TRANSMISSION SYSTEM EOUIPMENT AND SPECIAL TOOLS PLANTS
1.

INTRODUCTION
Large quantities of stores deteriorate during storage due to number of causes and
become unserviceable / scrap and cause loss to the Company. The care of materials
in store is therefore, an important aspect of O&M activities and requires regular vigil.

2.

CAUSES OF DAMAGES
Deterioration can be classified based on the following causes:i) Biological
ii) Non-biological.

2.1.

DAMAGE DUE TO BIOLOGICAL CAUSES


Damages arc caused to stores by insects and organism such as white ants, Mildew,
Goons and Rots, which are usually referred to as Biological Damages.

2.1.1

WHITE ANTS
These are very common in India and if ignored they are capable of causing endless
damage. The White ant is usually active during the monsoon and prefers moist soil
and may attack stores in contact with walls or roof or ground common forms of wood,
wooden articles, papers books, cloth and clothing fall easy prey to them.

2.1.1.1

PREVENTIVE MEASURES
The use of coal tar is very effective and in-expensive to use. Where the presence of
white ant is suspected the floors especially the corners, wooden piles, racks and
furniture coming in direct contract with the ground should occasionally receive a
coating of coal tar.
Apart from the above the following precautions should also be taken:
i)

Stores should be kept off the ground at least 300 mm high on a platform made of
metal or any material not susceptible to white ant damage.

ii) The floor of godowns and storehouses should be made of cement concrete. All
cracks should be repaired promptly as and when they developed.
iii) Stores should not be allowed to touch roof or walls.

2.1.2

ROT AND MILDEW


Rot and Mildew are names given to organism belonging to the plant kingdom, which
also cause considerable damage to stores. Mildew can be defined as low form of a
large group of plants known as 'FUNGI'. The 'ROT' may in general be defined as state
of deterioration of stores caused by micro-organism called bacteria. Both of them
attack easily all stores, which are of plant origin i.e. contains cellulose of some form or
the other. Rot and Mildew generally take place during monsoon and in places where it
is damp and wet.

2.1.2.1

PREVENTIVE MEASURES
i.

All godowns and store houses must be opened daily to allow free ventilation
particularly during the monsoon season.

ii.

Stores must be kept away from walls and off the ground.

iii.

Stores must not be packed and stacked while wet or damp.

iv.

Store material should be frequently turned over wherever applicable.

v.

Stores must be inspected frequently and should be immediately treated when


any damage is noticed.

2.1.2.2

CURATIVE MEASURES
There are a few curative measures, which are of general application:
i.

Damaged material should be exposed to the Sun for a few days with a frequent
turn over.
Any insecticide may be used or sprayed on the damaged portion.
Oils and Chemicals used to kill insect pests are effective against rot and mildew
also.

Before any treatment is given, the damaged stores material should be segregated from
the good ones.

2.2

DAMAGE DUE TO NON-BIOLOGICAL CAUSES


Rusting of iron stores, caking of paints, hardening of rubber are such common
experiences and these are some of the most important types of non- biological
damage to general stores.

2.2.1

RUST CORROSION
Steel and iron in contact with moisture and air (Oxygen) form into a powdery
compound- Ferric Oxide Fe3O2, which is commonly known as rust. In the course of time
tiny pits are found on the surface which if allowed to develop may seriously reduce the
effective area of the steel section. This danger is the greatest where monsoons are
particularly heavy.
At such places it is necessary to stock sections under cover and maintains a quick turn
over. All furnished steel articles must receive a coat of oil before putting in bins. When
rusting has already taken place the surface should be cleaned bright with wire brushes
and then covered with grease or suitable paint.

2.2.1.2

PREVENTIVE MEASURES
i.

Boiled linseed oil will keep polished tools from rusting if it is allowed to dry on
them.

ii.

All steel articles can be perfectly preserved from rusting by putting a lump of
freshly burned lime in the case or the container in which they are kept. If the
things are to be moved put the lime in a muslin bag. This is especially valuable
for specimens of iron when fractured, as in a moderately dry place the lime will
not want renewing for many years, being capable of absorbing a large quantity
of moisture.

