The agency asking for a proposal is the U.S Environmental Protection Agencys or EPA
Chesapeake Bay Program Office. They are requesting for applicants to support Chesapeake Bay
Program (CBP) partners. They want cost effective proposals that will provide technical staff
support as they restore Chesapeake Bay while meeting the goals and commitments they made. A
certain format has to be achieved in order for the proposal to be viewed. The proposal has to be
no longer than 15 pages and all supporting documents such as resume or letter are included in
that length. Any additional pages that are submitted will not be looked at. It has to be single
spaced and typed with a font size no less than 10. Below is a list of the format of the proposal:
Contact information
Background
o Project title and description of organization
o Short biography
o Overall cost of project and funding request
Work plan
o Breakdown of how organization will meet the requirement
o Breakdown of budget
o Output which is the product relating to the environmental goal
o Outcomes which is the results or consequences that will come from executing the
project.
The format is vital to the proposal but it is important to keep in mind the criterion which is
knowing and understanding how the proposal will be evaluated. The proposal will be reviewed
by a group of EPA professionals and CBP partners that have no conflict of interest with those
who applied. Listed below are the criteria in which the applicant will be graded upon.
Organization capability and program description (65 points)
o Quality of proposal and how well it is going to help solve the problem
o How well the proposal is able to portray the level of skill the applicant has and
proof they are capable of doing what they say
Programmatic capability and environmental results past performance (60 points)
o Past performance and successfully achieving past proposals
o Quality and detail of documentation of progress
o Skill and experience in hiring or managing staff, quality of staff from your
organization, and how well your organization carries out responsibility

Cost effectiveness (20 points)


o How cost effective your project is based on the breakdown of budget
Modernization of methods overtime (30 points)
o Addressing changes that can be made to current process that will be more
effective and time efficient
Timely expenditure of grant funds (20 points)
o Review of if project will be delivered at a reasonable time
The applicant can get a maximum of 215 points in which those with the highest scores get their
proposal granted. Even though the application process is rigorous, all guidelines are listed clearly
and are easy to follow if one wanted to write a proposal.
