Principles for Safe Work
1. Hazards must be analyzed, identified and controlled.
Section 106: Reporting Hazardous Conditions, p. 1
When an employee observes a hazardous condition that could
cause injury or property damage, it shall be reported promptly
to the proper authority, and when necessary, guard it.
2. Isolations of work hazards must be adequate, secure.
Section 408 (a): Guards and Railings, p. 20
All persons must be protected from exposed shafts, couplings,
extensions, etc., on moving equipment by covers, guards, or
railings.
3. Personnel must be trained to do their jobs correctly and safely.
Section 904 (a): Proper Lifting, p. 49
Employees shall be trained in the safe lifting and carrying
methods, either as individuals or as members of a team, and
when trained shall follow these methods in all cases.
4. Facilities, equipments and parts shall meet all requirements.
Section 1503 (a): Inspection, p. 70
Rubber gloves shall be inspected for corona cracks or other
damage and shall be given air test at least once each day while
in use, preferably at the beginning of the work period and at any
other time when their condition is in doubt. They shall be
checked before each use.

Each employee will be given a safety rule book at beginning of
employment and shall become thoroughly familiar with
the
rules
of
this Manual as they apply to their work
activities.

Existing governmental codes, statutes, rules and orders shall be
considered a part of this Manual and where any conflict exists
between the two, those of governmental status shall prevail.
7. Residual hazards must be monitored and controlled.

Where poles to be climbed are found unsafe or where there is
any doubt of stability, the pole must be guyed or otherwise
adequately supported before any climbing is started.
8. Management shall control systems safety programs.
Section 701: Flagmen (a), p. 43
Flagmen shall insure they can fully observe the operation and
shall guide vehicular traffic in such a manner as to provide
sufficient warning to protect themselves and the work site.