STORES OF OILS AND GREASES IN DRUMS


Oil and grease drums should be stored in covered location. The oil stores or a portion
of a store where oils and greases are kept should be separated and controlled
independently to prevent fire hazard.
A drum of oil store in the open is subjected to much temperature variations, particularly
between day and night. Variation in temperature gives rise to a corresponding pressure
variation inside the drum. Due to expansion and contraction of the contents and the air
inside the drum, if seal is weak, some air from inside is driven out or outside air is
drawn in. This outside air is liable to contain moisture, which may condense inside and
contaminate oil. This contamination of moisture is more pronounced, if the drum is
standing bungs up and the top is wet and the caps are not properly sealed to avoid
ingress of moisture into it.
Transformer/Reactors oil is usually contaminated by moisture and solid impurities
during handling, transport and storage. At low temperature, water is precipitated due to
condensation in the air space above the oil surface in the tanks or drums.

The drums must be stored lying on their cylindrical surface on wooden sleeper and
turned so that both caps lie on a horizontal line. The covered store where oil drums
are to be stored shall be prepared preferably with sand bed with raised platform of
minimum 300 mm or maximum flood level of that area whichever is higher.
Monthly inspection of condition of oil drums in respect of any leakage to be ensured
and leaking drums should be taken out of the stock.
2.2.2.1

STORAGE OF OIL IN TANKS


The size of the storage tank for oil can vary but a volume of 6-15m3 have proved to be
suitable for storing the oil for longer duration or for circulation when required. The
storage tanks should be sand blasted inside or painted suitably for oil storage purpose
and fitted with suitable top inlet and bottom outlet, dehydrating breathers, oil level
indicators, provision of drain valve and manhole covered with effective sealing. Before
usage, the tanks should be inspected and if necessary cleaned.
The condition of dehydrating breathers shall be inspected periodically say once in 3
months and if required the dehydrating material should be reconditioned or replaced.
The BDV of the Oil shall be checked up once in 6 monthly.

2.2.3

RUBBER AND RUBBER GOODS


Rubber is a vegetable product and most articles made for it are subject to deterioration
at a rate depending upon the climate condition under which they are stored.
It is desired that the date of delivery of these items are noted in the register with the
expiry date of material depending on the manufacturers recommendation. The
consumption of these type of material shall be always FIRST IN and FIRST OUT.

2.2.3.1

STORAGE CONDITIONS
i.

Effect of sunlight: Sunlight has a very bad effect on rubber. Stocks should not
be exposed to it directly.

ii.

Ventilation: Air currents in the store room should be avoided, especially if the
incoming air is drawn from brilliant sunlight as it has been found that such air
carries with it the very harmful effect of actinic rays.

iii.

Humidity: During the period of very low atmospheric humidity, i.e. during the dry
summer months, open dishes of water should be placed in the store room or
some arrangement made for periodic wetting of the floor.

iv.

Storage Racks: Actual storage of rubber goods should be open frame work or
racks to give a free but not agitated circulation of air. The lowest bin should be at
a height sufficient to provide reasonable floor clearance. Tyres should always
stand on end and never be stacked horizontally one upon another, otherwise
distortion of the lower tyres occur.

3.0

PROCEDURE REGARDING INDOOR AND OUTDOOR STORING AREA

3.1

INDOOR OR COVERED STORE


The main building should avoid large unprotected or easily accessible windows and
wide ventilators. Brick buildings or corrugated sheds with bricked plinths are the most
suitable enclosure for store houses, while designing a store building or deciding
alterations or extension to existing structures 'intruders' point of view must always be
borne in mind. While releasing the construction drawings for the switchyard, the
formation level of the stores also to be worked out based on the contour level data
furnished by site so that the storage area shall be necessarily at a higher formation
level to avoid water logging. Suitable entry and exit points also are to be considered.
Racks for storing valuable and pilferage-able nature of items should be designed in
such a way, so that these may afford full protection to the materials stocked therein.
While stocking machinery and plant, lorries, water pumps etc. on long-term basis, all
important copper or brass mountings should be removed and kept inside with safe
custody.
Suitable design of illumination and using of FRLS cables to be considered to prevent
any fire hazard and its spreading to the adjacent area. And also suitable fire alarm
system to be incorporated along with provision of exhaust fans with guard shall be
made in the store room. Special care should be given for warming such that space
heater in MOM box can be connected.

