DDU-GKY Program
• Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is the
skilling and placement initiative of the Ministry of Rural Development
(MoRD), Government of India. DDU-GKY has its origins in the Aajeevika
Skills programme and the ‘Special Projects’ component of the
Swarnjayanti Gram Swarozgar Yojana (SGSY). The scheme focuses on
catering to the occupational aspirations of rural youth and enhancing their
skills for wage employment.

• Implementation of DDU-GKY involves State Governments, Technical


Support Agencies like the National Institute of Rural Development and
Panchayati Raj (NIRD & PR), and Project Implementing Agencies (PIAs).

• It aims to target youth, under the age group of 15–35 years. A corpus of Rs
1,500 crore and is aimed at enhancing the employability of rural youth.
Under this programme, disbursements would be made through a digital
voucher directly into the student’s bank account as part of the
government’s skill development initiative.
About NRLM
• Aajeevika-National Rural Livelihood Mission (NRLM) is
a poverty alleviation project implemented by Ministry
of Rural Development, Government of India in the year
2011. This scheme is focused on promoting self-
employment and organization of rural poor.
• Aided in part through investment support by the
World Bank, the Mission aims at creating efficient and
effective institutional platforms of the rural poor,
enabling them to increase household income through
sustainable livelihood enhancements and improved
access to financial services.
Aajeevika Skills : Making Rural
Poor Youth Employable
The Aajeevika Skill Development Programme (ASDP) is a sub-mission under NRLM. It
has evolved out of the need to:

• Cater to the occupational aspirations of the rural youth who are poor and to diversify
incomes of the rural poor.

ASDP gives young people from poor communities an opportunity to upgrade their
skills and enter the skilled work force in growing sectors of the economy.

Key Features:
Residential and Non-Residential Training
Minimum 3 months of training with modules on trade specific skills, IT and soft skills.
Implemented under the supervision of the central and state governments
70% assured placement above minimum
wages Post placement support
Food and transport support during training
How to Partner with NRLM
• ASDP is a partnership between the Central and State
governments and Project Implementation Agency (PIA)
who implement them on the ground. Companies to register
as PIAs to be eligible must be:
• Be registered under any of the Indian Trust Acts or any
State Society Registration Acts or any state Co-Operative
Societies Acts or The Companies Act of India 1956 and be
• An educational institutions with their own land and
buildings or
• A corporate for profit entity (for captive placement) or
• An entity that trains and places for improved public
service delivery or
• A for profit or a not for profit training provider (providing
employment elsewhere)
Permanent Registration Number (PRN)
• Scanned Copy (saved in PDF or JPEG with maximum file size 300kb,

Application - Requirements
• Minimum 3 years audited balance sheet and ITR returns
required. Net Worth Positive
• Turnover of the company should be at least Rs.25.0 lacs (avg) for
3 years.
• CA Letter, template of which will be shared, once we start the
application work
• Dedicated Staff Member, who would interact with me for
documents collection and other requirements
• Other relevant organization documents such as manuals, and if
applicable previous training details and own training centers
details.
• Most important One Day Orientation Training Certificate, if
under ‘C’ Category.
• Qualitative Appraisal documents to be uploaded before
application submission

Implementation Agency ) Roles
and Responsibilities
PIA – Key Roles
• DDU-GKY invests in projects, PIA’s / training partners who play the
all-important role of becoming the bridge between industry and
candidates. Building a project requires partners to complete a
proposal, and strategic tasks that involve:
• Once the project is approved, the pillars that lead to success for
training partners is:

• Mobilization: Mobilization is the task of getting the right


candidates• into the training program.
• Training: comprises of setting up of a training centre in compliance
with the norms and standards of DDU-GKY SOPs. and delivering the
program at the centre using industry relevant training, technology
enabled and innovative training content, qualified trainers,
pedagogy, engaging training methods, work readiness inputs, and
work oriented counselling. Training duration can range from 576
hours to 2,304 hours (from a minimum of 3 months to a maximum of
1 year) and allows for On-the-Job Training (OJT) as well

