STANDARD ENGINEERING SPECIFICATIONS
The specification contained herein sets out the standard requirements
and procedures to be complied with by CONTRACTORS carrying out work
directly or indirectly for S\RAWAK SHELL BERHAD or SABAH SHELL
PETROLEUM COMPANY.
For a given project, the Contract Documents related thereto may
specify requirements and procedures which deviate from or qualify
those set out in this standard specification.
‘The CONTRACTOR shall be responsible for identifying any and all such
deviations and qualifications and ensuring that the work is completed

LOAD-OUT_AND_SEAFASTENING
GENERAL
Scope
This specification describes the requirements for
Load-out and seafastening of fabricated structural components and
of all loose items of material which do not form an integral part
of a structure at the time of load-out.
Barges and Tugs
The Installation CONTRACTOR shall supply barges and tugs in
accordance with SES 11.3 for the transportation of fabricated
structural components and loose materials from the Fabrication
yard to the Installation Site. Not later than 14 (fourteen) days
after the transportation contract has been awarded the
Installation CONTRACTOR shall submit the layout plans and relevant,
barge data of all transportation spreads.
All barges supplied by the Installation CONTRACTOR shall be
compatible In all aspects to the load-out facilities and
arrangements of the fabrication yards, which shall not be limited
to yard skid spacings and elevations, weather conditions and tidal
movements and the availability of electricity, fuel, water,
lubricants and other consumables. The barges shall be supplied
with skid beams, deck stools, stanchions etc. ready for the
Toad-out..
Seafastening Materials
The Fabricator shall provide all tie-down and seafastening
materials required, as well as all consumables for load-out and
seafastening.
Cleaning
The FABRICATOR shall thoroughly clean the fabricated structural
components, and loose items of material to be loaded separately,
prior to packaging and load-out. Damaged coated surfaces shall be
touched up in accordance with the Contract Documents.SARAWAK SHELL, BERHAD SES, 11.2

Movement _and Shock
Each items of equipment shall be protected against internal damage
that could be caused by movement or shock during shipment.
Where components are stowed one above the other, temporary
supports shall be installed to rigidly connect the components.
Packaged and small items shall be secured in accordance with good
marine stowage practice. Pipe spools shall be securely fastened
and any flanged openings shall be protected from mechanical damage
and weather.
Bulwarke and timber sheeting and barriers shall be provided as
necessary to protect the cargo from damaging seas and weather.
Final Check
‘The Installation CONTRACTOR shall, in conjunction with the COMPANY
and the FABRICATOR, check that all items, are sufficiently well
supported to withstand shipment without movement, that there are
no loose items of equipment, and the potentially loose items (such
as valve handled, etc.) are securely fastened in position.
Prior to load-out the Installation CONTRACTOR shall
1) verify the critical ‘as-built’ dimensions.
notify the COMPANY of any discrepancies between ‘design’
and ‘as-built’ dimensions.
recomend remedial measures, if required, to avoid any
delay offshore.
for jackets, ensure that all valves are securely closed,
and for jackets and decks, that all slings, shackles and
rigging platforms provided by the Installation CONTRACTOR
have been installed in accordance with the requirements of
the COMPANY.
Ensure that the jacket legs, bracings and any attached
buoyancy tanks are water tight.
Prior to load-out, the Fabricator shall prepare a detailed
schedule for module weighing. This shali be submitted to
the Company for approval before module weighing takes

Packaging of Loose Items
Load-out includes the packaging and other protection (e.g.
watertightness) of all loose and vulnerable items of material and
equipment not forming an intergral protected part of a structure
at the time of loadout, to the satisfaction of the COMPANY.
Packaging shall be done in accordance with good practice; stout
timber or steel boxes or crates shall be used and shall be
strapped by minimum 3/4 inch wide steel strapping on completion
of packaging. ‘The contents shell be clearly stated on the outside
of each package and a complete inventory of each and every package
and its detailed contents shall be made by the Fabricator and
submitted to the COMPANY and the Installation CONTRACTOR prior to
the completion of load-out.
LOAD-OUT
Drawings and Calculations
The FABRICATOR shail be responsible for:
(a) Preparing fully detailed load-out procedures . with
engineering calculations and drawings, showing the manner
in which he intends the fabricated structural components to
be loaded-out. The drawings shall clearly show barge
dimensions, barge above deck fixed equipment, barge skid
beam, required position(s) of jacket(s), deck(s), piles
conductors, fender(s) etc in accordance with transportation
Layout plan(s) submitted by the Installation CONTRACTOR.
Submitting four (4) copies of the "load-out' procedures,
calculations and drawings showing the Fabricator's
preferred load-out arrangement, to the COMPANY for
approval, NOT later than four (4) weeks before the date of
load-out.
Issuing to the COMPANY six (6) copies of the final approved
drawings after which the COMPANY will return to the
Fabricator an approved or marked-up (to be revised by
Fabricator accordingly) copy of the first submission.SARAWAK SHELL BERHAD

