The eligibility criteria, the establishment of a short list and the selection procedures shall be in
conformity with the Bank’s procedures for the acquisition of consulting services funded by the
administrative or capital expenditure. Please, note that interest expressed by a consultant does
not imply any obligation on the part of the Bank to include him/her in the shortlist.

1. BACKGROUND

Established in 1964, the African Development Bank (AfDB) is the premier pan-African
development institution, promoting economic growth and social progress across the continent.
There are 81-member states, including 54 in Africa (Regional Member Countries). The Bank’s
development agenda is delivering the financial and technical support for transformative
projects that will significantly reduce poverty through inclusive and sustainable economic
growth. To sharply focus the objectives of the Ten-Year Strategy (2013 – 2022) and ensure
greater developmental impact, five major areas (High 5s), all of which will accelerate the Bank
delivery for Africa, have been identified for scaling up, namely: Light up and Power Africa;
Feed Africa; Industrialize Africa; Integrate Africa; and improve the quality of life for the
people of Africa. The Headquarter is in Abidjan, Côte d’Ivoire. The Bank has 42 tailored field
presences consisting of 31 Country Offices, 5 Regional Offices and 6 Liaison Offices.

The Office of the Auditor General (PAGL) provides independent, objective assurance and
consulting services designed to add value and improve the Bank’s operations. It also assists the
Bank in accomplishing its strategic objectives by bringing a systematic and disciplined
approach to evaluate and improve the effectiveness of risk management, control, and
governance processes. The Office of the Auditor General is responsible for planning,
organizing, directing, and controlling a broad, comprehensive program of auditing and
consulting/advisory services both internally and externally, including, without limitation, all
projects, and programs of the Bank group. PAGL subscribes to and works in accordance with
the International Standards for the Professional Practice of Internal Auditing and its code of
Ethics as issued by the Institute of Internal Auditors.

2. OBJECTIVE OF ASSIGNMENT

The main objective of the assignment is to assist PAGL in supporting the execution of audit
and audit data analytics activities, internal processes, and knowledge sharing via training,
awareness sessions, etc.

3. SCOPE OF SERVICES

As a member of the Audit Data Analytics team, the Consultant shall support the Office of the
Auditor General (PAGL) as follows:

1. Design and develop improved data analytics routines and processes to support internal
audit activities. Coordinate the acquisition and implementation of approved data analytics
tools and templates and facilitate staff capacity building (training) and change
management activities.
2. Interact with management and business partners to identify appropriate data sources and
elements required for analytics and validate the completeness and accuracy of data

received. Implement the infrastructure required for optimal data extraction,
transformation, and loading from various data sources.
3. Contribute to identifying data analytics opportunities during engagement planning,
extracting, transforming, and evaluating data via analytical/logical reasoning to examine
trends, perform controls testing, and provide insights to engagement teams.
4. Automate and develop dashboards to monitor and report routine department activities such
as follow-up of audit recommendations, staff utilization (time management), and
engagement status monitoring.
5. Liaise with department leadership to identify and implement opportunities for continuous
improvement of data analytics processes and automation of manual activities and take
ownership of new process implementations.
6. Use data analysis tools to create repeatable data analytics to support continuous auditing
of critical automated controls.
7. Translate data analytics results and findings into comprehensive and succinct deliverables
that can be easily referenced during the engagement process and develop compelling
visuals during the reporting process.
8. Provide data analysis support during the development of the long-term/annual work
program, special projects, and ad-hoc assignments, as needed.
9. Implement a central data analytics repository and put measures to control, manage, and
maintain the repository.

4. DELIVERABLES

In performing the above, the deliverables expected from the Consultant include but are not
limited to the following: (a) Delivery of Data Analytics documentation, (b) Creation of
dashboards, (c) Creation of reusable scripts, (d) Creation of presentations to visualize the
results of data analysis and (f) Creation of knowledge sharing materials (e.g., PowerPoint
presentations for PAGL staff or audit clients).

5. ACCOUNTABILITY & REPORTING

The Consultant will be housed in the Office of the Auditor General and will report to the
Division Manager through the designated Auditor-in-Charge for each assignment. On a day-
to-day basis, the Consultant will be supervised by the Principal Data Analyst.

6. DURATION

The assignment shall preferably start in January 2023, for a renewable three (3) months, subject
to satisfactory performance.

7. ELIGIBILITY

1. At least a master’s degree (or its equivalent) in Data Science, Computer Science and
Engineering, Information Management, Statistics, or a related field.

2. At least three (3) years of relevant professional experience as a data analyst and/or data
engineer.
3. Experience in data analysis applied to audit and oversight activities would be an
advantage.
4. Strong quantitative, analytical, machine learning, data-intuition, and problem-solving
skills in areas such as data extraction, analysis, machine learning, natural language
processing and visualizations, leveraging tools such as SQL, Python, MS Access & Excel,
ACL, and Power BI, etc.
5. Knowledge of SAP S4 data dictionary will be an advantage.
6. Ability to deal with sensitive issues in a multi-cultural environment and to build effective
working relations with colleagues.
7. Demonstrated ability to meet deadlines while ensuring quality and exceeding client
expectations.
8. Excellent spoken and written English and ideally with a working knowledge of French
also.
9. Competence in the use of standard Microsoft Office Suite applications.

8. REMUNERATION

Remuneration will be commensurable with experience, in line with the AfDB’s


compensation guidelines. In addition, if the consultant needs to travel to take up this
assignment, round trip economy class air- tickets—with the shortest route—will be provided.
The consultant will be responsible for his/her personal health insurance at his own cost. The
coverage shall include all medical expenses, including those resulting from illnesses or
injuries that may happen during the assignment.

9. ESTABLISHMENT OF THE SHORT LIST


A shortlist of three to six individual consultants will be established at the end the request of
expressions of interest. The consultants on the shortlist will be judged on the following criteria
based on their updated resume.

Number of years of experience in data analytics projects using various tools, 40%
including SQL, Python, MS Access, Excel, ACL, and Power BI.
