipment
from
Flagship, but not authorizing who would do the
labor.
I need to look into the
building of the project
itself - whether or not it
would be beneficial to bid
that portion out or just to
go with Flagship, he said.
The other issue with that
is if we can do labor - laying concrete and digging.
He said the citys maintenance crew could do
some of the work and save
the city money.
It depends on what the
city wants staff to do as
part of the project, he
said. If we dont do any of
it, it would be right around
$207,000.
Members of the council
voted unanimously to
move forward with the
purchase of the park equipment and authorized
spending of up to
$207,000.

members of different
churches to combine their
collective efforts to build a
Habitat home for a local
low-income family. This
year, the gift from the
anonymous donor will be
used specifically to challenge the Catholic community to collectively contribute their time, talent
and treasures to the project
to achieve a true partnership for the Pope Francis
Home Building Project.
In early March, members
of the CMHFH staff met
with Bishop Kettler to discuss the project. Bishop
Kettler was very excited
about the opportunity and
gave his whole-hearted
support. CMHFH hopes to
host the Bishop during one
of the upcoming milestone
events on the site of the
project.
The house is located at
157 24th Avenue South in
Saint Cloud.
It was
acquired earlier this year
out of foreclosure and will
be torn down before building a new home on the
existing foundation.
This will be the 27th
property
we
have
revamped either by renovation or tear down and
rebuild. In our 26 year history, about 1/3 of the
homes weve sold to lowincome families have been
renovations or rebuilds,
said Johnson. We are
always glad to have the
opportunity to revitalize a
blighted property in a
neighborhood while transforming the life of a family through affordable
home ownership.
There will be a number
of milestone events surrounding the project. The
wall-raising is planned for
mid-June and a dedication
ceremony will be held
when the home is completed this fall.
There will be a number
of opportunities for members of the community to
volunteer and financially
support the project.

I am a high school junior

of my class, I had to do a
Civic Engagement Project
of my choice.
Knowing that spring
time was approaching, I
figured there would be a
lot of work to be done
cleaning up roadsides and
parks after the long winter.
I contacted Clearwater
Masonic Lodge to see if
they would be interested in
supplying members to help
clean up the parks, ball
fields and roadways in the
Clearwater area.
The people that I spoke
to at the Lodge were anxious and happy to help me
with my project.
On Saturday, April 25,
the members of Clearwater
