These guidelines are designed to help programs, whether new or experienced, plan and appraise their progress toward providing the
best programs possible for the children and families they serve. This self-assessment tool uses 13 categories common in high quality
programs. These categories are organized in four key components that encompass quality out of school programming.

Understanding that improving quality is an on-going process that includes careful self-assessment, it is expected that this tool can
help programs chart their progress in each of these areas. Parallel ways for programs to gauge whether they meet quality goals,
include:

Delaware to adapt North Carolinas Established Standards of Excellent Self-Assessment Tool.

Self-Assessment Tool Overview
The self-assessment tool is used to help providers have a clear idea of the overall quality of the program, changes of the program over
time, and a plan for the future. It helps programs to identify areas of strength and areas in need of support. At the same time, it aids
in collecting information to better plan for appropriate use of program resources. A self-assessment is not a program evaluation, but
its information can be used to support the evaluation. It helps to provide some strategies to identify areas of the programs expected
outcomes and how to attain them. It is usually conducted by program staff and/or program collaborators. Although this is a required
process for DE 21st CCLC, it has no negative consequences on the program. The goal is to assist after-school programs, at any stage of
development, self-assess their progress and to promote appropriate strategies for ongoing program improvement.
The Delaware 21st Century Community Learning Centers Self-Assessment Tool: PK-12s primary purpose is program improvement,
targeting grades PK-12. The tool is particularly relevant for programs that intend to provide a broad range of services as opposed to
those with either a very narrow focus or no particular focus (e.g. a drop-in center).
Tool Structure: There are three main sections:
1. The 13 Categories from four major components. These categories are common in high quality programs. Each of the categories is
followed by 4 23 elements.
2. The Delaware 21st CCLC goals are part of the tool to help grantees plan for the grant daily programming. The three DE 21st CCLC
Goals are:
Increase academic achievement of participating students in one or more academic areas,
Increase school connectedness of participants, including families, caregivers, and school teachers, and
Increase capacity of participants to become productive adults.
3. The Action Plan documents the process of planning what needs to be done, when it needs to be done, by whom it needs to be
done, and what resources or inputs are needed to do it.
Methodology
While some of the essential elements are assessed through observation, the more organizational elements such as administration,
measuring goals and objectives, and program sustainability and growth are assessed primarily through document review.

There is no ideal time to start the process. It can be introduced:


At the beginning of the school year, as this will prompt communication about program expectations among staff and other
stakeholders.
During the school year is useful for collecting information to identify what is working and what is not, and what changes are
appropriate.
At the end of the school year as a means to identify areas to maintain, expand or improve for the next school year.

General points:
The leader, with support of program staff, identifies the team that will participate in the self-assessment process. It is
important to form a team of engaging people with different roles in the program. The team should be comprised of 3 to 5
individuals and may include staff, parents, youth, community partners, and other stakeholders.
Review this tool ahead of time to become familiar with its content and format.
Establish when, how, and where the self-assessment will be conducted. An implementation timeline can also be created at this
time and would include a review of the tool with staff (as early in the program term as possible) and an assessment schedule
(e.g., quarterly or mid- and end-point). Discuss logistics for implementing the process, and allow enough observation time to
see the full range of offerings.
Plan how the information will be collected and share with the stakeholders.
Upon completion of the tool, immediately take action toward program improvement
The 13 Categories:
Using the level of performance, found on the right side of the tool, assess the progress level of each major standard within
each categorys goal. The different levels of performance include Not Addressed (indicates the program has not developed a
practice to approach this particular area), In Development (indicates the program is developing a practice to address this
particular area; In Place indicates a practice is currently being used to address this particular area), In Place and Under
Review (indicates the practice currently in place is being reviewed to see whether it is leading to goal achievement), and
Helps Program Reach Goal (indicates the practice has been reviewed, and revised as necessary, and is helping the program
reach its goals).
If an element is not addressed and the team considers that it is key for the quality of the program, use the column Plan to
address.
If any indicators do not seem to fit your program, offer an appropriate explanation by providing written justification to support
the performance level rating selected for each indicator in the comments section.
Meet with the team to discuss self-assessment results, consolidate findings, and identify specific indicators where improvement
is needed.
Delaware 21st CCLC Goals
Under Objective write down the objective(s) from current approved initial or continuation application. Keep in mind that
objectives break the goal down into smaller parts, providing specific, time frame, and measurable actions by which the goal
can be accomplished.
The Performance Indicators are also part of the current approved initial or continuation application and will help you to
determine whether or not you are achieving your objectives.
The Measured Identified is the source that you will used to estimate if you are in the right path e. g. students grades, test
scores, attendance etc.

Progress Documented - enter the date of when the progress of the goal/objective was reviewed/measured.
Objective Status The progress of the objective and any associated information.
Comments - write down any information that will help you to follow-up.

