ISSUE: The government of Ilocos Norte a municipal corporation can be held liable for the injuryof the third person. RULING: The municipal corporation which is Ilocos Norte Municipality has no duty to pay monetary consideration due to the performance of the duty honestly and in good faith or that they did not act wantonly and maliciously.
