CHUM Local Priorities

CHUM supports the Local Solutions to Poverty Candidate Forum and all
proposed solutions.
Housing
We support amending the Duluth Human Rights Ordinance to include people
experiencing homelessness, those who have experienced homelessness and those
perceived as homeless as a protected class. We also support the audit of city
policies and ordinances on public safety, parks and community development with
the goal of amending or removing any regulations that interfere with the rights of
Duluthians who are homeless.
We support the city in identifying & securing affordable housing development sites
outside of traditionally low income neighborhoods such as Central Hillside and
Lincoln Park.
Racial Equity
We support the commitment to develop policies and procedures to ensure that city
staff from all departments as well as members of all public boards and
commissions more accurately reflects the community they serve, with a specific
goal of increasing the number of people of color in these positions.
We support the city of Duluth creating a Racial Equity Coordinator position that will
be filled by a person of color and committed to serving our City of Duluth. We also
support the City of Duluth working with the Racial Equity Coordinator in completing
a transparent review of Duluths policies on hiring practices, public spending and
leadership in order to see how these policies could better engage and benefit the
communities of color here in Duluth

Mental Health
We support the creation of an emergency task force led by the City of Duluth and
to include those living with mental health issues, mental health care providers and
law enforcement in order to identify and address solutions to gaps in mental health
care services in our city with a focus on housing development that emphasizes
independent living.
Transportation
We support finishing the work of the 2010 Duluth Complete Streets resolution by
developing and implementing policy that ensures future City planning and
transportation projects are accessible and safe for all residents, and in particular
families, the elderly and people with disabilities.

CHUM supports the Annual SLC Housing for All Summit and all identified
solutions.
Creating incentives for landlords to rent to those who have criminal records
Creating a universal background and credit check that tenants could use for all
applications in a housing search
Drafting the content of the Citys Homeless Bill of Rights Ordinance and passing it
through City Council.
Creation of a long-term supportive housing facility for those with severe and
persistent mental illness
Equity in All Agenda
CHUM, the Zeitgeist Foundation, and Cross Cultural Alliance of Duluth are launching local
initiatives to target health disparities within our communities and close the gaps of who
has access to health.
