Preamble: Whereas the United States is dependent on 75 other countries for


crude oil imports, and since Mexico, Venezuela, Iraq, Saudi Arabia, and Canada
are accountable for approximately 85% of the United States crude oil imports,
and since the United States is spending approximately $1 billion a day overseas,
and since the deficit is increasing due to dependence on other countries,
SECTION 1: Open some federal lands to legal oil drilling.
Sub-SECTION A: The Arctic National Wildlife Refuge in Alaska
has rich oil land that would produce a huge amount of oil, but
because it is federal land oil companies cannot drill from it. Based
on the geology, oil resources in ANWR, at almost 10.4 billion
barrels. ANWR would represent 8% of the combined onshore and
offshore total.
Sub-SECTION B: The coast of Florida is being drilled by Cuban oil
companies while the United States made regulations to prevent
any American oil company from drilling there. Instead of allowing
other countries to take our oil, the United States should be allowed
to drill on this specific coast. The Bureau of Ocean Energy
Management found recoverable oil amounts in Atlantic waters to
be 3.3 billion barrels of oil and 31.28 trillion cubic feet of gas.
SECTION 2: Remove the regulations on natural gas exporting from the U.S.
Sub-SECTION A: Export the natural gas from the United States
to European countries instead of Russia.
Sub-SECTION B: Increase national revenue to be put towards
making cost effective renewable energy resources

SECTION 3: Expand the Keystone pipeline to the Keystone XL pipeline


Sub-SECTION A: Implement two new sections to the pipeline:
one from Cushing, Oklahoma to Gulf of Coast of Texas where
there are oil refineries, and one from Alberta, Canada to Kansas,
which passes through the Bakken shale region in Eastern
Montana and western North Dakota.
Sub-SECTION B: This will bring approximately 700,000 barrels of
oil per day to refineries in Texas.
SECTION 4: Create coal plants with cleaner carbon dioxide emissions.
Sub-SECTION A: Take money from the Environmental Protection
Agency to invest in cleaner emissions in coal plants.
Sub-SECTION B: Secures jobs that are already in place.
