REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)
Integrated Water Resource Management (IWRM) Quality at Entry Review
The African Development Bank seeks expressions of interest from suitably
qualified consulting firms to perform a quality at entry review to assess whether
the principles of the Integrated Water Resource Management approach (as set out
in the Banks IWRM 2000 policy statement) are reflected in the design of water
operations financed and/or managed by the Bank and approved over the period
2000-2010. The review will look for evidence of emerging IWRM approaches and
examples of good practice and recommend practical changes to improve
project/programme design and quality at entry.
Interested consulting firms are invited to respond by submitting information
indicating their qualifications to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.). Consultants may constitute joint-ventures to enhance
their chances of qualification.
Key personnel for this assignment will have at least a Masters Degree in
economics, water management, environmental issues, water engineering,
experience in the delivery of water related investment projects/programmes and a
minimum of 10 years professional experience in water development in Africa. The
Consulting Firms team of experts should show specific experience and knowledge
in approaches to integrated water resource management and the design of water
interventions, policies and technical assistance that reflects emerging issues in
water development.
Eligibility criteria, establishment of the short-list and the selection procedure shall
be in accordance with the African Development Banks Procedures for the
Procurement of and Use of Consulting Services Funded by the Administrative or
Capital Budget of the Bank Group. The African Development Bank Group is under
no obligation to shortlist any consultant who expresses interest.
Expressions of interest must either be emailed to the address below no later than
Friday 28th October at 18.00 Tunisia time. Submissions should quote IWRM
Quality at Entry Review and should be submitted in English or French.