• Training Assessment and certification: is about facilitating
Independent third party certification to assess the skill,
knowledge and attitude of trainees. DDU-GKY works with
NCVT or SSCs of NSDC for curricula, assessment and
certification. All successful eligible candidates will be
provided with relevant government recognized and
cobranded Skills Certificates.
• Placement: While every effort is to be made to ensure that
trainees get jobs that match their aspirations and aptitude, a
minimum placement of 70% of trained candidates is
essential for success. According to DDU-GKY norms, a
candidate is considered placed only after 3 continuous
months of work. Facilitating placements and tracking
performance over 1 year, with 3 months of intensive
engagement is also part of the placement process.
Investment Model
• DDU-GKY follow a fixed cost model and
incentives linked to successes in outcomes to
training partners who meet eligibility
requirements. It also encourage innovations,
not only in training and pedagogy, but also in
projects on the whole. The investment model
follows the preferences indicated earlier,
through a simple process of categorization of
partners and projects.
About National Skills Sectors
• Sector Skill Councils (SSC)
• Sector Skill Councils are set up as autonomous
industry-led bodies by NSDC. They create Occupational
Standards and Qualification bodies, develop
competency framework, conduct Train the Trainer
Programs, conduct skill gap studies and Assess and
Certify trainees on the curriculum aligned to National
Occupational Standards developed by them.
• Till date, the NSDC Board has approved proposals for
38 Sector Skill Councils. There are approximately 450
Corporate Representatives in the Governing Councils
of these SSCs

Applying for Project:
• With a Valid PRN, we would apply for the Proposal. This Application
form needs to be filled properly after doing the required market
survey & having collecting all the required supporting documents of
the organisation towards initial screening and qualitative appraisal
(refer next slide)
• Based on the number of trainees, as per PIAs funds eligibility limits
(which I would figure out). The Project cost along with Target is
finalized. Submit the project application form with complete and
accurate details along with Application fees of Rs.25,000/-.
• Apply for Project Proposal State wise. It is the choice of the PIA to
apply for which state (subject to applications for that state being
accepted at that period of time), district's within the state, SSC
courses and number of students (trainees) as per their preferences.
• “C “ Category PIA member should have attend the Orientation
Program.
Important Note: Effective from April 2017
• PIA is required to fill all the details and upload all
documents for both Initial Screening and Qualitative
Appraisal stage at the time of submitting application.
• For Initial Screening PIA has to furnish the mandatory 19
documents (as applicable).
• For Qualitative Appraisal PIA shall upload 32 documents
as per Scorecard 1 or 22 Documents as per Scorecard 2
(as applicable).

• NOTE: Detailed Step by Step guidance , would be shared


once we get associated on documents required for both
Initial Screening and Qualitative Appraisal stage.
After Application Submission…
• After Initial screening of the proposal application,
communication from Rural Skills Team to upload missing or
unreadable documents, if any.
• Qualitative Appraisal of eligible PIA. Notification to this
effect will be received from State Government. PIAs
would / may be required to pay the appraisal fees.
• Meetings with all the PIA’s whose appraisal has been done
at respective State Offices.
• Released of sanction order (SO) / allocation of project.
Time frame to get SO is purely decided by MoRD and State
Government.
• NOTE: Payment of Application fees and Appraisal fees, if
applicable, does not guarantee sanction of project. It is
subjected to fulfillment of DDU-GKY Guidelines , appraisal
process, and notifications issued by MoRD / State.
Qualitative Appraisal
• The documents required to be uploaded covers the following
mentioned parameters:

• A. Organization Strength
• B. Training Infrastructure and Delivery
• C. Placements
• D. Quality Assurance
• E. Financials.

• As this is an internal organization appraisal process between


PIA and DDU-GKY audit Team. Based on Scorecard 1 or
Scorecard 2, which ever is applicable. PIA Management and
Staff member should be and are fully prepared to answer any
questions / queries on documents submitted.
Time Frame: PRN
• Applying for Permanent Registration Number
(PRN):
• Collection of information / documents /
verification: 7 days from receiving the advance
payment.
• Uploading of documents and receiving the
temporary registration number (TRN): 3 working
days
• Completion of Registration within 2 working day
of receiving TRN.
• Receiving PRN, upon successful completion of
registration process within 10 working days.
Time Frame: Application Submission
Completion of Profile:
• Collection of all information / documents and uploading the
same: 7 days from receiving the advance payment and all
documents.
Application Submission:
• Filing of Application form (Draft): 3 days from receiving the
approved application business plan (which I will share) from
PIA and all the required attachments.
• Final Submission of Application: 2 days from PIA making the
NEFT payment of Rs.25,000/- to respective SRLM / MoRD and
my balance payment.
• Sharing of Softcopies of Application form and supporting
documents: 1 days time from successful submission of online
application.
• Detailed Application Process with Time lines would be shared
after receiving the advance payment.
Payments:
• Application fees: Rs.25000/- payable to SRLM / MoRD.
• Please note Qualitative Appraisal Fees may be applicable
in few states. The amount will be communicated through
Notification / email.