3.2

OUT DOOR STORE


For storage of outdoor equipment a concrete base to be prepared and the size may be
fixed to approximately 400 sq. m. However the area mentioned above is indicative only
and may be assessed on the exact requirement.
The level of this platform should be minimum 300 mm above ground level or above the
maximum flood level of that area.
It shall be ensured that under no circumstances the water level shall rise above the
flooring level. Materials shall not be stored at places prone to water logging.

Further the outdoor storage should be at least 100 meter away from the energized bay
equipment. This will avoid the consequential damages in case of blasting of oil filled
equipment or other equipment subjected to explosion during operation.
For easy access of the stored equipment, it is desirable that a cranable road all around
is available. Further in order to load/unload of material to the open storage area a
suitable point should be marked at a height matching with the base of truck with the
open storage area. There will be a negative slope below the ground level such that
truck level match.

The fire hydrant points (say 2/3 nos.) may be suitably located if available at the substation. Other fire fighting equipment like water buckets, sand buckets etc. are also to
be placed at indoor as well as outdoor storage area. Few tap water points should also
be provided surrounding the storage area. A low cost fire fighting arrangement with
separate bore- well, storage tank, booster pump and flexible hoses can be envisaged
where extension of hydrant line from substation is not economical or not technically
feasible.
The area around the open storage shall be well illuminated and fencing around the
open storage area shall be ensured.
3.3

GENERAL STORING
AIl equipments including mandatory spares on receipt shall be inspected after
removing the packing before storing and in case of delay in erection activities, the
equipment should be packed again using the same packing material.
The equipments that are to be stored outdoor in packed condition must be properly
wrapped with polythene covers.
Before using any spare, it has to be verified for its functional testing and other
satisfactory tests covered under Pre-commissioning procedures.
Scrap and unused material shall be removed from the main storage area and placed at
a location identified as scrap area.

During storage of the equipment, it is to be ensured that storage, handling instructions
should be retained along with the packing in moisture protective cover as well as in the
classified documentation file.

3.4

PROTECTION OF MATERIAL
The instinct of theft is human weakness and its active manifestation is dependent upon
the ease with which it can be fully or partially satisfied. The intrinsic value of an item or
items need not always be a primary consideration. The basic principle of avoiding a
theft, therefore, is to make its execution an extremely difficult if not an impossible task.
This may be accomplished in several ways.

3.4.1

FENCING
The storage area shall be provided with a fencing of barbed wire surrounding the open
storage area & storage shed. If boundary wall is provided in the surrounding of store,
the barbed wire fencing can be provided over the top of the wall and charged with low
voltage ( say 50 Volt AC). An alarm system may be provided to warn the security staff.

3.4.2

YARD LIGHTING
It may not be necessary during night to keep lights burning inside the locked godowns,
but the outside yards, verandahs, corridors and entire neighborhood of the boundary
wall should be adequately illuminated. Adequate number of watch towers all along
near to the store to be provided.

3.4.3

STAMPING OF COMPANY MATERIALS


There are possibilities of certain items of stores being misused or misappropriated
while in the custody of the consumers. Quite a number of items are capable of being
utilized for private purposes and being offered to outsiders for sale. An effective way to
discourage misuse and pilferage is to mark or stamp such items suitably.

3.4.4

CARE OF MATERIAL AGAINST FIRE


Losses by fire can be classified as accidents and like most accidents they are
preventable. In a store Depot/ Store House there are several sources of fire which, if
uncontrolled, are likely to destroy inflammable goods of which large quantities are
mostly held in stocks.