Action Plan
Each action plan should include the following information: the element/topic (what), reason (why), strategies (how) actions or
changes will occur, responsibilities (who) will carry out these changes, timeline (when) they will take place, and for how long,
resources (i.e., money, staff) are needed to carry out these changes, and assistance needed any outside support or
communication.
Once the plan is completed, review it: Is each element of it clear? Will the strategy help to accomplish your objective?
The plan will only be successful if the team tracks its development - What is happening? How well was it implemented?
Use the comments section to write down any information that will be important when evaluating the plan or to use in future
action plan.

Comments:
The program is a safe environment for the students, staff, and parents. The students are accustomed to the procedures in the
building because they use it daily for school. We use the same drill policies for the after-school program as the school uses
during normal hours of operation. Students practice these drills monthly in order to be prepared for any emergency situation.
There is also a central location to access emergency and contact information for the students who participate in the after school
program.

Comments:
A procedure is set in place for taking attendance during student arrival. Students transportation is also recorded during
dismissal time and students must be signed out if they are picked up by a guardian. Students receive a healthy snack at the
beginning of each session. The clubs offer activities that include a variety of ways for the students to become active in their
learning and address their behavioral, health, and educational needs. Clear schedules that are accessible by the students, staff,
and parents are posted throughout the school in order for the program to run smoothly. The students are supervised by their
club leader throughout the entirety of the program. They are respected and rewarded for their positive behavior through the
PBS system that they school follows. All youth in the school has accessibility to the program, and are encouraged to participate.

Rehoboth Empowers Dreams monthly budget is continuously reviewed by program administrators, program secretaries, and the

Comments:
The RED program continues to welcome staff input during the program. Surveying the staff allows the administrators to find ways
to better the program. Staff is selected based on a set of necessary qualifications to fully serve our student population. They
interact through positive relationships with each other, as well as towards the parents and community members. Regular staff
meetings are held throughout the whole school to communicate the needs and goals of the RED program. RED meetings are also
held to evaluate and discuss the program. Staff are offered the opportunity for professional development to improve the RED
program. Staff from the program will attend a national conference for the 21st CCL in order to gain useful strategies to improve
RED.

Participants are provided with many opportunities for independent and group learning during the program. They engage in

An attendance policy is in place in order to record and monitor attendance during the program. This policy was created and

on our website. Incentives are given to the students in order to encourage their attendance and participation in the program.

Comments:
Expectations of the program are positively communicated with the staff, students, and parents. The expectations are dispersed
at the beginning of the program, as well as posted on the program website. Discipline follows Rehoboth Elementary Schools
code of conduct in order to monitor participants behavior during the program. Positive interactions are facilitated each session
between the staff and participants. The participants are greeted when they arrive and encouraged to do their best during the
program. A positive behavior system is in place where participants can earn incentives as well as Positive Behavior Referrals for
their superb behaviors. There can be filled out by staff, volunteers, parents, and community members in order to acknowledge
positive behaviors during the program.
There are multiple opportunities for students to interact and learn in a variety of ways. They are offered small and large group
activities to learn more about their career of interest. Students are also given the opportunity to explore the community
through field trips, as well as community members are welcomed to the school to share their knowledge and experience with
the program.

Comments:
RED fosters a welcoming environment to the staff, participants, parents, and community members. An advisory committee is in
place in order to connect the program with the community for effective decision making. At this time, RED is planning for ways
to receive a diversity of sources for funding as a part of their sustainability plans. At this time, there are no contributions from

Comments:
The RED program holds family nights throughout the year in order to educate families on ways to support their children outside
of the classroom. The RED clubs also have agreements with their business partners for expectations and ways to educate the
students to reach the outlined program goals. RED staff attended sensitivity training to enhance their relationships with families
and the community. The Rehoboth Elementary School handbook is followed as a way to communicate the programs policies and
procedures. Information is also displayed on the programs website to communicate these policies and procedures.

Students are able to choose from a list of careers they would like to learn about through the program. Students are assigned to
clubs based on their top three choices. The clubs have a variety of activities relating to the clubs and allow the students to take

Comments:
Club leaders of the RED program are given 12 hours of planning throughout each session to plan for their club activities. The
teachers of the RED participants are encouraged to share ways the program can assist their learners. students are able to work
on homework during snack time and ask peer mentors, or RED staff for assistance. Academically related materials are readily
available to support the participants as learners. The RED activities are created by the club leaders and business partners to
promote basic skills as well as higher order thinking and practices. The activities address all levels of learning as well as abilities
and styles. Students are encouraged to work on their homework during snack time each day in order for the program staff to
support them as learners and assist with any challenges that they face.

chamber consistently promotes and encourages participation in the program at their regular/annual meetings. Program staff
