Negative Blocking

Blocking:
Affirmative Action does not significantly change the acceptance
of historically disadvantaged groups into public colleges. In a study
done by Kalena E. Cortes, when Texas used the Top 10% plan, the
results showed that there was no significant change for the top 10% for
the minorities. This was study was Texas Higher Education Opportunity
Project.

CHANGES IN ACCEPTANCE RATES WITH AND WITHOUT

AFFIRMITAVE ACTION.

In a eleven years without affirmative action, minority students rates of

getting in to public college only decreased by 8%. Although Affirmative
action helps, it only helps a small amount of people (8%). It is
ineffective. By this logic Affirmative Action does not effectively create
diversity.