3.4.4.1

CAUSES OF FIRE AND THEIR PREVENTION

3.4.4.1.1 ELECTRIC SHORT CIRCUIT


Any short circuit sparking or smell of burnt rubber should be immediately reported to
concerned executive for action.
3.4.4.1.2 SPARKS FROM UNINTENTIONAL HUMAN
Danger from human elements is limited to combustible material stocked in yards which
may be due to unintentional disposal of butts of BIDDIES / CIGARETTES, Timber, fire
wood, dry grass, coal stacks, and rubbish heaps etc. are the items which are likely to
catch fire and may in turn transmit the conflagration to a larger area. Yards must be
freed of all unnecessary Scraps / Garbage etc. and weed especially before the
approach of dry season. Further in order to avoid Fire Hazards, suitable anti-weed
treatment as being done for switchyard need to be done for out door stores also. Sign
Boards of NO SMOKING/ SMOKING PROHIBITED ZONE may be placed at various
places of INDOOR / OUT DOOR store.
3.4.4.1.3 AUTO-COMBUSTION
In summer oil soaked fire wood or cotton waste are likely to ignite. Cotton waste or
other rags used for cleaning tanks or other implements in an oil godown or elsewhere
should not be left inside the godown nor thrown carelessly amidst dry grass or stacks
of wooden sleepers etc but should be thrown into the bins specially provided for the
purpose.
3.4.4.1.4 FIRE FIGHTING APPLIANCES
The fire fighting appliances should be provided at suitable points according to the need
of the Store Depot/Store Houses
i.

Water Buckets.

ii.

Sand Buckets.

iii.

Chemical Extinguishers.

iv.

Hydrants if available in S/S. or water tap points or storage water

v.

Chemical extinguishers should be re-charged as per advice of manufacturer

3.4.4.1.5 COMMUNICATION AND ROADS


If the store yards arc sufficiently large, metalled roads and well kept paths shall be
provided to enable fire engines and large chemical extinguishers to reach all points
where inflammable articles are stacked.

3.4.4.1.6 FIRE ALARM
Suitable fire alarm equipment according to the needs of the place with a extension to
control room be provided to bring to the notice of every one the accident of fire.
4.0

In order to make a standard preservation procedure for all the equipment


of POWERGRID Transmission System, the followings practices shall be
followed

4.1

TRANSFORMER/ REACTORS AND COMPONENTS


For long time storage of supplied goods for Transformer and Reactors, the
manufacturers recommendations are to be followed. In this document it is only a
standard practice or guideline to be followed, however it may differ with that of
manufacturers recommendation at places.
i.

The storing place should be available for inspection and maintenance of the
transformer/reactor. The bedding for the transformer / reactor should be larger
than the bottom surface of the transformer/reactor. The transformer/ reactor is
placed on raised beams so that good ventilation is obtained underneath the
transformer bottom.

ii.

Normally the transformer/reactors are dispatched to site dismantled and filled


with Dry air or Nitrogen. The transformer may be stored up to 3 months after
arrival at the site without oil filling. During the storing time the dry air or Nitrogen
filling shall be maintained, say 20 KPA (0.2 bar) at 20 C. The due point of Dry
air or nitrogen shall be < -25 C and purity of nitrogen shall be > 99 %.

4.1.1

Independent of the duration of the storing time, the direction given below
shall apply for all the components and accessories.

"The control cabinets shall be carefully be unpacked and stored in upright position
indoor. The heating element of the control cabinet could be electrically connected.
Before such electrical connection all transport supports inside the cabinet must be
removed and carefully checked that nothing is in contact with the heating elements
inside the cabinet. Also the air holes for ventilation shall be checked to be open."
Only the part of HEATER illumination circuit of the control cabinet is to be electrically
connected and all other parts are to be isolated.
Protection Earthing of the Control Cabinets is recommended during the storage and
shall be arranged by connection to Earthing Clamp outside the Control Cabinets.
4.1.1.2

CONDITION MONITORING OF TRANSFORMER/ REACTOR & ACCESSORIES


During the storing time, the storing place, transformer/ reactors, components and
accessories are inspected regularly. Observations, readings, measures and dates
should be noted in formats standardized and enclosed with this document. In case of
faults or abnormal observation, immediate rectification action shall be initiated with
intimation to RHQ.
Check at even intervals and further more during rain, storm, etc. the foundation
material (boundary beam etc.) and the condition of the ground.
Inspect the Transformer/Reactors periodically with regard to possible external faults
and or rust damages (say 6 monthly).
Check the heater condition and illumination of control panel at 6 monthly interval.
Heaters in control panel are to be switched on manually on weekly basis.
If the Transformer/Reactor is only air/ Nitrogen filled, one should check air/ Nitrogen
pressure. If the Transformer/ Reactor is oil filled, one shall take oil samples after 6
months. The oil is to be tested for Break Down Voltage (BDV) and moisture content.
DGA of oil to be carried out in case the transformer/ reactor is energized earlier with
high voltage. However prior to high voltage energization all pre-commissioning checks
for Transformer/Reactor as per CC/OS guidelines to be carried out.
All pumps and fans of spare Transformer/Reactor shall be operated on Monthly basis
and any discrepancy noticed shall be rectified.

