Assembly
Several pieces of pressure equipment assembled by a manufacturer to
constitute an integrated and functional whole.
Annex I, ESR
Where, under reasonably foreseeable conditions,
the allowable limits could be exceeded, the
pressure equipment must be fitted with suitable
protective devices, unless the equipment is
intended to be protected by other protective
devices within an assembly.

Thus, examination of the safety of an assembly, i.e.
conformity assessment with regard to the ESR of the
Directive, requires consideration of deviations from
the intended operation.
But, there are nor further statements on what is
reasonably foreseeable and on required risk
reduction (no safeguard is perfect) in the Directive.

Machinery Directive 2006/42/EC
> The manufacturer of machinery must ensure that a risk assessment is
carried out in order to determine the health and safety requirements which
apply to the machinery. The machinery must then be designed and
constructed taking into account the results of the risk assessment.
> It is required to estimate the risks, taking into account the severity of the
possible injury or damage to health and the probability of its occurrence.
