To pass the Stop Online Piracy Act (SOPA), in order to protect the citizens of the United States and to put an end to
pirated content.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Reestablishment of the SOPA Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) Global music piracy causes $12.5 billion of economic losses each year.
B) Section 103 of SOPA would allow copyright owners who have suffered harm to seek relief against foreign and
domestic infringing websites, serving as a complement to the authority of the Attorney General.
C) Our ISPs have in the last two decades invested $1.2 trillion in broadband buildout.
D) BSAs global internet is coming together with companies to remove illegal content online.
E) From 2009 to 2013, the number of Internet piracy alerts we received increased over 300%.
F) The publishing industry as a whole loses $80 to $100 million to piracy annually
G) Copyright on the internet costs the United States 100,000 jobs.
H) Bandwidth on piracy sites accounts for nearly 24 percent of total Internet bandwidth.
I)In January of 2013, 327 million unique Internet users explicitly sought pirated digital content.
J) 98.8% of data transferred using P2P networks is copyrighted.
K)The bill provides immunity from liability to the ad and payment networks
L)The bill establishes a two-step process for intellectual property-rights holders to seek relief
M)It is one of two bills being considered by congress.
N)Provisions include the requesting of court orders to bar advertising networks and payment facilities from
conducting business with infringing websites
O)The law would expand existing criminal laws to include unauthorized streaming of copyrighted content, imposing
a maximum penalty of five years in prison.
P)Supporters of SOPA argue that U.S. law enforcement officials need new tools to fight websites, particularly foreign
sites, that sell infringing products, including music, movies, clothing and medicine.
Q)Opponents of the bill argue it would empower litigious copyright holders to seek court orders targeting many
legitimate websites, including sites with user-generated content such as Twitter and YouTube.
R)SOPA would lead to censorship of legitimate websites and protected free speech on sites that may contain some
infringing content.
S)SOPA would also allow copyright holders to seek court orders requiring online advertising networks and payment
processors to stop supporting the alleged infringers if those businesses do not comply with requests from copyright
holders.
Since its introduction, a number of opponents to the bill have expressed concerns. The bill was presented for markup
by the House Judiciary Committee on December 15.
SOPA has largely been declared unconstitutional by the majority of Internet users. However, there are potential
positive effects that could arise from passing the bill.
A great number of jobs and industries are dependent on intellectual property and many people could benefit from
better control and enforcement of their IP rights.
SECTION 3. STATUTORY LANGUAGE
A) The Stop Online Piracy Act shall ensure that websites with have pirated content, counterfeit products, etc. will be
eliminated. This shall be accomplished by regulating the internet and its content. Infringing content shall be removed
or hidden to the public.
B) The law is to be enforced by the U.S. Law Enforcement. All funding shall be provided by the government and
private organizations.
C) The Stop Online Piracy Act (SOPA) is to be enacted on January 1st, 2016, and shall be renewed every three years.

In this day and age, the internet is something that almost everyone of all ages uses. As technology
has progressed, illegal content has become more readily available. Much of the content would be eliminated
with the enaction of SOPA. The Stop Online Piracy Act should be implemented because it would protect
people on the internet, limit the amount of money lost in America, and help to lower the amount of
copyrighted files.
SOPA should be enacted because it will protect people on the internet. The internet is full of of
illegal websites and contraband. Those acts were set in place to reduce the amount of theft in the filming
industry. This explains how SOPA will try and take down sites that contain illegal contraband. SOPAs main
goal is to get rid of infringement by cracking down on various websites.
Enacting SOPA would help to limit the amount of money lost in America due to piracy. Several
music industries have lost millions due to people copyrighting their music and making it readily available
to the public. This explains how much money the music industry has lost due to the fact of people
copyrighting their music. SOPA would help people who own copyrighted information to keep it to
themselves. Enacting SOPA would save not only music industries, but companies around the United States
to not lose as much money.
SOPA would also help with the distribution with copyrighted files. Many people share files using
P2P (peer-to-peer). These websites are not highly administered which makes it easy for people to dispense
copyrighted information. This shows how the P2P websites are not watched close enough because there are
plentiful amounts of copyrighted information. Peer to Peer websites are against SOPA and eliminating them
would help reduce online contraband.
In conclusion, internet censorship is an important thing that should have some rules and guidelines
to what can and cant be put on the internet. Having contraband, companies losing millions, and people
sharing copyrighted files is illegal and should be limited. The internet is a huge place and even though not
everything that is necessarily bad can be eliminated, there should be ways to restrict the illicit things from
the internet.