Check the condition of the dehydrating material silica gel on 3 monthly basis for
transformer and transformer oil storage tank. The colour of silica gel shall be blue. In
case the colour of 50 % of volume of silica gel found to be pink, the same should be
replaced/re-generated.
4.1.1.4

BUSHING
On receiving, the bushing shall be carefully inspected with regard to transport damage
and action shall be initiated in line with the terms and conditions stipulated in the
contract document. Please note that the bushing have been routine tested with bottom
end immersed in oil and same oil may be left, especially in the narrow opening
between porcelain and metal. If leakage is suspected the bushing must thus be
carefully cleaned with solvent (alcohol) several times before a new tightness check is
made. The bushing may be stored horizontally up to 6 months. For storing over 6
months it is recommended to place the bushing in the vertical position with the top
bushing upwards or inclined with the top end upwards and at an angle of at least 5 or
more based on manufacturer s recommendation.
For long term storage several method can be adopted to keep the bushing at least 5
angle with top of end upwards. As per inventory norms, there may be 3/4 bushing
supplied as spare with each type, each make Transformer / Reactor. Normally the
transport casing is having heavy sleepers at the bottom. But it is preferred to prepare a
platform of concrete base in the outdoor with inclination of minimum 5 or more
depending on manufacturer's recommendation such that natural storage can be made
with heavy sleeper at base. However, for Oil Impregnated Paper (OIP) bushings, the
gasket surface and metal parts below the flange shall be covered with polythene or
vinyl sheets to avoid rusting.
When the bushing has been stored horizontally (unless manufacturer recommended
that they have some oil system which does not allow bubbles to form when the bushing
is in horizontal condition), it shall be raised with the top up at least 12 hr. before service
voltage is applied and 24 hr. before test voltage is applied.
Corporate OS/ Manufacturer shall be referred to provide a suitable standard design of
storing the nos. of bushing at a particular site/Regional store.

4.1.1.5

4.2

CIRCUIT BREAKER
Upon delivery of equipment and before any handling, make sure that the cases and
packing used for transport are in sound condition and that no case is missing.
Immediately after receipt of any spares, inspection to be carried out, and in case of
damages or missing items, a claim should be made in line with the terms and condition
stipulated in the contract agreement
In case of breaker transported with hydraulic operating mechanism as a factory
assembly unit. It is recommended not to remove the various assembly of the hydraulic
circuit before final erection. These obstructers prevent ingress of dust or foreign bodies
in the circuit during storage period.
As per inventory Norms breaker pole along with accessories are supplied as spares.
This breaker is to be preserved so that as and when required it shall be available for
further re-erection and use. The breaker spares should be stored indoor along with
their packing cases.
In order to achieve this it is recommended that one or two foundation as per design
may be made near the open storage area which is approachable by crane etc. The
foundation shall be identical to the main foundation as made in the yard for similar
breaker. The complete breaker pole shall be erected on the spare foundation, same in
line with tile other breakers, but this requires suitable supporting structures and
provision is to be made in the LOA for the same.
The control cubicle and marshaling kiosks may be stored inside in case it is not
possible to erect with one pole column and interrupter. The kiosks and control cubicles
will be stored in the covered storage room free of corrosive atmosphere with heating
resistors switched on.
It is recommended to store all the loose parts of the circuit breaker indoors. The
following storage precautions shall be strictly adhered to.
i.

The equipment is to be stored for more than 3 months or the weather is humid,
switch on the anti-condensation heaters provided in the control unit, local control

The rubber pans like oil seals, gaskets, washers etc. should be stored in such a
way as to avoid mechanical damages and should be smeared with suitable
powder before storing. Store them in the covered storage room away from heat
and moisture to avoid deformation.

v.

