REQUEST FOR EXPRESSIONS OF INTEREST

MONITORING AND EVALUATION SPECIALIST

INVESTMENT IN DIGITAL AND CREATIVE ENTERPRISES (iDICE) PROGRAMME

The Federal Government of Nigeria has received support from the African Development
Bank (AfDB), Agence Française de Développement (AFD) and the Islamic Development
Bank (IsDB) towards the implementation of the Investment in Digital and Creative
Enterprises (iDICE) Programme and intends to apply part of the agreed amount to
finance payments under the contract for a Monitoring and Evaluation Specialist.

The services included under this programme include providing implementation


leadership for results monitoring and evaluation of iDICE across all its three components,
including Enterprise and Skills Development, Expanding Access to finance, and Enabling
Environment and Institutional Support, while ensuring nationwide reach. The
responsibilities of the Monitoring and Evaluation Specialist will include but not be limited
to:

• Responsible for evaluation and monitoring activities towards the achievement of


key program objectives in the programme.
• Ensure that the project is implemented in accordance with the Financing
Agreement executed between the Federal Government of Nigeria (FGN) and all
its financing partners.
• Be responsible for developing status updates and stakeholder reports on IDICE
Program activities.
• Support for the administrative and operational work of the Program Coordination
Unit (PCU) of the iDICE program.
• Coordination of monitoring and evaluation for the Programme.
• Develop the Monitoring and Evaluation Framework, and related tools for the
Program in line with its results-based framework and monitoring plan.
• Putting in place the management information system to track and report on Key
Performance Indicators.
• Build a multi-rater feedback loop that generates lessons for subsequent activities
through-out the cycle of the Program.
• Developing and overseeing gender sensitive, youth friendly and inclusive
reporting system for all interventions under the iDICE.
• Initiating planned beneficiary and related surveys to adequately document
findings, learnings, and transformational impact stories.
• Preparing and presenting reports (quarterly; annually) on projects under the iDICE
program.
The Bank of Industry now invites eligible Individual Consultants to indicate their interest in
providing these services. Interested consultants must provide a concise Curriculum Vitae
and any additional documents that may be stated as required with the following
information indicating that they are qualified to perform the services:

Minimum Required Qualification:

• A University degree.
• A minimum of 5 years' work experience.
• A minimum of 3 years' experience at an associate level with a development
partner institution, with proven skills in management and coordination.
• Experience managing, designing, and coordinating program/project monitoring
and evaluation activities and communication with delivery partners and program
donor(s).
• Excellent problem solving and analytical thinking skills.
• Excellent negotiation and communication skills.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank's "Procurement Policy for Bank Group
Funded Operations (October 2015)", which is available on the Bank's website at
http://www.afdb.org. Only the experience and qualifications of individuals shall be used
in the selection process.
