Learning and Outreach Officer, Govanhill Baths, Glasgow

Contract: Part-time (equivalent of 2.5 days per week) fixed term for 2 years
Job Purpose: To develop and coordinate the delivery of the Activity Plan for the HLF
Govanhill Baths project in Govanhill, Glasgow, Scotland.
About The Govanhill Baths Community Trust (GBCT)
The Govanhill Baths Community Trust (GBCT) is a registered charity which campaigns to
preserve and conserve, for public benefit, Govanhill Baths, and for the redevelopment and
reopening of the Edwardian swimming pool and wash house in Govanhill, Glasgow.
About the project
Govanhill Baths Community Trusts Vision for Govanhill Baths is:
GBCTs aim in rescuing, restoring and reopening the Baths is to use them as a means of
contributing to the social, cultural, and built regeneration of Govanhill. The vision is to
develop Govanhill Baths as a community space which promotes heritage and wellbeing
through events and learning activities for the wide range of cultures existing in Govanhill. It
will achieve this by working collaboratively with a range of other organisations.
The project aims and objectives are to:
Repair the exterior of the building to ensure it is wind and watertight;
Develop and install heritage interpretation in the building;
Develop and deliver a programme of cultural, sporting and cross-community
activities and events during the development, construction and delivery stages of the
project;
Employ a part-time Learning and Outreach Officer during the development phase
and additional staff during later stages of the project (to be determined);
Develop a committed volunteer programme; and
Develop and deliver a viable business plan for the entire building to ensure the longterm sustainability of the project.
Description of role
In conjunction with the GBCT and other project partners, the postholder shall ensure that the
Activity Plan is produced and delivered in full and to the agreed programme and budget. The
postholder should work with other consultants and cooperate to develop the learning and
interpretation content of the Govanhill Baths project. He/she shall work with schools and
local communities to ensure that the project engages with all sectors of the local area.

Key tasks
To analyse all existing reports on Govanhill and on Govanhill Baths and related
consultations and activities;
To develop relationships with local communities and multi-faith groups in Govanhill
to develop content for use in the interpretation of the Baths;
To deliver a Heritage Interpretation Plan for the Baths in accordance with HLF
guidelines. This will be submitted to funders for the second round applications.
To produce an Activity Plan for the Baths in accordance with the HLF guidance. This
will be submitted to funders for the second round applications;
To ensure that activities include relevant and accessible learning and engagement
opportunities for communities;
To use a range of media to capture content, eg. film and video, photography, oral
histories, blogs;
To recruit and work with a Teachers Advisory Group to develop resources and
sessions for schools based on the Govanhill Baths;
To prepare packs for schools that would aim to fit and work in conjunction with the
National Curriculum;
To develop and deliver activities during the Development Phase, as proposed in the
Summary of Heritage Activities document;
To manage the activities budget allocated during the Development Phase;
To attend monthly Project Team meetings at the GBCT offices;
Design community consultations in line with Communications strategy
To recruit and manage team of volunteer tour guides;
To prepare reports to the HLF and other stakeholders;
To assist with opening of the Baths to the public, including helping recruiting, training
and inducting volunteers to steward events at these times;
Through personal example, open commitment and clear action, ensure diversity is
positively valued, resulting in equal access and treatment in employment, service
delivery and communications; and
Undertaking tasks on other aspects of work as commensurate with the expectations
of the post.
Person specification (Essential)
Experience of developing a programme of activities;
Experience of developing learning resources for schools;
Experience of developing outreach programmes and working with communities to
develop content for interpretation and exhibitions;
Experience in management and oversight of volunteers;
Experience in working in a diverse community
Ability to develop strong working relationships with a range of individuals and
groups;
A commitment to diversity and equality issues;
A proven ability to work alone as well as part of a small team and to prioritise and
organise your own workload;

An ability to work to agreed targets and to monitor progress against an action plan;
IT, communication and organisational skills;

Understanding of, and a commitment to, conservation and heritage;
An understanding of HLF projects and requirements;
Knowledge of the local area, schools and community groups;
Knowledge of how to make online content accessible and engaging.
Additional Information and Benefits
Location: The post will be based in the Govanhill Baths, Glasgow.
Peer Support: The Learning and Outreach Officer will be directly employed by GBCT and
form part of the Projects Team. The postholder will also have use of an office at Govanhill
Baths and will be expected to work there regularly in order to develop a strong working
relationship with GBCT trustees and colleagues.
Hours: Part-time post, with mandatory working hours equivalent of 2.5 days per week but
with flexibility as to how this allocation is fulfilled, provided that deadlines and obligations are
met. The postholder should be prepared to attend some evening and weekend events.
Salary and Pension: 28,000/annum pro rata (i.e. 14,000/annum).
Paid Leave: 20 days per annum pro rata (3 of which must be taken over the Christmas New
Year Period) in addition to public holidays.
This post will be part funded by the Heritage Lottery Fund and Big Lottery