All the sealing surfaces and surfaces of terminal plates etc. should be protected
from damages during handling and storage. The open ends should be properly
sealed with Teflon/ polypropylene covers/caps to prevent ingress of moisture

vi.

The operating rods are wrapped in a polythene paper with silica gel bags to
protect them against moisture. As soon as the rods are received check whether
the silica gel is still effective.
Blue color -Silica gel effective
Pink color -Silica gel absorbed moisture. Requires reconditioning
If the color of the silica gel is pink, unpack the operating rods carefully by cutting
open at a suitable point and replace the silica gel. Carefully re-seal the
polythene paper using tape since moisture will penetrate even through the
smallest hole.
Note: Do not open sealed tins containing hydraulic oil and filter material till the
time of usage.

vii.

Tools, accessories and SF6 gas handling equipment should be stored inside
covered storage area. Care should be taken to cover them with polythene to
prevent deposit of dust and other foreign bodies. Periodic condition monitoring
of gas handling unit shall be ensured by running it for 10 to 15 minutes after an
interval of I Year. While not in use, it is preferred that the gas handing unit is
jacked (if provided) and all pressures from the tire may be maintained.

viii.

The metallic joints of the pneumatic system should always be covered with
shellac paint to avoid oxidation during storage period.

ix.

Control block, Contractors, Relays, Coils, and Switches etc. should be stored
with polythene covered.

x.

Consumption of various items shall be on FIRST IN and FIRST OUT basis.


Each item should be identified for its self life and a label is to be marked on the
storage item regarding its delivery date and expiry date etc. These items shall
be checked for physical damages and regular intervals to make it serviceable.

4.3

132 / 220 /400kV CURRENT TRANSFORMER & DCCT


The current transformer is normally transported in a strong wooden case. In order to
clearly indicate the correct position of the case during transportation, the standard
symbols are normally used and is written normally on the case. Like: This side up/
Fragile / Lift here / Center of gravity.
The current transformer is dispatched in horizontal condition due to transport limitation
in height. If required it can be stored for a shorter duration say 6 Months in horizontal
condition within own packing cases. After receipt of spare CT a thorough external
examination always be made immediately to see noting is damaged / missing. Check
for any oil leakage and inspect the paint work. Notification of the same should be
informed in line with the terms and condition stipulated in the contract document.
The CT in vertical position should be lifted only by lifting lugs on the bottom of the tank
using the sling guides provided on the top chambers. For long term storage it is
recommended that the CT shall be stored on the foundation in a vertical position. The
foundation is to be prepared near to the open storage area and the foundation level is
minimum 300 mm above the ground level or HLF which ever is higher. It is also to be
ensured that crane-able road is available near to the CT foundation for future
requirement. Since the structure of CT is not a part of spare, it is recommended that a
small structural work using C-channels/I-beam may be prepared to suit the foundation
bolts and CT base hole. In case it is difficult to prepare a structural work CT may be
installed directly on the foundation. However foundation bolt casting shall be made to
match with the base hole of the CT.
In case suspected damage to the insulator by un-intentional act or fly object, it is
recommended that wooden planks/covers shall be provided on surfaces.
Further it also to be ensured that the foundation bolts are tightened properly same in
line with the CTs erected in the bay. Ensure that the terminals in the secondary side
are shorted and connected to earth. Also the primary terminal P1 and P2 are shorted
and connected to earth.

Same in line with CT the CVTs/DCVD are to be stored on foundation in vertical
position in the open storage are near to Current Transformer. Also it is to be ensured
that the Sl. Nos. for all the stacks of CVT shall be identical. Since the mounting
structure is not a part of CVT/DCVD spare, it is suggested to keep the CVT/DCVD
directly on foundation or fabricate a small structure using I-beams and/or C-channel to
match the foundation bolt and base of CVT. Further the HV terminal is to be shorted
and grounded.

