(PROVIDING
STANDARD CLASSIFICATION FOR ALL PUBLIC TRANSPORT
CONVEYANCES) AND
PROVIDING EXEMPTIONS
TO
THE
MORATORIUM ON ACCEPTANCE OF
APPLICATIONS FOR
CERTIFICATES OF PUBLIC CONVENIENCE

On September 29, 1997, this Department issued Department Order No. 97-1097
setting standard classifications for public transport conveyances to be used as a basis
for the issuance of Certificates of Public Convenience (CPC)for Public Utility Vehicles
(PUV).
Due to the lack of transport services available in airport terminals, new classifications
of public transport conveyances are hereby created and designated as "AIRPORT
SHUTTLESERVICE"and "AIRPORTMETEREDTAXI".
Department Order No. 97-1097 is hereby amended to include paragraphs
which shall read as follows:

Applications for CPCs for Airport Shuttle Service and Airport etered Taxis may now
be accepted and processed by the Land Transportation Franchising and Regulatory
Board.
This Department Order amends and supersedes all issuances inconsistent herewith,
and shall take effect immediately, followingits publication in a newspaper of general
circulation. Three (3) copies hereof shall be furnished to the UP Law Center in
accordance with Presidential Memorandum Circular No. 11 dated October 9, 1992.

In the interest of public service and to avoid confusion among transport service providers and
commuters, a standard classification for all public transport conveyances is hereby promulgated for
adoption by all agencies concerned.
The standard classification presented below shall henceforth be the basrs for the issuance of Certificate
of Public Convenience (CPC) for all Public Utility Vehicles (PUV).

All public utility vehicles shall have uniform seating' measurements, in accordance with the
implementing guidelines ofR A No. 4136 as amended and/or other relevant laws, rules and regulations.

Other rules and regulations that are inconsistent with the provisioJ of this Order are hereby repealed
and/or modified accordingly. Public transport services with subsispng franchise that may be affected
by these guidelines shall be allowed to operate until the validity of the covering CPC has expired.
Henceforth, all vehicles that are the subject of new franchise applications shall be covered by these

This Order shall take effect fifteen (15) days following its publication in the Official Gazette or in a
newspaper of general circulation or filing of three (3) copies hereofwith the U. P. Law Center, pursuant
