Yes at different times of the day they can take more
time depending on the traffic in the route.

15) Here I noticed the rtf was longer and at 16 and 18 the packets began to drop. During the
different times you can see an even bigger gap between the times.

This may be because the routing path is a lot longer because it is in another continent. You don't
observe this sudden increase because these routes are local and may be easier for us to
access. You might have to go through several routes and servers just to access that one when
routing to a server on a different continent.