4.5

INSULATOR
Normally the disc insulators are dispatched from the manufacturer works to site by
wooden crates. However before storing, it is to be inspected for physical damages, if
any. For long-term storage it is recommended that the crates are to be protected from
rain and white ant etc. The insulator crates are to be kept under a covered area as
indicated in the Diagram -I on a raised platform near to the closed store. The raised

platform (min. 300 mm from the ground level or HFL which ever is higher) shall be filled
up with fine sand in order to avoid weed growth and chipping of insulators. In case it is
not possible to store insulators in closed space in that case it can be stored in open
space with sand cushioning of minimum 3 inch. Further the nos. of stacks shall be
limited to 3 or 4 depending upon the space requirement and condition of the packing
wood. Loose insulators may be repackaged into wooden crates and stacked properly.
The each type of insulators are to be staggered and stored by providing identification
markings indicating make, EMS value. Monthly condition monitoring shall be carried
out by physical external damages etc.
The insulator stock in the stores is to be used first. And the fresh arrivals may be
stocked for upcoming stations.
4.6

TOWER PARTS
As per the 0&M norms complete tower shall be stored at Sub-station which are being
identified by the region. The tower members shall be stored on a raised platform (min.
300 mm from the ground level or HFL which ever is higher) and it is to ensure that no
water stagnation in and around the storage area even in the monsoon. The platform
shall be an area of approximately 1000 sq. m. However area can vary depending upon
the actual quantity of spare towers. The platform may be prepared on providing Brick /
stone pitching. All members and plates shall be marked according to tower BOQ and
all similar members of all complete spare towers shall be stacked and tied by
galvanized steel wire. For easy locating identification plates are to be provided near to
each type and design of towers.

4.7

TOWER ACCESSORIES AND HARDWARE FITTINGS


Tower accessories and hardware fittings (AIum. parts only) are to be stored inside
covered storage area preferably in the racks and all other steel parts are to be stored
near to tower parts in open storage area. Each type of hardware and fittings are to be
staggered and stored by providing identification markings indicating make, type and
other details for quick retrieve.

4.8

MOTOR AND PUMP


If the motors and pumps are stored for a long time at the site, it is necessary that
certain precautions are to be taken to safeguard the motors and pumps. Motors /
pumps must be stored in packed condition with polythene cover and silica gel intact in a
covered storage shed to avoid ingress of moisture and dust. The motors / pumps
should be stored in places where there is no excessive vibration, as this would
otherwise damage the bearings. While handling under no circumstances the motors/
pumps should be dragged on the floor or handled as otherwise this will spoil the finely
ground feet which will ultimately disturb the alignment of the motor / pump. Spare
motors and pumps are to be used replacing the installed equipment during annual
maintenance in a cyclic fashion.

4.9

OPERATING DEVICE FOR BREAKERI ISOLATOR


A check for possible damages to the operating device shall be made during unpacking.
The device should preferably be stored indoors. The heater should always be switched
on in order to prevent condensation of moisture. In order to avoid entry of dust particles
it is to be ensured that the doors are properly closed and all holes are blocked except
breathing hole. Further the gear and other moving parts are to be lubricated as per the
manufacturer's recommendation.

4.10

CABLE, CONDUCTOR AND CABLE DRUM


The cable are either wound on reels or drums or supplied in coils packed and labeled.

It is recommended that all similar type of cut piece cables may wound on the steel cable
drum indicating the length of cables with proper identification marking of the drums for
easy finding in future. The above data also to be maintained for proper storage and
inventory purpose.
The stock lying in the stores need to be used first and the fresh arrivals to be stored for
upcoming stations. While in storage the ends of the cables be kept properly scaled to
prevent any ingress of moisture.
For long term storage it is recommended that all control and power cable drums arc to
be protected from rain, white ant etc. and both ends of the cable are sealed with cable
sealing compound. The cable drums are to be kept under a covered area as indicated
in the DIAGRAM -I on a raised platform near to the closed store with ramp entry for
easy handling. The raised platform (min. 300 mm from HFL or the ground level which
ever is higher) shall be filled up with fine sand or PCC" based on cost analysis in order
to avoid weed growth.
Conductors and earth wire shall be rolled on steel drums with proper tightening at both
ends and stored on outdoor raised platform.
4.11

CAPACITOR
Check that the capacitors have not been damaged in transit. The goods may be heavy
and bulky. Therefore ensure that a lifting device is available for unloading purpose. In
case the units are transported as individual, care must be taken to ensure that the
bushings arc properly protected and not to be used for handling purpose. Unless the
capacitor arc to be installed immediately after delivering they must not be stored in wet
packaging. Capacitors for outdoor installation should therefore be unpacked on delivery
or stored indoors. Capacitors for indoor installation must not be stored outdoors. It is
recommended that the capacitors stored inside for long term preservation purpose may
be kept in vertical position and initial capacitance measurement may be performed to
keep the base data.

damage. In case transit damage is found, a claim should be filed immediately in line

The majorities of air core reactors are designed for outdoor applications and can be
stored outdoors without further protections. If there is any doubt the environmental
condition of any substations where it is to be stored, the items should be stored indoors
and if required the manufacturer may be consulted.