The manner of positioning the components onto the barges, as
proposed by the Installation CONTRACTOR, may be subject
to review by the FABRICATOR, to ensure that it is
conducive to a successful and logical completion of the
Load-out.
Manpower_and Equipment
‘The FABRICATOR shall be responsible for the supply of all skilled
technicians, labour, material and equipment required for the
load-out operations, including but not limited to all temporary
works for the movement and handling of the structures such as skid
beams, trolley rails, hawsers, winches, dead-men, lifting slings
and hooks, shackles, temporary pad-eyes, access platforms and
access ways, etc. as required, and shall be responsible for the
hire of all craft, shear legs, tugs, cranes, etc. necessary to
effect a safe load-out.
The FABRICATOR shall furnish all required manpower and equipment
on an around-the clock basis, including rest days and holidays, if
required, at no additional cost to the COMPANY.
Representatives of the Installation CONTRACTOR must be present
during the load-out operations, to operate the baliasting pumps
and position the barge(s) as instructed.
SEAFASTENING FOR TRANSPORTATION
Unless specified otherwise, the Installation CONTRACTOR shall be
responsible for the following:~
(a) Prepare detailed seafastening design calculations and
drawings for all fabricated structural components/loose
items on the respective transportation barge for safe
transportation of all materials.
Arrange for a Company approved independent Marine Surveyor
to certify the seafastening design calculations and
drawings of the fabricated structural components/loose
items.
Submit two(2) copies of the certified seafastening design
calculations and four(s) copies of the certified
seafastening drawings to the COMPANY for approval five(5)
weeks prior to the load-out of the fabricated structural
components/loose items.
Submit Six(6) copies of the calculations and drawings if
approved by the COMPANY.Bal

Revise the design calculations and drawings and re-submit
1x6) copies for final approval If the COMPANY return to
the CONTRACTOR a marked-up copy of the seafastening design
calculations and drawings.
Arrange for a Company approved independent Marine surveyor
to Inspect and certify all seafastenings of the fabricated
structural Components/loose items on transportation
spreads are carried out in accordance with the approved
drawings and are sea-worthy for the specific tows.
Issue a signed letter of acceptance, after the final check,
Indicating that the seafastenings have been carried out,
and that the structure(s), meet with his entire
satisfaction.
‘The COMPANY shall approve all seafastening and may request the
Installation CONTRACTOR to modify or augment any proposals for the
above, at any time up to the start of transportation from the Site
and the Installation CONTRACTOR shall comply forthwith with the
revised or additional requirements of the COMPANY.
Drawings and Calculations
The detailed seafastening drawings shall clearly show the tie down
points on the deck and their position relative to the deck's
structural support elements. All tie-down points are to be
preferably welded to the double plates and onto the supporting
deck structures such as beams and bulkheads.
The Installation CONTRACTOR shall analyse each corbination of
fabricated structural components/loose items on the respective
transportation barge, to ensure that the project materials can be
safely loaded/unlcaded and the barge and cargo can be safely
towed. The sea states/wind conditions used in these analyses
shall be clearly Identified and justifications for their selection
provided In the procedures to be submitted to the COMPANY.
These calculations shall give as @ minimum :
(a) Centres of gravity of the barge in ballast and loaded
conditions.
(b) The trim and the list of the loaded barge.
() The trim and the list of the damaged barge. (considering

Statical stability curves for intact and damaged barge
conditions and superimposed by lateral wind heeling moment
curves.
The wind forces.
Charts that show the period of motion with corresponding
amplitudes for rolling, heaving and pitching.
The rolling, heaving and pitching forces
The total forces on each package.
‘The righting moment of the barge with load.
The offloading of cargo barges and the launching of jackets
need to be detailed in the separate installation
procedures.
Further procedures and/or calculations can be requested by
the COMPANY depending upon the specific transportation
requirement.
Dynamic forces are to be obtained based on an approved
method of barge motion response analysis or appropriate
codes.
Manpower_and Equipment
The FABRICATOR shall be responsible for the supply of all skilled
technicians, labour, materials and equipment required for the
seafastening of all fabricated structural components and loose
items to the deck of the barge onto which they have been
loaded-out. This includes but is not limited to provision of all
welders and other labour, welding machines and electrodes, stops,
cleats, brackets and stiffeners, pipe or WF section braces,
hawsers and cables, turn-buckles, cable clamps, shackles,
temporary padeyes, timber and timber wedges, and all miscellaneous
steel shapes and plates.

3.3 Inspection
All welding, and inspection of sea-fastening welds, shall be in
accordance with the requirements of the Contract Documents. All
full penetration welds shall be 100% ultrasonically tested, and
all fillet welds shall receive 2 100% magnetic particle check.
Towing Certificate
With reference to section 1.3.3 of S.E.S. 11.4 the Installation
Contractor shall arrange and pay for a COMPANY approved
Independent Marine Surveyor to certify the transportation spreads
for the tow prior to the departure from the loadout points.
The COMPANY reserves the right to inspect all related matters as
well as to monitor the Independent Marine Surveyor whilst he is
performing his work.
