    I.

    OB]ECTIVE
    This Order is issued to implement the centralized poliry of processing and issuance cf
    ATRIGs for purposes of ensuring that lhe importation of excisable produCs are fuliy accounte.d
    for with the end in view that revenue collecticns of the governrnent are properly protected.

    II.

    POLICIES AND GUIDELINES


    All application far Authority to Release Impofted Goods (ATRiGs) for excisable products
    shall be processed and issued centrally at the BIR National Office more pafticularly by the
    Excise LT Regulatory Divisiorl (ELTRD). ATRIGS issued by the Regional Offices and Excise Tax
    Areas {EXTAs) upon the effectivity of this Order shall be considered nuil and void,

    All ATRIGs manuatly processed and issued by the Regional Offices for VAT exempt
    transactions shall be stamped with the phrase,'NOT VAL-ID FOR ALL EXCISABLE PR.ODUCTS".

    III.

    REPEA,LIHG CLA,USE

    All revenue issuances inconsistent herewith are hereby

    repealed and amended

    accordingly.

    PEHALTY CLAUSE

    Strict compliance herewith is enjoined. Any violation of the provrsions of this Order
    shall be subjeC to disciplinary action and shall be dealt with accordingly.

    V.

    EFFECTNIITY
    This Order shatl take effect immediately.