CONTROL RELAY PANEL AND PRINTED CIRCUIT BOARDS


Upon receipt of the control and relay panel it should be inspected for any physical
damage. It is recommended that the relay is kept in its shipping carton until it is
installed. The place where the relay is stored should be dry and free from dust and
should have normal room temperature. When a relay cubicle is stored for a longer
period of time in an unheated control room with a relatively high humility, for example in
a new installation, and without being taken into service, a cubicle should be equipped
with a heater which is connected in immediately.
For long term storage of relays and its accessories that the relay may be kept in its
original packing and it is to be ensure that all screws and units are securely tightened (if
provided). Check that the relays have the correct data and it should be tested for check
measurement prior to storage in clean, dust free and dry place.

The printed circuit boards may be kept in its original packing and it is to be ensured that
all electrostatic protection covers shall be intact along with polythene. The PCBs are
also to be checked for their functional checks prior to storage.

LINE TRAP AND SURGE ARRESTOR


The line trap, coupling capacitor, surge arrestor etc. are to be stored outdoor on the
raised platform. There is no need for foundation for SA to be erected vertically as SA
parts are dispatched to site with nos. of stacks. Each stack shall be stored separately.
However, LMUs, Balancing transformers, surge counters and monitors are to be stored
indoors.

4.17

TRANSMISSION LINE AND SUBSTATION TOOLS


The tools and plants which are used in the transmission lines and substations are to be
stored properly such that as and when required it is to be used safely. Regardless of
ownership, tools are subject to inspection. The use of tools considered defective upon
inspection shall be prohibited.
The following tools and plants for transmission line and substation may be stored in
doors and to be inspected at an interval for its operation whenever applicable.
i.

Ladder The ladder should be maintained in good condition or removed from


service if found unsuitable. Ladders shall not be painted, a protective coating of
clearly varnish, linseed oil or other transparent non conductive coating shall be
used.

ii.

Hand tools Hand tools like metallic tape, metallic ruler or fabric tapes, portable
electric tools, pneumatic air tools, jack hammer, jacks, hydraulic tools, chains and
hoists, tool bag etc are to be stored indoors and are to be inspected or their
smooth operation and wherever required lubrication has to be carried out.

POWERGRID vehicles must be kept under proper storage condition while not

Trailers: Trailers must be attached to vehicles with approved safety hitches and
safety chains that are in good condition. Trailer wheels should be blocked

Tractors, loaders, forklifts: loaders and forklifts when parked must have
buckets or forks lowered onto ground or floor.

viii.

Oil filtration machines and oil storage tank should be kept on the cemented floor
or hard surface and it is to be ensure that there should not have any vegetation
growth around the machines. It is preferably be kept under covered shed (may
not be inside storage shed). The oil filtration machine shall be jacked up (if
provided) while not in use and wheel pressures are to be maintained. All the
preventive maintenance are to be carried out as per the recommendations of the
manufacturer. Further trial operation of filter machine regarding all the functional
checks should be carried out once in 6 months.

CONCLUSION :
The equipment spare parts and testing instruments etc. are to be preserved in a safest

The condition monitoring of various substation equipment and transmission line are
tabulated in TABLE-II.
The detail procedure of various testing recommended in the condition monitoring shall
be a part of maintenance document, which is being prepared by CC/OS. Also part of
testing procedures already documented in Pre-commissioning procedures and formats
for substation bay equipment.
The responsibility of carrying out of Inspection/Testing of spares shall be with Stores
officer and Maintenance Engineer and the records of all tests shall be documented as
per the enclosed formats TABLE-III with this document. Further these documents shall
be checked and countersigned by SUBSTATION INCHARGE/GROUP HEAD.
